AGENDA REGULAR MEETING City of Coronado Library Board of Trustees July 14, 2026 03:00 PM Winn Room Coronado Public Library 640 Orange Avenue In compliance with the Americans with Disabilities Act (ADA), if you need special assistance to participate in a City meeting or other services offered by this City, please contact the Office of the City Clerk at (619) 522-7320. ADJOURNMENT July 14, 2026 City of Coronado Library Board of Trustees Page 4 Item 4.a Library Services DATE: July 14, 2026 TO: Library Board of Trustees FROM: Shaun Briley, Library Services Director SUBJECT: Patron Comment Report These suggestions were submitted in June 2026, via the Connection Card Suggestion Box in the library, Suggestions and Comments form on the library’s page on the City’s website, and Feedback Suggestions from the library catalog. 1. I understand that these days most people use their laptops at the library, but still reading light is important. I wish you could repair reading lights at the desks. Connection Card dated 6/2/26 No contact information provided Response requested? No (Staff checked the reading lights, and three of the 40 desk light bulbs were not working. Work orders were submitted. If a desk does not have power, there is a sign indicating that fact.) 2. Thank you, Ashley! On 5/29/26 my computer went blank – no power. Yes July 14, 2026 City of Coronado Library Board of Trustees Page 5 Item 4.a Library Services We recently received your Connection Card with suggestions for artwork for our library cards. Thank you, we appreciate you taking the time to share these suggestions and will take them into consideration if we decide to redesign our library cards. 3. Using the phone app or library computer – you cannot find out the due date when a book is due! Oftentimes, books are overdue that have holds on them. This needs to be corrected. People need to see when a book that has been taken out is due! Connection Card received 6/25/26 No contact information provided Response requested? No (Due dates are visible when using the library’s website to view the catalog but do not display on the app. While many patrons diligently return items on time, not all patrons return items on the due date and hence these dates can create disappointed expectations. The library no longer charges fines for overdue items as an incentive for timely return. Notices are sent to patrons about their overdue items. Patrons who do not return an item by the due date are unable to make further checkouts without speaking to staff at the circulation desk. After an item is overdue for three months, the patron is billed for its replacement, and the item shows as BILLED in the catalog. BACKGROUND As part of the Board's ongoing review of Library Policies, staff and the Board’s Policy Subcommittee of Trustees Hall and Webb, have evaluated Policy 13 to determine whether revisions are necessary to reflect current governance practices and operational needs. Following review, staff and the Board’s Policy Subcommittee conclude that the policy remains current, accurately reflects the Board's intent, and continues to provide appropriate guidance regarding professional development and educational opportunities for Trustees, the Library Director, and library staff. There is, however, one update to remove a reference to an obsolete entity. ANALYSIS Policy 13 establishes the Board's commitment to supporting professional development, continuing education, and participation in professional organizations, while emphasizing that such expenditures are to be made consistent with budget constraints and fiscal responsibility. The policy appropriately recognizes that participation in library conferences, professional meetings, educational activities, and professional associations contributes to informed governance, effective library management, and the continued professional development of staff. The policy maintains appropriate Board oversight by providing that Trustee participation in professional activities and subscriptions to library-related publications are subject to Board approval, while authorizing the Library Director to recommend professional development opportunities for staff. This allocation of responsibilities remains consistent with the Board's governance role and the Library Director's responsibility for administration. Staff have identified no inconsistencies with the Board's current Bylaws, City administrative practices, or other Library policies. The policy continues to provide clear direction while allowing sufficient flexibility to respond to changing professional development opportunities and available funding. A reference to the now defunct California Association of Library Trustees and Commissioners (CALTAC) has been removed. FISCAL IMPACT The policy continues to provide guidance for expenditures from the Board managed Library Fund. ALTERNATIVE The Board may retain Policy 13 as is or recommend further changes. Minor revisions are proposed to improve accuracy, eliminate duplication, and better reflect current practice. ANALYSIS The proposed amendments are limited to two substantive areas. Budget Process The first revision clarifies the Board's role in establishing annual goals and objectives that have fiscal implications. Under