BOARD OF COMMISSIONERS June 3, 2024 MINUTES PRE-MEETING - 5:00PM Mayor Washam called the Pre-meeting to order at 5:03PM with all commissioners present at the meeting.  Agenda Review Manager Grant gave an overview of the 6PM agenda.  Closed Session Pursuant to NCGS §143-318.11(3) Mayor Washam called for a motion to go into Closed Session pursuant to NCGS §143- 318.11(a)(3). Commissioner Sansbury made a motion to go into Closed Session at 5:21PM. Commissioner Carney seconded the motion and it passed unanimously, 5-0. Upon return from Closed Session, Commissioner Johnson made a motion to adjourn the Pre-meeting at 6:02PM. Commissioner Osborne seconded the motion and it passed unanimously, 5-0. REGULAR MEETING - 6:00PM 1. CALL TO ORDER Mayor Washam called the meeting to order at 6:13PM. 2. DETERMINATION OF QUORUM All commissioners were present at the meeting. 3. APPROVAL OF AGENDA Mayor Washam requested that the agenda be amended to add a Closed Session as Item 11A to continue the closed session from the Pre-meeting. Commissioner Carney made a motion to amend and approve the agenda as requested. Commissioner Osborne seconded the motion and it passed unanimously, 5-0. 4. MOMENT OF SILENCE AND PLEDGE OF ALLEGIANCE Mayor Washam led the pledge after a moment of silence was observed. 5. CITIZEN CONCERNS/COMMENTS Bill Fountain – 20524 Deep Cove, expressed his concerns with the Social Emotional Learning (SEL) program in the CMS school system that leaves students more depressed, anxious, and having difficulty dealing with their emotions. 06/03/24 Regular Meeting Page 1 6. REPORTS Asst. Manager Beardsley reported on the following: • The new crosswalk on West Catawba/Harborside is finished and the crosswalk at West Catawba/Robbins Park will be finished in the next two weeks. 7. EMPLOYEE RECOGNITION A. Recognition of New Planning Department Employee Planning Director Burhans introduced new employee Teresa Harvey and the Board welcomed her. B. Retirement of Kenny Russell Chief Baucom recognized Animal Control Officer Kenny Russell for his 22 years of service and presented him with an appreciation plaque for his retirement. The Board congratulated Kenny on his retirement and wished him well. Commissioner Johnson made a motion to approve Resolution 2024-01138 retiring and awarding Kenny Russell his badge for his retirement. Commissioner Higgins seconded the motion and it passed unanimously, 5-0. Resolution #2024-01138 is hereby made part of the minutes by reference. 8. CONSIDERATION OF APPROVAL A. Amend the 2024 Board of Commissioner Calendar Manager Grant explained that the Resolution is to cancel the first meeting in July due to the observance of July 4th week. Commissioner Sansbury made a motion to approve Resolution #2024-01137 to amend the 2024 Board of Commissioners calendar as presented. Commissioner Johnson seconded the motion and it passed unanimously, 5-0. Resolution #2024-01137 is hereby made part of the minutes by reference. B. Park Bonds - Introduction of Bond Order and Resolution Setting a Public Hearing on Bond Order Finance Director Niswonger gave an overview of the next steps in the Park Bonds referendum process and the necessary actions needed by the Board. Commissioner Osborne made a motion to approve the introduction of the Bond Order Authorizing the Issuance of $20M General Obligation Parks and Recreation Bonds of the Town of Cornelius, NC. Commissioner Sansbury seconded the motion and it passed unanimously, 5-0. Commissioner Osborne made a motion to approve Resolution #2024-01136 setting the public hearing for the Bond Order. Commissioner Carney seconded the motion and it passed unanimously, 5-0. Resolution #2024-01136 is hereby made part of the minutes by reference. 06/03/24 Regular Meeting Page 2 C. Transportation Advisory Board Appointments Planning Director Burhans gave an overview of the TAB appointments after interviews were conducted. Commissioner Higgins made a motion to approve the appointments of Lou Raymond as the TAB chairperson, and TAB members Donna Galinsky, Jason Happe, and Lore Postman- Schneider. Commissioner Osborne seconded the motion and it passed unanimously, 5-0. 9. CONSENT AGENDA A. Tax Refunds = $224.19 (Approved 5-0) B. Approve Minutes of May 20th Regular Meeting (Approved 5-0) Commissioner Johnson made a motion to approve the Consent Agenda as presented. Commissioner Sansbury seconded the motion and it passed unanimously, 5-0. 10. COMMISSIONER CONCERNS A. Mayors’ Fitness Challenge Championship Commissioner Sansbury presented the Mayors’ Fitness Challenge trophy back to Mayor Washam, declaring Cornelius as the 2024 challenge winner. 11. CLOSED SESSION A. Closed Session Pursuant to NCGS §143-318.11(3) Mayor Washam reconvened the Closed Session that was continued to the Regular Meeting. 12. ADJOURNMENT Upon return from Closed Session and there not being any further business to discuss, Commissioner Carney made a motion to adjourn the meeting at 7:35PM. Commissioner Osborne seconded the motion and it passed unanimously, 5-0. Approved this 17th day of June 2024.
