CITY OF CORAL SPRINGS, FLORIDA CORAL SPRINGS CITY COMMISSION RETREAT SUMMARY Wednesday, January 21, 2026 Sawgrass Room, City Hall 3:00 PM 9500 West Sample Road Coral Springs, Florida 33065 Call to Order The meeting was called to order by Mayor Scott J. Brook at 3:06 p.m. Roll Call Mayor Scott J. Brook Vice Mayor Nancy Metayer Bowen Commissioner Shawn Cerra Commissioner Joshua Simmons Commissioner Joseph McHugh Also in attendance: City Manager Catherine Givens City Attorney John Hearn City Clerk Georgia Elliott Moment of Silence Pledge of Allegiance Commission Retreat Items The following members of staff presented to the City Commission: • Kristi Bartlett presented an update on the city’s economic development. • April Wyche provided an education update. • Michael McNally reviewed upcoming city events. • City Manager Givens received feedback and consensus on the city’s written statement in response to community feedback on the upcoming South Florida Muslim Federation conference at the Coral Springs Center for the Arts. • Alexander Hernandez provided an overview of the building department’s process improvement efforts and demonstrated with staff the city’s building webpage. • Tina Jou reviewed proposed zoning changes and reviewed new flexible zoning options. Consensus was reached to support moving forward with the new flexible zoning options. • Elizabeth Chang reviewed the citywide signage program. Consensus was reached to support the program. • Dale Pazdra reviewed proposed guidelines for the Commission internship program. Consensus was reached to support the program with the additions: issuance of a $500 intern gift card, certificate of completion, and a final project presentation. Commission Communications • Recognition Request, Paragon Theaters (Commissioner Simmons) Consensus was reached to support the recognition request. • Challenge Coins (Commissioner Simmons) Consensus was reached to support the coin design and to place the large volume order option. • St. Jude Sponsorship (Vice Mayor Metayer Bowen) Consensus was reached to add St. Jude, the Coral Springs Coconut Creek Regional Chamber Biz Academy, and the Broward Education Foundation to the city’s approved list of charities and fundraising events. • 18th Annual Southeast Florida Climate Leadership Summit Sponsorship (Vice Mayor Metayer Bowen) Consensus was reached to provide a $3,000 city sponsorship and to have staff attend the event if feasible. Ms. Givens noted that efforts will be made to incorporate future sponsorship for the summit into the city’s FY27 budget. • Field Conditions (Vice Mayor Metayer Bowen) City Attorney Hearn noted that FMIT confirmed that the city’s field handling is in fact proper. Robert Hunter reported that all fields have been inspected and that current maintenance practices are acceptable. • Broward Solid Waste Update (Vice Mayor Metayer Bowen) Vice Mayor Metayer Bowen provided a Solid Waste Authority of Broward County update. Ms. Givens noted that representatives from the authority are scheduled to appear at a future workshop in February. • Proclamation Request, Anal Cancer Awareness Month (Mayor Brook) Consensus was reached to support the proclamation. • Engagement Opportunities with State Legislators (Mayor Brook) Mayor Brook expressed the desire to host a city sponsored engagement opportunity in Tallahassee with State Legislators in March 2027. Discussion ensued. Consensus was reached to allow Candice Ericks of Ericks Consultants to work on the request. • Coral Springs Let’s Move! Program (Mayor Brook) Consensus was reached to allow up to two (2) planned events per Commission member. • The Walk Wednesday Live Music Series (Mayor Brook) City Manager Givens noted that the live music series would be featured on the city’s Economic Development Office events calendar, and a webpage link will be provided to the Commission for promotional purposes. • CIGC Meeting Updates (Mayor Brook) Mayor Brook provided a Community Involved Government Committee (CIGC) update and proposed a new program suggestion, titled “Seniors & Seniors”. Robert Hunter noted that he is currently working with April Wyche to implement the “Adopt a Senior” program next year with local high school students. Mr. Hunter a future CIGC meeting and Senior Advisory Committee meeting to provide a program overview prior to program implementation. Consensus was reached to incorporate a board and committee tent/table at future city events. Mayor Brook recommended that staff research grant opportunities for aging populations. The following additional items were also discussed: • Mayor Brook extended an invitation to his colleagues to join him at the United States Conference of Mayors this June. • Consensus was reached to allow Commissioner Simmons to retroactively use his title in the upcoming Joyful Resistance event. • City Attorney Hearn reviewed and supported the current practice of the Commission to bring all requests for title usage to their colleagues for approval. • Consensus was reached to support an ebike (electric bicycle) usage and safety Town Hall meeting.
