GENERAL CITY COUNCIL COMMENTS (During the General City Council Comments section of the agenda, the City Council shall make no decision or take any action except as to request the City Manager to schedule the matter for Council discussion at a later date.) V. CITY MANAGER REPORT 1. NEW HIRES Charles Green, 06/22/2026 – Streets Equipment Operator Joseph Duin, 07/06/2026 – Civil Infrastructure Inspector 2. PROJECT UPDATES • Police Station The Police Station remains on schedule, with exterior sheathing and roof decking complete. The vapor barrier application is next, while plumbers and electricians work on various components of the building. • Fire Station No. 1 Fire Station No. 1 is also on track, with the final slab for the equipment bays poured last week. The metal building is expected to be delivered in mid-August. Materials are being mobilized at the site. • Water Treatment Plant Generator Project: The generator has been delivered to the site, with the connection to natural gas in progress. • Wastewater Plant Improvement Project: Multiple crews are actively working on site to keep the project on track for its revised completion date of December 31, 2026. Once completed, the project will double the capacity of the Wastewater Treatment Plant and has been strategically designed to allow for efficient future expansion as the community continues to grow. • Food Truck Park: The design for the new food truck park is complete and will go out for bids soon. The park, to be located on the vacant lot south of City Hall, will be known as “Coweta Commons,” with the food truck area named “The Feedlot.” • ODOT Downtown Highway 72 (Broadway) Reconstruction Project: The ODOT Broadway reconstruction project, which was originally scheduled to begin this fall, has been postponed to July 2028 due to the need for more extensive drainage improvements than initially anticipated. ODOT is continuing to refine the project design and will be meeting with several local businesses over the coming weeks to gather feedback on site-specific challenges and access concerns. The project will include pavement rehabilitation as well as the reconstruction of sidewalks and curb ramps on both sides of Broadway to ensure compliance with Americans with Disabilities Act (ADA) standards. While ODOT will bear the cost burden of the project, the City plans to budget for new streetlamps and other enhancements with next year's budget cycle. • 121st Street Bridge Project: We are continuing to coordinate with ONG on the relocation of a natural gas line needed to accommodate the widening of the existing structure. However, one of the property owners with whom we had previously negotiated the necessary right-of-way has requested additional terms that the City is unable to accommodate at this time. We will continue working with the property owner to address this unexpected challenge and pursue a fair and mutually acceptable resolution. VI. PRESENTATIONS 1. PUBLIC HEARING - CDBG PROJECT 19508 24 CLOSEOUT Public Hearing to receive comments on the performance of the City of Coweta, Oklahoma, in regard to Community Development Block Grant funds (19508 CDBG 24) received by the City to make modifications to the Skyview Water Tower in the City of Coweta. PURCHASE OF A STAND-ON MOWER FOR THE PARKS DEPARTMENT FROM SOUTHSIDE MOWERS FOR $8,300.00 Approval of the purchase of a Scag Stand-On lawn mower from Southside Mowers for $8,300.00, budgeted in account 12-5404.014. PURCHASE OF AN EQUIPMENT TRAILER FOR THE STREETS DEPARTMENT FROM NATIONWIDE TRAILERS, LLC FOR $17,449.00 Approval of the purchase of an equipment trailer from Nationwide Trailers, LLC for $17,449.00, budgeted in account 12-5404.015 in the Capital Improvement Fund. RESOLUTION 2026-32 REGARDING BUDGET AMENDMENTS Approval of Resolution 2026-32, a Resolution of the City Council of the City of Coweta, adopting amendments to the annual appropriations for the budget of the City of Coweta, Oklahoma, for Fiscal Year Ending June 30, 2027; appropriating $1,592 in the General Fund from donations received for the purchase of animal supplies for the animal shelter and equipment for the fire department. RESOLUTION 2026-31, ACCEPTANCE OF THE SKYVIEW TOWER MODIFICATION PROJECT, 19508 CDBG 24 Discuss and consider action related to the adoption of Resolution 2026-31, a resolution of the City Council of the City of Coweta, Oklahoma, accepting the completion of the Skyview Tower Modification Project, 19508 CDBG 24. ORDINANCE 920 - ESTABLISHMENT OF A STORMWATER MANAGEMENT FEE Discuss and consider approval of Ordinance 920, an Ordinance of the City of Coweta, Oklahoma; amending Coweta City Code Title 10, "Public Services", by adding a new Chapter 10-4, "Stormwater Management Fee"; establishing a service fee for the use of the City's stormwater drainage system; prescribing criteria for the calculation of stormwater service fees; providing for collections, adjustments and appeals; providing for severability; and declaring an emergency.