the City's budget process, budgetary items with a fiscal impact are ultimately considered and approved by the City Council as part of the City's annual budget process. While the Library Board establishes strategic priorities and provides policy direction, only those goals requiring budgetary resources are incorporated into the City's adopted budget document. The proposed revision updates the policy to more accurately reflect this governance and budget approval process. Annual Review Schedule The second revision removes references assigning specific policy reviews and other Board activities to designated months of the year. These scheduling details are recorded in the Library Board of Trustees Timetable, a living document that is reviewed and approved by the Board at each regular meeting and updated as necessary. Including fixed monthly assignments within Policy 22 is therefore duplicative and can become outdated when meeting schedules or Board priorities change. The proposed revision also removes the reference to the Board's annual review of Resolutions in December. This is no longer the Board's practice and has been discontinued. FISCAL IMPACT None. LIBRARY BUDGET The City’s Administrative Services Department issues the Budget preparation calendar with quick deadlines. The Library Director and staff prepare the annual budget for Library Board review. This may be done by a Board subcommittee as a first step to allow the budget request to be submitted on time. The Library Budget Request may then be approved at a subsequent Board meeting. III. REVIEW OF BOARD BYLAWS, POLICIES, RESOLUTIONS & REGULATIONS One section shall be reviewed each quarter, e.g. Bylaws in March, Policies in June, Regulations in September, and Resolutions in December. LIBRARY GOALS & OBJECTIVES Library goals and objectives should be approved annually. Goals and objectives are submitted with the budget request and printed in the City Budget document. Approval shall be in adequate time to be presented to City Council when requested. Upon approval, Board goals and objectives for the Library should be considered during the Board's review of the City budget and recommendations to the City Council. II. LIBRARY BUDGET The City’s Administrative Services Department issues the Budget preparation calendar with quick deadlines. The Library Director and staff prepare the annual budget for Library Board review. This review may be done by a Board subcommittee as a first step to allow ensure the budget requestBoard comments and recommendations to be are submitted to staff on time. The amended Library Budget Request Request may then be approved at a subsequent Board meeting. III. REVIEW OF BOARD BYLAWS, POLICIES, RESOLUTIONS & REGULATIONS A Library Board of Trustees Timetable shall be maintained and regularly reviewed to ensure that Board Bylaws, Policies and Regulations are reviewed each year. One section shall be reviewed each quarter, e.g. Bylaws in March, Policies in June, Regulations in September, and Resolutions in December. BACKGROUND As part of the Board's ongoing review of Library policies, staff and the Board’s Policy Subcommittee of Trustees Hall and Webb, have evaluated Policy 24 to ensure it accurately reflects current library practice while preserving the policy's guidance regarding the display of unsolicited materials. The revisions remove outdated restrictions on art exhibits while retaining provisions that continue to serve an important operational purpose. ANALYSIS The policy addresses what may be displayed in the library and where. Library Art Exhibits The current policy includes a prohibition on maintaining an art gallery within the library, while providing only a limited exception for artwork used as interpretive material related to the library's collection. This language no longer reflects the use of the Library's facilities or its longstanding practice. The Coronado Public Library currently maintains three dedicated exhibit spaces equipped with a professional gallery hanging system specifically to accommodate art exhibitions. These spaces include the Spreckels Reading Room, the Teen Area, and the space behind the Reference Desk. Public libraries have evolved beyond their traditional role as repositories for book collections to become community cultural and educational centers. Art exhibits and displays encourage curiosity, lifelong learning, and critical thinking while introducing patrons to artists, cultures, ideas, and artistic techniques. They also provide opportunities to support local artists, students, and community organizations and contribute to a welcoming and engaging public environment. The proposed revisions remove outdated language prohibiting art exhibitions and instead recognize the Library's established role in presenting exhibits that support its educational, cultural, and community mission. Display of Unsolicited Materials The second portion of Policy 24 addresses the display of unsolicited materials submitted by individuals and organizations. Staff recommend retaining this section of the policy. It provides valuable guidance for staff, patrons, and community organizations regarding the Library's role in making informational materials available while maintaining viewpoint neutrality