COLUMBIA COMMUNITY DEVELOPMENT COMMITTEE MEETING MINUTES TUESDAY, JANUARY 16, 2024 CALL TO ORDER The Columbia Community Development Committee conducted a meeting on Tuesday, January 16, 2024 at City Hall (Mayor's Conference Room), 1737 Main Street, 2nd Floor, Columbia, SC 29201. Update from Home Works of America - Mr. Joe Huggins, Executive Director Mr. Joe Huggins, Executive Director of Homeworks provided an overview of the organization. He said their mission is to show God’s love through serving those in need by repairing homes, assisting in youth development, and empowering communities to care for their own. He shared their four pronged approach: health, affordable housing, workforce development, and sharing of the Gospel. He said they want to extend the lifecycle of homes and to be good stewards of donated dollars. Since 2017, 221 homes have been repaired in the city of Columbia. There was a discussion about target areas, what an partnership with the city of Columbia would look like, average spending on repairs, utilization of state funds, and expectations with the scope of work. COMMITTEE DISCUSSION 3. Columbia Town and Gown Committee - Ms. Missy Gentry, P.E., Assistant City Manager for Development Services and Ms. Krista Hampton, Director of Planning and Development Services Ms. Missy Gentry, P.E, Assistant City Manager for Development said we have brought back an updated proposal for Town and Gown as well as a draft letter that will be sent to all of the colleges/universities seeking their participation. Ms. Krista Hampton, Director of Planning and Development Services shared the proposal which included the schools and city departments that are scheduled to participate. Neighborhood representatives would apply to serve on boards and commissions, one Collegiate Engagement Council representative would be appointed by the students, and the co-chairs would be the Mayor and a representative of the University of South Carolina. Once the subcommittees are formed, we recommend that they have a strategic planning session in February or March. We also recommend that a group attends the International Town & Gown Association (ITGA) Conference in Maryland in June. There was a discussion about the planning subcommittee, flagship universities, IGTA membership fees, placement of neighborhood representatives on subcommittees, and the timeline for neighborhood representative information rollout. Councilor Brennan suggested the addition of a representative from the COMET as an ex-oficio member. He also requested an updated neighborhood list, with the most recent presidents and executive board members for each district. Committee Meetings The Columbia Town & Gown Committee will meet three times per year with a goal to meet in the winter (February/March), in the summer before students return (June/July), and in the fall (October). The first inaugural meeting will be held in June/July 2024 with a strategic planning session in February/March 2024. Committee meetings will be public and documented. Meeting agendas and minutes will be maintained for accountability and transparency. As the City of Columbia continues to innovate and grow, it is important now more than ever to strengthen our partnerships and expand opportunities for collaboration. To do that, we must prioritize sharing information and having discussions as a community. We must have every voice at the table to truly promote the Midlands region. Columbia is home to seven institutions of higher learning, not just one. Collectively, we must come together to discuss the challenges and trends of our students faculty with the City of Columbia to ensure we are all making decisions that align with our communities’ needs. That is why I am writing you today. I would like to personally invite UNIVERSITY/COLLEGE to join the inaugural Columbia Town and Gown. I have invited every college and university in Columbia to participate with their President or their appointed delegate serving as an official member. In addition, City of Columbia staff and appointed community members will be a part of the full committee. University of South Carolina President Michael Amiridis and I will serve as the founding co-chairs of the Columbia Town and Gown. The committee will publically meet formally three times annually to discuss updates, look into challenges, and celebrate successes. Then, subcommittees will meet to discuss more specific topics and accept presentations from guests and the public when needed. Once committee membership is finalized, we will hold a strategic planning session to build the framework of the committee together. The Columbia Town and Gown’s will require intentional ongoing efforts to engage and a commitment to participate from all. I hope you will join us in creating space for widespread collaboration to make the City of Columbia one of the best places to study, work, and live in the country.
