(Marty Kiar)
Broward County Property Appraiser Marty Kiar presented fiscal impact estimates for Broward
County and the City of Coral Springs. Discussion ensued and Mr. Kiar fielded questions from
the city commission.
2. Recognition, Dr. Bessie Cristwell
(City Commission)
The City Commission recognized Dr. Bessie Cristwell for her impact on and contributions to
our community.
3. Plaque Presentation, SolSmart Silver Designation
(Andrea Lemaitre)
The City of Coral Springs was recognized for receiving the SolSmart Silver Designation Award.
Sustainability Manager Ms. Lemaitre presented the award to the Commission.
4. Proclamation, Tuskegee Airmen Commemoration Day
(City Commission)
The City Commission proclaimed March 26, 2026 as "Tuskegee Airmen Commemoration
Day" in the City of Coral Springs.
5. Proclamation, Autism Acceptance Month

The City Commission proclaimed the month of April 2026 as “Autism Acceptance Month” in
the City of Coral Springs.

Public Comment
• Kevin Deutsch urged the Commission to adopt the International Holocaust Remembrance
Alliance (IHRA) definition of antisemitism.
Mayor Brook requested that the matter be discussed at the next City Commission Workshop.
• Joe Morera expressed concerns regarding the figures provided by Broward County Property
Appraiser Marty Kiar and extended holiday greetings to the community.

Request to amend contract to include updated Florida Statutes for Digital Evidence Storage
and Retrieval System to Foray Technologies of San Diego, California; and to authorize the
Purchasing Manager to approve contract renewals within the procurement authority of
$75,000.
Funding Source: Approved Operating Budget.

18. Royal Palm Boulevard Joint Participation Agreement - FDOT 445519-1 Safety Project

Request to approve the Joint Participation Agreement between Broward County and the City
of Coral Springs for roadway safety improvements along Royal Palm Boulevard. Broward
County and the city have agreed that the county will deliver a road construction project on a
municipal roadway under the city’s jurisdiction, identified as the Royal Palm Boulevard Safety
Improvements, within the area described in Exhibit A (the “Project Corridor”). The Project will
include roadway safety enhancements along Royal Palm Boulevard from approximately 500
feet east of University Drive to approximately 2,000 feet west of Riverside Drive. Additional
safety improvements will take place at the intersections of Royal Palm Boulevard with NW
91st Avenue and NW 89th Drive, along with operational upgrades at the intersection of Royal
Palm Boulevard and Riverside Drive (collectively, the “Project”).
Funding Source: Approved Capital Budget.

Request to approve and adopt on second reading Ordinance 2026-101, amending various
sections of Chapter 25 of the Land Development Code of the City of Coral Springs, entitled
“Zoning Ordinance”, to include definitions and additional uses in the B-2 and B-3 business
zoning districts and IC and IRD industrial districts; providing for conflicts; providing for
severability; providing for codification; and providing for an effective date. First reading held
March 25, 2026. (LDA26-0001)

20.2 of the Code of Ordinances of the City of Coral Springs entitled, "Building Exteriors" and
multiple sections of Chapter 25 of the Land Development Code of the City of Coral Springs
that relate to roof colors in residential zoning districts to conform the city’s codes to Section
166.0483, Florida Statutes; providing for conflicts; providing for severability; providing for
codification; and providing for an effective date. First reading held March 25, 2026.
Funding Source: Not Applicable.

Second Alternate to attend and vote at any of the Broward League of Cities Board of Directors
or General Membership meetings held where an elected official represents the City of Coral
Springs for the 2026-27 year.

• Recognized City staff for serving as panelists at the E-Bike Town Hall held on March 31, 2026,
and stressed the importance of e-bike safety.
• Commended City staff for their work in bringing the Hoppin’ into Springs Egg Hunt to life.
• Expressed appreciation to the Broward County Property Appraiser for his property tax
presentation.

Public Comment (Coral Springs Municipal Code, Chapter 2, Article I, Sec. 2-2):
The City Commission of the City of Coral Springs, at each regularly scheduled meeting (first and third
Wednesdays), shall entertain public comment. Anyone desiring to address the City Commission must submit a
written request to the City Clerk. City Commission meetings are a limited public forum and public comment is
limited to matters pertinent to the City. Public comments will be held in the priority order in which they are
received. Each request shall succinctly detail the matter to be brought before the City Commission; shall contain
the address and phone number where the speaker can be reached if the need arises; and shall be dated and
signed.
Items on the agenda which are not designated as Public Hearings must be discussed during the public comment
period. Waiver of rules. By majority vote, the City Commission may invite public discussion on any agenda item
and thereby waive the proscriptions otherwise outlined in this section.
Decorum to be maintained. In every case where a speaker is recognized by the Mayor to discuss an agenda
item, speaker shall step to the podium, state their name and address for the benefit of the City Clerk, and identify
any group or organization speaker represents. Speaker shall then succinctly state their position regarding the
item before the City Commission. Order shall be maintained at each City Commission meeting and the Mayor is
hereby empowered to order from the room anyone who refuses to comply with the rules and regulations outlined
in this section. The Police Chief or his authorized agent in attendance at the meeting shall carry out the order of
the Mayor in this regard.
