BOARD OF COMMISSIONERS December 1, 2025 MINUTES REGULAR MEETING - 6:00PM 1. CALL TO ORDER Mayor Washam called the meeting to order at 6:05PM. 2. DETERMINATION OF QUORUM All commissioners were present at the meeting. 3. APPROVAL OF AGENDA Commissioner Osborne made a motion to approve the agenda as presented. Commissioner Higgins seconded the motion, and it passed unanimously, 5-0. 4. MOMENT OF SILENCE AND PLEDGE OF ALLEGIANCE Mayor Washam led the pledge after a moment of silence was observed. 5. REPORTS Asst. Manager Beardsley reported on the following: • Bike and Pedestrian Plan public meeting will be held on Dec. 9th at Town Hall (5:30PM-7:30PM). PIO Emma Mondo reported on the following: • FY27 Budget Survey launched this morning on the town’s social media platforms, mailers, and posters throughout the community that include QR codes. Phase 1 of the survey will be open until December 31, 2025. 6. CONSENT AGENDA A. Approve Regular Meeting Minutes – Nov. 17th (Approved 5-0) B. Approve Closed Session Minutes – Nov. 17th (Approved 5-0) Commissioner Sansbury made a motion to approve the Consent Agenda as presented. Commissioner Johnson seconded the motion, and it passed unanimously, 5-0. 7. CITIZEN CONCERNS/COMMENTS No concerns were expressed. 8. RECOGNITION OF OUTGOING ELECTED OFFICIALS A. Recognition of Mayor Washam and Commissioner Higgins Mayor Washam recognized Commissioner Higgins and presented him with a plaque for his years of dedication and service to the residents of Cornelius. Commissioners Carney, Higgins, Johnson, Osborne and Sansbury recognized Mayor Washam and presented him with a plaque for his 4 years of service as a Commissioner and 8 years as Mayor. 12/1/25 Regular Meeting Page 1 Mayor-elect Bilodeau and the Town Board announced that the Community Hall has been renamed the Woody Washam, Jr. Community Hall in honor of Mayor Washam’s dedicated service and accomplishments. They presented him with a duplicate plaque this is now displayed outside of the Community Hall. 9. INSTALLATION OF MAYOR A. Administer Mayoral Oath to Denis Bilodeau Denis Bilodeau was duly sworn into office as Mayor by Davidson Mayor Rusty Knox. 10. INSTALLATION OF ELECTED OFFICIALS A. Administer Oath to Elected Officials Robert Carney was duly sworn into office as Commissioner by Mooresville Mayor Chris Carney. Susan Johnson was duly sworn into office as Commissioner by Davidson Mayor Rusty Knox. Colin Furcht was duly sworn into office as Commissioner by District Judge Christy Mann. Michael Osborne and Todd Sansbury were duly sworn into office as Commissioners by Town Clerk Lori Harrell. B. Recess Mayor Bilodeau reconvened the meeting at 7:08PM. C. Nominate and Vote for Mayor Pro-Tem Mayor Bilodeau called for nominations for Mayor Pro-Tem. Commissioner Furcht made motion to nominate Commissioner Michael Osborne as Mayor Pro-Tem. Commissioner Sansbury seconded the motion, and it passed unanimously, 5-0. 11. RECOGNITION OF PLANNING BOARD AND TRANSPORTATION ADVISORY BOARD A. Recognize Members of the Planning Board and Transportation Advisory Board Mayor Bilodeau invited the members of the Planning Board and Transportation Advisory Board to come up front and be recognized for the roles they play in shaping Cornelius. Commissioner Osborne highlighted the progress that TAB has made in the past and the vision moving into the future. 12. CONSIDERATION OF APPROVAL A. Establish the 2026 Town Board Meetings Manager Grant gave an overview of the 2026 Board meetings. Commissioner Carney made a motion to approve Resolution #2025-01185 establishing the 2026 Town Board meetings as presented. Commissioner Johnson seconded the motion, and it passed unanimously, 5-0. Resolution #2025-01185 is hereby made part of the minutes by reference. B. Standing Committees Appointments Manager Grant gave an overview of Mayor Bilodeau’s recommended committee appointments. Commissioner Osborne made a motion to approve the Standing Committee appointments as presented. Commissioner Furcht seconded the motion, and it passed unanimously, 5-0. 12/1/25 Regular Meeting Page 2 13. COMMISSIONER CONCERNS No concerns were expressed. 14. ADJOURNMENT There being no further business to discuss, Commissioner Johnson made a motion to adjourn the meeting at 7:21PM. Commissioner Sansbury seconded the motion, and it passed unanimously, 5-0.
