COMMITTEE DISCUSSION 2. Vista Guild Lincoln Street Tunnel Public Art Project - The Honorable Tyler D. Bailey – Endorse for City Council Consideration Ms. Abby Anderson, Executive Director / Congaree Vista Guild explained that the Lincoln Street Tunnel Project is a light installation that spans underneath Washington Street. It will increase the safety experience for visitors in areas of the Vista and Finlay Park. We received a large grant two years ago. The project will be owned by the City of Columbia. There was discussion about the artist; project lifespan; maintenance; its connection to the history of the city; and the possibility of replacing the project in the future. It has been published on the public art site www.allforentry.org where artists can apply for projects. Applications will be reviewed by a selection committee consisting of area residents and artists who will score the applications based on a rubric that includes aesthetics, connection to the area, materials, and maintenance needs. There was a discussion the lifespan of murals and outdoor structures and the use of lighting. There was consensus of the committee to endorse the Lincoln Street Tunnel Lighting public art project for City Council’s consideration. 3. Park Street Public Art Project - The Honorable Tyler D. Bailey – Endorse for City Council Consideration Ms. Abby Anderson, Executive Director / Congaree Vista Guild explained that the Park Street public art project will be an interactive piece on the brick trash enclosure. Art will be on two sides: street facing and wall facing. The budget is $20,000 and $16,500 will go towards the artists. The plan is to unveil the artwork in April of 2025. There was discussion about One Columbia creating a public art review committee and appointing one representative for the City of Columbia. There was consensus of the committee to endorse the Park Street public art project for City Council’s consideration. 4. Community Reinvestment Act - The Honorable Tina N. Herbert – Received as information Councilor Herbert provided an overview of the Community Reinvestment Act (CRA), which dictates how funds are allocated to banks to meet the credit needs of low-and- moderate income communities. There are public records on banks’ CRA ratings. Preliminary research shows that Bank of America does not serve Columbia and Richland County. There is a need to understand which banks have CRA designations and their application processes. There could be more support available for particular initiatives. Mr. Jeff Palen, CFO & Assistant City Manager for Financial & Economic Services suggested meeting with banks to discuss how they are addressing their Community Reinvestment Act obligations; what they have done; and what they plan to do. There was discussion about the differences between smaller and larger banks; creating a list of all banks and their specific interests; assessing the current CRA scores of our banking partners; banking deserts and bank expansions; and how the lack of bank locations could affect donations towards community resources. The committee has shared the concept of peace poles, and information on planting more, through presentations to numerous civic groups, schools, and churches. PLANS FOR PERSIMMON PEACE POLE In February of 2022, the committee chose the design of local ceramic artist Olga Yukhno for a new “Persimmon Peace Pole.” The Peace Pole will be the centerpiece of an installation that will feature a second-generation, survivor persimmon tree that the committee has grown from seeds provided by Green Legacy Hiroshima. In addition to the Persimmon Peace Pole and persimmon tree, the installation will include a bench, steppingstones, and an interpretive sign decorated in the same style as the peace pole. The committee has identified a suitable and prominent city park location for the second public-art peace pole to be installed for public reflection and education. The park's riverside location provides a tranquil setting that complements the Peace Pole's message. The well-used location was chosen for its ample parking and opportunity for youth/family- oriented events. This thoughtful placement enhances the city's cultural landscape and reinforces Columbia's commitment to fostering a peaceful, inclusive community. The commitment to global ideals of peace and understanding enhances the city’s image as a forward-thinking city. FIRST PUBLIC ART PEACE POLE On January 11, 2021, the committee collaborated with One Columbia to dedicate Columbia’s first public-art Peace Pole, the “Vista Peace Pole,” in the 900-block median of Senate Street. The Vista Peace Pole proclaims in eight languages: “May Peace Prevail on Earth.” For this peace pole the committee chose languages that represent both global and local relations and histories: English, Japanese, Arabic, Hebrew, Hindi, Spanish, Gullah and Catawba. The artist’s addition of a bell offers a unique way to speak out for peace. The Vista Peace Pole offers a place