City of Cottonwood AGENDA MEETING LOCATION: COUNCIL CHAMBERS-- RIVERFRONT CITY COUNCIL REGULAR 1083 E. RIVERFRONT ROAD MEETING COTTONWOOD, AZ 86326 Tuesday, July 21, 2026 6:00 PM cottonwoodaz.gov Council Chambers will be open to the public 15 minutes prior to the scheduled meeting time. I. CALL TO ORDER II. ROLL CALL III. PLEDGE OF ALLEGIANCE IV. BRIEF SUMMARY OF CURRENT EVENTS BY MAYOR, CITY COUNCIL AND/OR CITY MANAGER The Public Body does not propose, discuss, deliberate, or take legal action on any matter brought up during this summary unless the specific matter is properly noticed for legal action. As a reminder, if you wish to speak to the Council on a matter which is not listed on the agenda, you must submit a Request to Speak form to the City Clerk or the City Manager by the end of this brief summary of current events. ***DEADLINE TO SUBMIT REQUEST TO SPEAK CARDS*** V. CALL TO THE PUBLIC The public may address the Council on matters directly relating to City business that are not listed on the agenda during the Call to the Public by submitting a written “Request to Speak” form to the City Clerk no later than the conclusion of the information reports/updates portion of the agenda. There is a three-minute timeframe per speaker, and all comments shall be addressed to the Council as a whole and not to any member thereof, staff, or audience. The Mayor may direct a speaker to stop speaking and leave the podium or adjourn the meeting if anyone becomes disorderly or uncivil, makes personal attacks against any person or persons, or if the Mayor determines that the speaker is speaking about items that are outside the City’s legal authority to act. VI. CONSENT AGENDA The following items are considered to be routine and non-controversial by the Council and will be approved by one motion. There will be no separate discussion of these items unless a Council Member or a citizen so requests, in which case the item will be removed from the Consent Agenda and considered in its normal sequence on the Agenda. 1. Consideration and approval of a New Series 010 (Beer and Wine Store) Liquor 1 License Application submitted by Galina Lisa Suvorova, agent for Galina Fine Wines located at 1460 East State Route 89A, Cottonwood, Arizona. 2. Consideration and approval of a New Series 012 (Restaurant) Liquor License Application submitted by Pedro Rodriguez Acero, agent for Concho's Mexican Restaurant located at 517 North 12th Street, Cottonwood, Arizona. 3. Consideration and approval of a sole source procurement of ammunition from the San Diego Police Equipment Co., Inc. in an amount not to exceed $62,000 annually. 4. Consideration and approval of the reappointment of Patricia Monell and David Collins to the Historic Preservation Commission. 5. Consideration and Adoption of Resolution Number 3407, adopting its 2026 Title VI Implementation Plan relating to transportation as required by the Arizona Department of Transportation (ADOT). 6. Consideration and Approval of the Intergovernmental Agreement between the Arizona Department of Forestry and Fire Management and Cottonwood Fire Department. 7. Consideration and approval of the first extension of a Professional Service Agreement between the City of Cottonwood and VLS Environmental Services for Biosolids Hauling and Disposal in an amount not to exceed $190,000. 8. Approval of minutes -- Budget Work Session of May 7, 2026, Special Meeting of June 2, 2026, and Regular Meeting of June 16, 2026. VII. NEW BUSINESS The following items are for Council discussion, consideration, and possible legal action. 1. Presentation of the 2026 Arizona Legislative Session End-of-Session Report by HighGround Public Affairs. 2. Interview of applicant for the Planning and Zoning Commission. VIII. COUNCIL MEMBER REQUEST FOR FUTURE AGENDA ITEM 1. Tentative Schedule for Future Agenda Items. IX. CLAIMS 1. Claims Report -- July 21, 2026. X. SET AN EXECUTIVE SESSION 1. Discussion and possible action related to the one-year performance evaluation of the City Manager. Pursuant to A.R.S. Section 38-431.03(A)(1), the Council may vote to convene in executive session to conduct a one-year performance evaluation of the City Manager, subject to the City Manager's right to compel the 2 Council to discuss this matter in open meeting. XI. ADJOURNMENT Pursuant to A.R.S. §38-431.03.(A), the Council may vote to go into executive session on any agenda item pursuant to A.R.S. §38-431.03.(A)(3) and/or A.R.S. §38-431.03(A)(4), discussion or consultation for legal advice with the attorney or attorneys of the public body. The Cottonwood Council Chambers is accessible to the disabled in accordance with Federal "504" and "ADA" laws. Those with needs for special typeface print or hearing devices may request these from the City Clerk (TDD 634-5526.) All requests must be made 24 hours prior to the meeting. Members of the City Council will attend either in person or by telephone conference call. Notice is hereby given that pursuant to A.R.S. §1-602.A.9 , subject to certain specified statutory exceptions, parents have a right to consent before the State or any of its political subdivisions make a video or audio recording of a minor child. Meetings of the City Council are audio and/or video recorded, and, as a result, proceedings in which children are present may be subject to such recording. Parents in order to exercise their rights may either file written consent with the City Clerk to such recording, or take personal action to ensure that their child or children are not present when a recording may be made. If a child is present at the time a recording is made, the City will assume that the rights afforded parents pursuant to A.R.S. §1- 602.A.9 have been waived. 3
