Mayor Scott Brook called the meeting to order at 1:33 p.m.

Commission Workshop Items
1. Welcome & Importance of Unity (Frank Babinec)
City Manager Frank Babinec thanked senior staff for their contributions and presentations in
orienting newly elected Commissioner Joseph McHugh. Mr. Babinec reflected on how well the
Commission works together to serve their community.
Members of the Commission welcomed Commissioner McHugh and shared their experiences
serving as members of the City Commission.
2. City Commission Meeting Cadence & Review of the 2025 Meeting Calendar (Catherine
Givens & Georgia Elliott)
Deputy City Manager Catherine Givens reviewed the meeting cadence of the City Commission.
Consensus was reached to retain the existing meeting cadence.
A review of the 2025 City Commission meeting calendar was led by Ms. Givens. Discussion
ensued. Consensus was reached to amend the second regular meeting in March from the 12th
to the 13th and the second regular meeting in November from the 19th to the 13th.
3. Boards, Committees, & Group Assignments (Dale Pazdra)
Deputy City Manager Dale Pazdra led the Commission in an exercise to assign commissioners
as liaisons serving on the city’s boards, committees, and groups. Mr. Pazdra noted the changes
to the Commission liaison assignments.
4. Emergency Operations in City Hall (Frank Babinec)
City Manager Frank Babinec reviewed the emergency operations plan for City Hall.
5. Protocols (Catherine Givens, Dale Pazdra & Luwam Ghermay)
Deputy City Manager Givens and Commission Relationship Manager Luwam Ghermay
discussed the protocols for the Commission. Discussion ensued. Consensus was reached to
amend Protocol 17.
6. Ethics (John Hearn & City Attorney's Office)
City Attorney John Hearn reviewed the ethics requirements for elected officials.
7. Wrap-Up & Feedback (Frank Babinec)
No additional items were discussed.
Commission Communications
8. Election Congratulatory Letters (Mayor Brook)
Consensus was reached for members of the Commission to work with Ms. Ghermay to send
congratulatory letters to newly and re-elected officials.
Ms. Ghermay informed the Commission that a part-time employee has been selected to assist
in the City Commission office and that the individual is currently undergoing employment
screening requirements.
9. Publicly Recognizing Long Term Residents and Businesses (Mayor Brook)
The Commission discussed the recognition process for long term residents and businesses.
10. Commission Attended Conferences
Members of the Commission shared takeaways from attended conferences.
