BOARD OF COMMISSIONERS December 16, 2024 MINUTES DOWNTOWN MASTER PLAN WORKSHOP - 3:00PM  Downtown Master Plan Workshop Planning Director Burhans introduced Kyle Baugh and Jessica Rossi from Kimley-Horn to provide a status update on the Downtown Master Plan (DMP). Mr. Baugh gave an overview of the feedback from stakeholders and resident engagements, as well as the key takeaways. Ms. Rossi gave a recap on the market analysis that included residential and commercial opportunities. Mr. Baugh then asked the Board to participate in identifying their visions for cross section development along the study corridor before presenting Kimley-Horn’s proposed cross section development. He then identified catalyst sites within the study area and the refined areas based on the feedback received to date. PRE-MEETING - 5:00PM  Agenda Review Manager Grant gave an overview of the 6PM agenda items.  Closed Session Pursuant to G.S. 143-318.11(4) Mayor Washam called for a motion to go into Closed Session pursuant to GS 143-318.11(4). Commissioner Carney made a motion to go into Closed Session at 5:16PM. Commissioner Osborne seconded the motion, and it passed unanimously, 5-0. Upon return from Closed Session, Commissioner Carney made a motion to adjourn the Pre-meeting. Commissioner Johnson seconded the motion, and it passed unanimously, 5-0. REGULAR MEETING - 6:00PM 1. CALL TO ORDER Mayor Washam called the meeting to order at 6:11PM. 2. DETERMINATION OF QUORUM All commissioners were present at the meeting. 3. APPROVAL OF AGENDA Mayor Washam requested that the agenda be amended to add a Closed Session as item 11A. Commissioner Osborne made a motion to amend and approve the agenda as requested. Commissioner Sansbury seconded the motion, and it passed unanimously, 5-0. 12/16/24 Regular Meeting Page 1 4. MOMENT OF SILENCE AND PLEDGE OF ALLEGIANCE Mayor Washam led the pledge after a moment of silence was observed. 5. CITIZEN CONCERNS/COMMENTS Dave Gilroy – 22836 Torrence Chapel Road, stated that the Caldwell Station Greenway is a well designed and developed project that the Town should be proud of. He thanked the Parks Department for their great work. 6. REPORTS Asst. Parks Director Adam Abernathy reported on the following: • Veterans Day program was held on Nov. 11th at the Veterans Day Monument at Rotary Plaza (approx. 500 attendees). • Light Up Cornelius was held on Nov. 30th in Downtown Cornelius (approx. 2,300 attendees). • Cornelius-Davidson youth basketball practices began the week of Dec. 2nd with 820 players (40 waitlisted). • Youth flag football (Fall season) finished up with 188 players. • Youth flag football (Polar Bear edition) is sold out with 268 players (119 waitlisted). • Lake Norman Teen Council members volunteered at Bags of Hope to prepare bags of food for low-income children over the holiday season. • Westmoreland Athletic Complex 2024 tournaments summary shows that there were 46 tournaments with approximately 11,606 players and a net revenue of $50,500. Finance Director Julie Niswonger reported on the following: • Congratulations to Cheryl Beggs and Madison Combs for their completion of the Local Government Finance Class that is recommended by the Department of State Treasurer and Local Government Finance Division. 7. MAYORAL PROCLAMATION A. Peninsula Community Foundation Proclamation Mayor Washam recognized the Peninsula Community Foundation as the 2024 Mayor’s Award of Excellence. The foundation was established in 2001, with the focus to offer financial support for non-profit charities in Cornelius, Davidson and Huntersville. He read the Proclamation and presented George Searle and members present with a plaque. 8. CONSIDERATION OF APPROVAL A. 2025 North Carolina Legislative Agenda Manager Grant gave an overview of the proposed 2025 North Carolina legislative agenda and primary requests. Commissioner Osborned requested that there be emphasis made regarding West Catawba, Phase 2 being a committed project since the early 2000s and is the most senior project in Division 10 that remains unbuilt. Commissioner Osborne made a motion to approve the 2025 North Carolina Legislative Agenda, and the 2025 Primary Legislative Requests as presented with the recommended request regarding West Catawba, Phase 2. Commissioner Johnson seconded the motion, and it passed unanimously, 5-0. 12/16/24 Regular Meeting Page 2 B. Construction Contract for New Electric Substation ElectriCities Systems Supervisor David Lucore gave an overview of the contract for the construction of the structures in the new electric substation for $317,671.20. Commissioner Carney made a motion to approve a contract for $317,671.20 with Trull Power Company and authorize the Town Manager and Attorney to finalize the terms and conditions before executing it. Commissioner Sansbury seconded the motion, and it passed unanimously, 5-0. C. Legion Park Playground Contract Asst. Parks Director Abernathy gave an overview of the contract for the Legion Park playground improvements. Commissioner Higgins made a motion to approve a contract for $399,978 with Churchich Recreation and authorize the Town Manager and Attorney to finalize the terms and conditions before executing it. Commissioner Sansbury seconded the motion, and it passed unanimously, 5-0. 9. CONSENT AGENDA A. Tax Refunds (Approved 5-0) B. Adoption of Policy to Comply with NCGS 143-805 (Approved 5-0) C. Approve Regular Meeting Minutes - Dec. 2nd (Approved 5-0) Commissioner Johnson made a motion to approve the Consent Agenda as presented. Commissioner Carney seconded the motion, and it passed unanimously, 5-0. 10. COMMISSIONER CONCERNS No concerns were expressed. 11. CLOSED SESSION A. Closed Session Pursuant to G.S. 143-318.11(6) Mayor Washam called for a motion to go into Closed Session pursuant to G.S. 143.318.11(6). Commissioner Sansbury made a motion to go into Closed Session at 6:57PM. Commissioner Johnson seconded the motion, and it passed unanimously, 5-0. 12. ADJOURNMENT Upon return from Closed Session at 7:41PM and there being no further business to discuss, Commissioner Sansbury made a motion to adjourn the meeting.
