CALL TO ORDER
The Arts, Historic Preservation & Philanthropy Committee conducted a meeting on Tuesday,
May 14, 2024 at City Hall (Mayor’s Conference Room), 1737 Main Street, Second Floor,
Columbia, SC 29201. The Honorable Tyler D. Bailey, Chair called the meeting to order at 11:08
a.m.

PRESENTATIONS
1. One Columbia Update - Mr. Xavier Blake, Executive Director
Mr. Xavier Blake, One Columbia Executive Director provided an update on One Columbia’s
operations. One Columbia’s tech theatre program trains 12-15 local high school students in stage
management, sound, lighting, and set design. This six-week job creation program provides
students with a stipend, lunch, weekly field trips to local venues and a resume. The Central
Carolina Community Foundation and the Arts Commission fully funded this year’s program. He
also highlighted the expansion of funding sources; the local arts designation allowing for more
options; and the collaborative efforts with the Poet Laureate of Columbia, Ms. Jennifer Boykin.
There was discussion about commissioned poems and potential readings at City Council
meetings.
Ms. Pamela Zelijak, Public Arts Administrator for One Columbia said since last year, four public
art projects have been completed. Using a grant from the Knight Foundation, One Columbia
hired a public art intern and a public artist in residence. The artist in residence receives a stipend
for the year. The artist in residence wants to work with the mental health community and her
project will be an expression of that work. The public art intern is conducting maintenance
checks on all of the art in the collection. There are pieces that are owned by the City and some
may be privately owned.
There was discussion about developer awareness of public art opportunities; artist selection;
comparable cities; public art funds; art vandalism; and changes in property ownership and
property owner agreements.
