CITY OF CORAL SPRINGS, FLORIDA CITY COMMISSION RETREAT SUMMARY Wednesday, August 28, 2024 Sawgrass Room, City Hall 3:00 PM 9500 West Sample Road Coral Springs, FL 33065 Call to Order Mayor Brook called the meeting to order at 3:05 p.m. Roll Call Mayor Scott Brook Vice Mayor Shawn Cerra Commissioner Nancy Bowen Commissioner Joshua Simmons (arrival time 3:23 p.m.) Commissioner Joy Carter Also in attendance: City Manager Frank Babinec City Attorney Hearn City Clerk Georgia Elliott Moment of Silence Pledge of Allegiance Commission Retreat Items 1. Economic Development Office Update and Proposed New Demolition Incentive (Kristi Bartlett) Director Kristi Bartlett provided an economic update and fielded questions from the Commission. A copy of her presentation was made a part of this meeting summary. 2. Strategic Plan Review (Catherine Givens) Deputy City Manager Catherine Givens led a review of the city’s strategic plan. A copy of her presentation was made a part of this meeting summary. She fielded questions from the Commission and noted that staff continues to develop the Communities of Excellence program. 3. Q3 Strategic Planning Update (Nicole Giordano) Performance Management Manager Nicole Giordano presented a Q3 Strategic Plan update. Events Update and Special Event Ordinance Revision (Mike McNally) Director Mike McNally reviewed the city’s upcoming calendar of events. The following highlights were noted: city event ride-sharing services will begin at the Octoberfest event on October 5; the November 8 Bites and Sips event will have a sensory hour will be observed from 5-6 p.m. and active listening devices will be available from 6-9:30 p.m. 5. Schools Update (April Wyche) Education Relationship Manager April Wyche provided on the city’s educational support activities update. Staff Items • Longtime Resident and Business Appreciation Letter (Frank Babinec) City Manager Frank Babinec sought direction on the recognition of long-term residents and businesses. Consensus was reached to allow staff to draft the guidelines for long- term residents and businesses, and additional accomplishments. The guidelines will be reviewed for approval at a future workshop. • Referendum Communications (John Hearn) City Attorney John Hearn provided a historical overview of the city’s role in educating the community on upcoming referendums. Deputy City Attorney Andrew Dunkiel gave a presentation on allowable and prohibited acts when educating the community on ballot questions. A copy of his presentation was made a part of this meeting summary. • Proposed 2025 Commission Meeting Calendar (Georgia Elliott) City Clerk Georgia Elliott presented the draft City Commission meeting calendar for 2025. A copy of her presentation was made a part of this meeting summary. Feedback was received and noted. • Commercial and Recreational Vehicles (Julie Krolak) Director Julie Krolak reported on the item. A copy of her presentation was made a part of this meeting summary. Commission Communications 7. Commission Conference Updates The Commission provided updates on recently attended conferences. A list of attended conferences was made a part of this meeting summary. 8. Cities Forward Cooperation Charter (Commissioner Bowen) Commissioner Bowen explained the item. 9. Proclamation, Florida Climate Week (Commissioner Bowen) Consensus was reached to proclaim Florida Climate Week on October 7-13, 2024. 10. School Oversight Committee Representation (Commissioner Carter) Consensus was reached to have Vice Mayor Cerra serve as the city’s representative for the Broward League of Cities’ School Oversight Committee, if selected. 11. The Fire Watch Veteran Safe Place Program (Mayor Brook) Mayor Brook explained the item and requested that item materials be shared with city staff. 12. Florida Panthers (Mayor Brook) Staffing will explore opportunities to celebrate the Florida Panthers’ Stanley Cup win. 13. Recognition, Florida Missing Children's Day (Mayor Brook) Consensus was reached to recognize Florida Missing Children’s Day on Monday, September 9, 2024. 14. Travel Funds Request (Mayor Brook) Consensus was reached to approve Mayor Brook’s travel fund request for $1,000.
