Resolution 2026-024, Preliminary Stormwater Assessment FY 2027 (Ileana Kyriakides) Request to accept the Fiscal Year 2026-2027 rate for the Stormwater Services Special Assessment and adopt Resolution 2026-024 approving the Preliminary Assessment Roll and setting the time and place for the public hearing on Tuesday, September 15, 2026, at 5:15 p.m. for final adoption of the assessment rate. (REQUEST TO ACCEPT, ADOPT, SET PUBLIC HEARING) 5. Resolution 2026-025, Preliminary Nuisance Abatement Assessment FY 2027 (Ileana Kyriakides) Request to adopt Resolution 2026-025 for the Provision of Nuisance Abatement on Certain Real Properties by the City in accordance with Chapter 25 of the City’s Code of Ordinances and establishing a public hearing for the Proposed Levy of Unpaid Nuisance Abatement Assessments on the annual tax bill and directing the provision of notice in connection therewith, and setting the time and place for the public hearing on Tuesday, September 15, 2026 at 5:15 p.m. for final adoption of the assessment. (REQUEST TO ACCEPT, ADOPT, SET PUBLIC HEARING) 6. TRIM Requirements FY 2027 (Ileana Kyriakides) Request that the City Commission take the following actions: 1. Establish the anticipated Rolled-Back Operating Millage Rate at 5.7487 mills; 2. Establish the Proposed Operating Millage Rate of 6.0232 mills, which is the current rate of 6.0232; 3. Establish the anticipated voter approved Debt Millage Rate of 0.1581, which is 4.70% less than the current rate of 0.1659; 4. Establish the required tentative budget public hearing on Tuesday, September 15, 2026, at 5:15 p.m. in the City Commission Chambers; 5. Establish the required final budget hearing on Wednesday, September 23, 2026, at 6:30 p.m. in the City Commission Chambers; authorize appropriate legal advertisements to be advertised on or about September 5, 2026, and September 18, 2026, addressing the final budget hearing on Wednesday, September 23, 2026, at 6:30 p.m. (REQUEST TO APPROVE) 7. FY2027 Business Plan (Ileana Kyriakides) Request to adopt the Fiscal Year 2027 Business Plan. (REQUEST TO ADOPT) Consent 8. Sound, Stage and Lighting Services (Gayle Vasile) Request to approve the increase in the estimated annual expenditure amount from $75,000 to $95,000, Contract No. 25-G-193M Sound, Stage and Lighting Services to BFAV, LLC d/b/a All On Stage Productions of Pompano Beach, Florida from July 2, 2026 through August 4, 2028 utilizing the City of Delray Beach, Florida Contract No. 2024-021 with the option to renew for two (2) additional one (1) year renewals; and to authorize the Purchasing Manager to execute and approve all renewals. Sponsorship Consulting Services (Brad McKeone) Request to waive the competitive procurement process consistent with Section 2-305.1(7) of the City Procurement Code and award Contract No. 26-A-268NC for Sponsorship Consulting Services to Sports Facilities Management, LLC of Clearwater, Florida, a division of Sports Facilities Development, LLC from June 17, 2026 through May 19, 2034. Public Comment (Coral Springs Municipal Code, Chapter 2, Article I, Sec. 2-2): The City Commission of the City of Coral Springs, at each regularly scheduled meeting (first and third Wednesdays), shall entertain public comment. Anyone desiring to address the City Commission must submit a written request to the City Clerk. City Commission meetings are a limited public forum and public comment is limited to matters pertinent to the City. Public comments will be held in the priority order in which they are received. Each request shall succinctly detail the matter to be brought before the City Commission; shall contain the address and phone number where the speaker can be reached if the need arises; and shall be dated and signed. Items on the agenda which are not designated as Public Hearings must be discussed during the public comment period. Waiver of rules. By majority vote, the City Commission may invite public discussion on any agenda item and thereby waive the proscriptions otherwise outlined in this section. Decorum to be maintained. In every case where a speaker is recognized by the Mayor to discuss an agenda item, speaker shall step to the podium, state their name and address for the benefit of the City Clerk, and identify any group or organization speaker represents. Speaker shall then succinctly state their position regarding the item before the City Commission. Order shall be maintained at each City Commission meeting and the Mayor is hereby empowered to order from the room anyone who refuses to comply with the rules and regulations outlined in this section.
