Call to Order
The meeting was called to order by Mayor Scott Brook at 4:00 p.m.

Commission Workshop Items
1. Tree Trust Fund (Tina Jou)
Director Tina Jou gave a staff presentation on the city’s Tree Trust Fund. A copy of her
presentation was made part of the agenda packet. Discussion ensued. Staff fielded questions
from the Commission. A consensus was reached to support the recommendations made by
staff.
2. Leadership in Energy and Environmental Design (LEED) Certification Update (Elizabeth
Chang)
Zoning Manager Elizabeth Chang and Sustainability Manager Dr. Andrea Lemaitre provided
an update to the LEED certification process. A copy of their presentation was included in the
agenda packet. Staff informed the Commission that they received notification today that the
city has achieved LEED Gold certification.
3. School Zone Video Enforcement Update (Brad Mock)
Police Chief Brad Mock informed the Commission that staff continue to monitor the
effectiveness of the school zone video program at other cities. Chief Mock stated that
recommendations for the city’s participation in the school zone video enforcement program
will be forthcoming.
4. Motorized Scooters & e-Bikes (Brad McKeone)
Deputy City Manager McKeone gave a staff presentation on the proposed updates to Section
18-5.3 of the city’s code. Discussion ensued. A consensus was reached to support the
recommendations made by staff.
5. Engagement Strategy Update (Luwam Ghermay and Lynne Martzall)
Executive Director Lynne Martzall and Commission Relationship Manager Luwam Ghermay
gave an update on the Commission’s engagement strategy. A copy of their presentation was
made a part of the agenda packet. Discussion ensued. A consensus was reached to support
the recommendations made by staff as presented.
A brief recess was taken from 5:26 p.m. to 5:38 p.m.
Ms. Martzall introduced the city’s new Intergovernmental Affairs Administrator Amanda
Wheeler.
6. Education Update (April Wyche)
An education update was provided by Education Officer April Wyche. Ms. Wyche reviewed
the 2024-2025 preliminary accomplishments for Coral Springs public schools. A copy of her
presentation was made part of the agenda packet.
Ms. Givens received consensus to bring forth a walk-on item at this evening’s City
Commission regular meeting – a recreational license agreement with the Broward County
School Board for renovations at Forest Glen Middle School.
Commission Communications
7. J.P. Taravella Stadium (Commissioner Cerra)
A consensus was reached to have staff complete a site visit to J.P. Taravella High School to
assess if the city can facilitate the building of a school stadium.
8. Monthly Written Commission Message (Commissioner Cerra)
There was a lack of consensus to change the current process for monthly written commission
messages.
9. Smoke / Vape Shops (Commissioner Simmons)
A consensus was reached for staff to explore the uptick of smoke and vape shops throughout
the city.
A consensus was reached to allow Commissioner Simmons to use his title in an upcoming
summer movie series [Commissioner Simmons’ Summer Movie Series].
Commissioner Metayer Bowen shared complimentary comments on the Police department’s
handling of the “No Kings” protest on June 14.
Commissioner Metayer Bowen announced that she will be unable to attend tonight’s regular
meeting of the Commission.
10. Legislative Pathway for University Presence (Mayor Brook)
A consensus was reached to have staff explore attracting a university presence to the city.
11. Commission Attended Conferences (City Commission)
• The Commission shared their experiences at recent conferences.
• Upcoming city events were announced.
• A consensus was reached for Mayor Brook to receive an additional $3,565 of
additional funds from the Commission shared account.
• Discussion ensued regarding the conditions of the city’s rental facilities.
• A consensus was reached to recognize the veterans group and the honor flight
program at a future commission meeting.
• A consensus was reached to have staff explore ways to support the honor flight
program.
• A request was made of staff to examine the city’s rental fee structure for non-profits.
• An overview of the city’s participation in the upcoming Panther’s (hockey team) Parade
was provided by City Manager Givens.