and ensuring displays remain consistent with Library policies and available space. The policy continues to serve as an important reference for the consistent administration July 14, 2026 City of Coronado Library Board of Trustees Page 30 Item 6.d of these requests. Drafted: July 14, 2026 2 July 14, 2026 City of Coronado Library Board of Trustees Page 35 Item 6.e LIBRARY BOARD OF TRUSTEES STAFF REPORT Review and Deletion of Library Board Policy 14, Public Dress & Grooming, Policy 18, Contracts, and Policy 27, Conference Room RECOMMENDATION Consider deletion of Policy 14, Public Dress & Grooming; Policy 18, Contracts; and Policy 27, Conference Room, as their subject matter is adequately addressed through existing Board Regulations, Board Bylaws, City Administrative Procedures, and other adopted Library Policies. BACKGROUND As part of the Board's ongoing review of Library Board policies, staff and the Board’s Policy subcommittee, consisting of Trustees Hall and Webb, have evaluated a number of legacy policies to determine whether they remain necessary and relevant. Staff and the Board’s subcommittee have identified three policies that are now redundant because their provisions are addressed elsewhere. ANALYSIS Policy 14 – Public Dress & Grooming Staff recommend rescinding Policy 14, Public Dress & Grooming, as its provisions are already contained within Board Regulation 1, Rules of Conduct. Consolidating all patron conduct requirements into a single Regulation provides greater clarity and convenience for patrons and staff. Board Regulation 1 is the Board's current governing document addressing public conduct and is regularly reviewed and updated. Specifically, Regulation 1, Section IV – Prohibited Conduct, includes provisions prohibiting: • Entering the library barefoot or without clothing covering the chest; and • Causing or introducing odors that create discomfort for others. Regulation 1 also establishes the Board's authority to adopt rules governing the use of the library. From a legal and policy perspective, patron dress requirements should be narrowly tailored to legitimate health, safety, and operational concerns. Clothing may constitute protected expression, and restrictions should be based on disruptive conduct or demonstrable health and safety considerations rather than personal appearance or taste. Regulation 1 appropriately addresses these legitimate concerns without the need for a separate dress and grooming policy. Policy 18 – Contracts Staff recommend rescinding Policy 18, Contracts, because the matters it addresses are already governed by Board Bylaws, City procurement requirements, and established Administrative Procedures. In the Board's Bylaws, Article VI, Budget and Fiscal, assigns responsibility for procurement and fiscal administration to the Library Director. With respect to the City budget, the Bylaws state that the Library Director administers expenditures, receivables, accounting, and compliance in accordance with City July 14, 2026 City of Coronado Library Board of Trustees Page 36 Item 6.e fiduciary regulations. Similarly, Article VI, Section 2 provides that the Library Director administers Library Trust Fund expenditures, purchases, accounting, and compliance in accordance with Board direction regarding the use of trust funds and applicable City fiduciary regulations. While the Board establishes priorities and authorizes the use of trust funds, purchasing and contracting remain administrative responsibilities. This allocation of authority is also reflected in the Coronado Public Library Governance Elements and Authority Matrix, which identifies procurement and fiduciary duties as administrative functions carried out in accordance with Municipal Code and City procedures. The Authority Matrix assigns no governance role to the Board for procurement activities and identifies the Library Director as responsible for implementing and managing those functions. Because procurement and contracting are comprehensively governed through the Board's Bylaws, City regulations, and Administrative Procedures, maintaining a separate Board policy addressing contracts and competitive bidding is unnecessary and poses the risk of conflict with City procedures. Policy 27 – Conference Room Staff recommend rescinding Policy 27, Conference Room, because all provisions relating to conference room use have been incorporated into the Board's recently reviewed and updated Meeting Room Use policy (Policy 12). Maintaining a single comprehensive policy governing all meeting and conference room use improves clarity, eliminates duplication, and provides patrons and staff with one authoritative source for room use requirements. It is the policy of the Board that the mode and manner of personal dress and grooming shall not be a condition for access to or use of library facilities or services, except as noted in Regulation 1. The Director of Library Services may make and enforce reasonable rules and regulations regarding personal dress and grooming practices of patrons, when such practices: Present a hazard to the safety or health of library patrons or staff; Materially interfere with, create disorder in, or disrupt the peaceful use of the library by patrons or its operation by staff; or Cause excessive wear or materially affect the condition or cleanliness of the library or its equipment. REVISED: August 13, 2007 July 14, 2026 City of Coronado Library Board of Trustees Page 38 Item 6.e POLICY BOARD OF TRUSTEES CORONADO PUBLIC LIBRARY NUMBER 18 CONTRACTS The award of contracts for non-governmental services to be performed for the Library or for the purchase of major equipment or furnishings normally shall be the result of competitive pricing, quotations, or bidding. As used herein, “major equipment or furnishings” means those whose purchase price, including all necessary incidental charges and fees, is $30,000 or more. Guidelines set forth in current City Council policy for contracting for professional and consultant services shall be observed when contracting for Library services or purchases of major equipment or furnishings. Initial selection of contract bidders or suppliers shall be at the discretion of the Director of Library Services. Advertisement for bids may be employed, if appropriate. Final selection of major contract awardees shall be by Board action, based on established criteria and the recommendations of the Director of Library Services. REVISED: June 11, 2014 July 14, 2026 City of Coronado Library Board of Trustees Page 39 Item 6.e POLICY BOARD OF TRUSTEES CORONADO PUBLIC LIBRARY NUMBER 27 CONFERENCE ROOM POLICY I. Introduction. The Conference Room, located in the Library building, is available for small groups (two to twelve individuals) for the purpose of meetings, presentations, discussions, and study, with a maximum of two uses per week per group. The use of the Conference Room shall not involve sales or financial transactions, nor is it intended to be a place to “hang out,” or for “socializing.” Priorities of usage are as follows: A. Library and Library-related meetings B. Group study C. Local community groups II. Reservations. The Conference Room may be reserved up to one month in advance by calling the Adult Reference Desk at (619) 522-2484. When leaving a message for a reservation, please include your name, telephone number, requested reservation date and times, purpose of reservation, and the expected number of people in your group. Your telephone call will be returned promptly. For immediate reservation requests, please check with the Librarian at the Adult Reference Desk. When not in use or reserved, the Conference Room is available on a walk-in basis after checking in with the Librarian at the Adult Reference Desk. III. Room Use. The Conference Room is designed to be used by groups consisting of at least two individuals, up to a maximum of twelve individuals, no more than twice per week. During use of the Conference Room, if less than two individuals are present, the sole individual remaining will be asked to vacate the Conference Room. If the Conference Room becomes completely unoccupied anytime during a reservation, the Conference Room will immediately become available to another group, and any belongings left in the Conference Room will be placed in the Library’s Lost and Found, located at the Circulation/Check-out Desk. IV. Refreshments. No food or beverages are allowed in the Conference Room, except for bottled water in closeable containers. No posters, papers, or other items may be hung, taped or attached in any way to the walls, floors, doors, tables, or chairs. The group is financially responsible for any damage to the Conference Room and its furnishings during the use of the Conference Room. The Conference Room is to be left in a clean and orderly condition, and all chairs are to be returned to their normal position. Prior to using the Conference Room, please advise the Librarian at the Adult Reference Desk if the Conference Room has been damaged in any way or if any debris has been left behind from another group. Loud noises, smoking, and inappropriate conduct or behavior are prohibited in the Conference Room. Failure to comply with Conference Room Policy will cause a group to immediately lose its use of the Conference Room. Future and additional violations of the policy will subject a group to a suspension of its Conference Room privileges for a period of one year. VI. Check-In/Check-Out. Please check in prior to your reservation and check out after your reservation with the Librarian at the Adult Reference Desk. Reservations will be held up to a maximum of fifteen (15) minutes after your scheduled reservation time. Failure to check in before fifteen (15) minutes after your scheduled reservation time will cancel your reservation. Please contact the Librarian at the Adult Reference Desk if you need to reschedule or cancel a reservation. Any non-cancelled reservation will count toward one of the two maximum uses of the Conference Room for that week. VII. Hours of Use. The Conference Room is available for use in increments of thirty (30) minutes, with a maximum of three (3) hours per use. Groups are eligible to use the Conference Room a maximum of twice per week. A week runs Monday through Sunday. The Conference Room is available for use during the following hours: 9:30 a.m. through 8:30 p.m. Monday through Thursday 9:30 a.m. through 5:30 p.m. Friday and Saturday 1:00 p.m. through 4:30 p.m. Sunday All groups must pick up any trash or other debris, return the chairs to their proper location, and vacate the Conference Room thirty (30) minutes prior to the close of the Library each day. VIII. Furniture and Equipment. The Conference Room includes a large conference- style table and twelve (12) chairs, electrical outlets, a drop-down screen, a television, and a large countertop. A wireless connection to the Internet is available. Use of the television is limited to personal DVDs and videos and regular television viewing. No Library-owned DVDs may be viewed on the television. Easels for use with large paper tablets and dry erase boards for use with dry erase pens may be brought into the Conference Room; however, permanent markers, knives, glue, or any other substance that could potentially harm the tables or chairs are not permitted in the Conference Room. BACKGROUND A list of Library Capital Improvement Program projects and an update on their status relative to other City projects was requested at the May 12, 2026, Library Board meeting. The City's Capital Improvement Program (CIP) identifies and prioritizes capital projects across all City departments based on available funding, operational needs, and long-term planning. A summarizing excerpt from the City Council’s Fiscal Year 2026-27 CIP packet is included here as an attachment to provide an overview of the status of current, proposed, and long-range capital projects. Please note that within categories, the list is ordered alphabetically. A Capital Improvement Program is a long-range planning document. The excerpt consists of two sections. The first page identifies changes made to the CIP during the current budget cycle. The second page shows the sequencing of projects, which reflects not only relative priorities but also the stage of planning, design, funding, and implementation each project has reached. This report summarizes the status of Library-related projects within the broader City capital program. ANALYSIS The Library currently has four projects identified within the City's Capital Improvement Program at varying stages of development. Active Projects - Library Roof, HVAC and Solar Replacement This remains the Library’s highest-priority project. It is in the City's Active Projects category and continues to advance through design and implementation. Currently, a solar feasibility study is being conducted, which will inform other aspects of the project. Overall, the project represents a significant investment in the preservation of the Library building and replacement of aging mechanical systems. The current CIP identifies approximately $800,000 appropriated within an overall projected budget of approximately $7.8 million. This project is not included in the list of projects with an expected construction start date during Fiscal Year 2026-27. Proposed Long Range Projects The FY 2026-27 CIP includes two new Library projects sequenced as long range projects for future development: - Library Children's Area Lighting - Library Lobby Remodel Their inclusion in the proposed CIP represents an important first step toward future improvements to the July 14, 2026 City of Coronado Library Board of Trustees Page 43 Item 6.f public areas of the Library. Inclusion in the sequencing list establishes these projects as recognized capital priorities, although future funding and scheduling remain subject to City Council approval and the availability of resources. The list of Long Range CIP projects also continues to identify: - Winn Room Renovation The project remains categorized as a Long Range Project, indicating that it has been identified as a future capital need but has not yet advanced into the active project sequence. The current CIP identifies that $300,000 was appropriated for this project in prior years, with future implementation dependent upon Council priorities, funding availability, and completion of higher-priority capital projects. Overall Status The Library continues to maintain a visible presence within the City's Capital Improvement Program. A staff request to include a remodel of the Children’s Area did not make it onto the Master Project List in this fiscal year. However, with one major active construction project, two proposed improvements, and one major long-range renovation project, the Library is well represented among the City's capital priorities. Staff will continue to work with Public Services & Engineering, Facilities, and the City Manager's Office to advance these projects through the City's capital planning process and will keep the Board informed as projects progress. The adopted FY 2026-27 CIP reflects continued recognition by the City of the Library's capital improvement needs. The advancement of the Roof, HVAC and Solar project, together with the addition of the Children's Area Lighting and Lobby Remodel projects to the proposed CIP represents positive progress. While the Winn Room Renovation remains a long-range project, its continued inclusion in the City's planning documents positions it for future consideration as funding opportunities arise. FISCAL IMPACT This report is informational only. Funding for individual capital projects is subject to the City's annual Capital Improvement Program and City Council approval. ATTACHMENTS 1.
