REGULAR MEETING NO. 1 OF COLUMBUS CITY COUNCIL, TUESDAY,
JANUARY 13, 2009 at 5:00 P.M. IN COUNCIL CHAMBERS.
ROLL CALL
Present: 5 - Andrew Ginther, Charleta Tavares, Hearcel Craig, Priscilla Tyson, and
Michael Mentel
READING AND DISPOSAL OF THE JOURNAL
A motion was made by President Pro-Tem Craig, seconded by Ginther, to
Dispense with the reading of the Journal and Approve. The motion carried by
the following vote:
Affirmative: 5- Andrew Ginther, Charleta Tavares, Hearcel Craig, Priscilla Tyson, and
Michael Mentel
APPOINTMENTS OF NEW COUNCIL MEMBERS
CITY CLERK READ THE RESIGNATION LETTER OF FORMER COUNCIL
MEMBER MARYELLEN O'SHAUGHNESSY INTO THE RECORD.
Ms. Tyson called for point of order and offered a motion to temporarily suspend the
rules pursuant to Section 111.30 of the Columbus City Code to allow these vacancies
to be filed by motion pursuant to memorandum offered by the City Attorney. Tavares
seconded the motion. President Mentel called for roll call by voice vote. Five
members voted all in the negative. Motion to suspend the rules was defeated.
Tyson called for point of order and restated that Section 111.30 of Columbus City
Codes states in pertinent part that these rules may be amended or temporarily
suspended at a meeting of council by affirmative vote of 4 members thereof, these
rules are for the efficient and orderly conduction of business of council only and no
violation of such rules shall invalidate any action of the council when approved by the
majority votes required of the charter. Discussion followed regarding the vote, that it

was not in the affirmative and the motion was defeated.
Councilmember Ginther moved that Eileen Paley be appointed to fill the
vacancy. Craig seconded the motion
Tyson requested clarification from City Attorney as to the previous motion regarding
suspension of Council rules. Motion was reiterated as a motion to suspend the rules
to allow council to act in a manner other than by ordinance or resolution. Attorney
Pfeiffer clarified that historically these appointments are made by motion and this
appears to be a continuation of the historical process.
Tavares called for discussion of the motion to appoint Ms. Paley to fill the vacancy.
Following conclusion of the discussion, Tyson requested a recess. As motion to
appoint Ms. Paley had been moved and seconded, request to recess was denied and
roll call process continued.
Roll Call was taken by voice. Craig, Ginther and President Mentel voted in the
Affirmative. Tavares and Tyson abstained.
CITY CLERK READ THE RESIGNATION LETTER OF FORMER COUNCIL
PRESIDENT PRO TEM KEVIN L. BOYCE INTO THE RECORD.
Councilmember Craig moved that A. Troy Miller be appointed to fill the vacancy.
Ginther seconded the motion. No Discussion was offered.
Roll Call was taken by voice. Craig, Ginther and President Mentel voted in the
Affirmative. Tavares and Tyson abstained.
THE NEXT REGULAR MEETING OF COUNCIL WILL BE MONDAY,
JANUARY 26, 2009 AT 5:00 P.M.

A motion was made by Ginther, seconded by President Pro-Tem Craig, to
adjourn this Regular Meeting. The motion carried by the following vote:
