COUNCIL LEGISLATIVE COMMITTEE MEETING MINUTES
TUESDAY, OCTOBER 25, 2022
CALL TO ORDER
The Columbia Council Legislative Committee conducted a meeting on Tuesday, October 25,
2022 at City Hall (Mayor's Conference Room), 1737 Main Street, 2nd Floor, Columbia, SC
29201. The Honorable Daniel J. Rickenmann, Chair called the meeting to order at 4:07 p.m.

Upon a motion made by Mr. Taylor and seconded by Mayor Rickenmann, the Committee voted
unanimously to amend the agenda to add an Executive Session for the discussion of negotiations
incident to proposed contractual arrangements pursuant to S.C. Code §30-4-70(a)(2) –
Legislative Affairs.
COMMITTEE DISCUSSION
2. City of Columbia Legislative Priorities - The Honorable Daniel J. Rickenmann, Mayor –
Received as information
Ms. Pamela Benjamin, CPM, Assistant City Manager for Administrative Services said we will
discuss the City of Columbia legislative priorities. She asked committee members to provide
guidance on the policy and budget related priorities.
Mr. Kyle Michel, Kyle Michel Law Firm provided a summary of the Municipal Association’s
regional meeting held in Cayce. During the meeting, mayors and councilmembers from local
governments raised various issues they hope to see addressed in the next Legislative Session,
including increasing municipal fine limits, adjusting ordinance fine limits, and implementing red
light cameras for traffic enforcement. He emphasized that these are not official recommendation
of what local governments should be concentrating on at the State House.
There was discussion about opioid settlement funds for abatement through the South Carolina
Opioid Recovery Fund; water, sewer, storm water, and road infrastructure needs; homelessness;
mental health; short-term rentals; traffic measures; increasing fines for illegal dumping; property
tax modernization; inclusionary zoning; and annexation solutions.

They also reviewed funding requests for phase two of the railroad quiet zone ($3 million); $15
million for the balance of railroad crossings; completion of the Vista Greenway bridge
connectivity; and $9 million for homeless services.
There was consensus for City staff to prepare detailed memos or reports on specific programs
and funding needs; schedule follow-up meetings with relevant parties, including DOT officials
and potential partners; lobbyists to begin engaging with legislators on key priorities; and report
on progress at the November 1, 2022 City Council meeting.
The Committee did not enter into Executive Session.