for people to gather, ring the bell, and pray for peace, such as a Prayer Vigil event held there on Sunday, September 29, 2024. The Vista Peace Pole is registered with the international Peace Pole Project (worldpeace.org) which has registered more than 250,000 peace poles worldwide. INTERNATIONAL BEGINNINGS The peace pole’s plea and prayer have been lifted up by people around the world, in many languages, for more than half a century. Ten years following the atomic bombings of Hiroshima and Nagasaki, Masahisa Goi, in Ishikawa, Japan, shared a message that can be translated as “May peace prevail on Earth.” Within only a few years the “peace pole” tradition arrived in cities across the world. Peace Poles emphasize the importance of peace in our everyday lives and serves as reminders of Hiroshima and Nagasaki, the resilience of life, and the message that nuclear weapons must never be used again. FIRST PLANTING From the first planting by the Columbia Peace Pole Initiative of a peace pole at the annual Hiroshima Remembrance Vigil at the Columbia Friends Meeting in 2016, the committee has been encouraging the planting of Peace Poles around the city and region. Now, more and more peace poles will make unique, permanent artistic statements that Columbia, a Mayors for Peace city, is dedicated to promoting peace and harmony in its communities. COMMUNTIY COLLABORATION The committee has reached its fundraising goal, including a Maintenance Fund, and the monies are being managed by its fiduciary agent, Central Carolina Community Foundation. Packet Pg. 9  2.a Persimmon Peace Pole – Description by artist Olga Yukhno The Persimmon Peace Pole design is a seven‐foot‐tall sculptural piece that will use symbolism relating to trees to convey its message of peace in the face of danger coming from the nuclear threat. Most prevalent will be its connection to the persimmon tree that survived the nuclear bombing in Japan, which inspired the whole project. From the bottom you will be able to see tree roots containing and suppressing the danger of nuclear power, represented by the red color underneath. These roots will be growing into a persimmon tree with ripe fruit clinging to the bare branches. The choice of the tree not only pays homage to the real‐life tree grown from the seed of the Mother Persimmon Tree, which will be planted nearby, but in Japanese culture the persimmon is the national fruit and represents perseverance and transformation. The top will be visually a smaller reflection of the bottom, but the tree controlling the red aggression here is the ginkgo tree, represented by its iconic leaves. In Japanese culture, the gingko tree is a symbol of longevity, endurance, and wisdom. In the center, where the boughs of the two trees come together, the words, ”May Peace Prevail on Earth” will be inscribed in eight languages and echo the color scheme of the other elements of the piece. Around these words, wrapping the heart of the pole, there will be branches of the Sakura cherry tree with gentle blossoms blooming. The Sakura cherry represents renewal and hope. Crowning the pole will be a “Doomsday Clock” using the iconic style that has been used since the late 1940’s to highlight the danger of nuclear threat. The message I would like to convey is that it requires wisdom and perseverance to bring hope despite the fact that the threat of nuclear annihilation looms over us all. The piece will be made with the use of hand‐sculpted ceramic, glass, and concrete elements that will create an intricate three‐dimensional mosaic. Accompanying the Peace Pole itself will be several other elements. The persimmon tree, grown from the seed of the tree that survived the bombing of Hiroshima, will be planted close by. A concrete bench, an interpretive sign, and several concrete stepping stones will also be crafted and placed nearby to allow visitors to sit under the shade of the tree and reflect on the message of the artwork. The seat of the bench as well as the interpretive sign and stepping stones will be decorated in the same style as the peace pole and will visually reflect the same themes and tie the whole installation together. I would like the Persimmon Peace Pole to have a larger role than just a beautiful art piece. The vision is to have it become a gathering place and have people come and think and talk about the really powerful and important messages that are part of the Peace Pole itself. This project will benefit both locals and the many visitors who come to experience the Saluda Riverwalk every day. We support public art and really enjoyed working with Palmetto Pride to brighten up Candi Lane through the “Love not Litter” mural. This mural is now a landmark that welcomes river users to the park and visitors enjoy stopping to take pictures before they leave. Another public art addition, like the Carolina Peace Pole Project, will foster community and invest in our greenspaces. Public art will always improve and increase community value.
