CHAMBER RULES:The Dade City Commission welcomes comments from the public
regarding non-agenda items during the Public Comment portions of the meeting and agenda items
as scheduled. Any person desiring to address the Commission shall secure the permission of the
Presiding Officer to do so. Each person addressing the city commission shall do so from the
podium, shall remain at the podium at all times during their remarks and shall give their name and
address in an audible tone of voice for the record prior to beginning their remarks. Any person
wishing to approach the dais from the podium to submit materials to the commission must first seek
and receive permission from the presiding officer before approaching the dais. Unless further time is
requested and granted by the city commission, each person addressing the city commission shall
limit their address to three minutes. All remarks shall be addressed to the city commission as a body

RECOMMENDED ACTION
Staff recommends that the City Commission approve the purchase of one heavy-duty
service body truck for the Public Works Streets Division and authorize the City Manager to
execute all necessary purchasing documents in accordance with the City's procurement
policies.
BACKGROUND SUMMARY/ANALYSIS
The Public Works Department included the purchase of a new heavy duty service body
truck in the FY 25-26 budget. At the time of budget season, the amount approved in the
budget was $57,000. Since adoption of the budget, market conditions and rising vehicle
costs have increased the final purchase price to $82,802.00 resulting in a funding shortfall
of $26,016.00.
This vehicle falls under the Florida Sheriff's Association Government Purchasing Contract.
Staff recommends funding the additional cost through the savings realized from the
purchase of two light duty trucks that were acquired below their budgeted amounts. This
transfer will fully fund the purchase of the heavy duty service body truck without increasing
the FY 25-26 budget.

BACKGROUND SUMMARY/ANALYSIS
The City of Dade City (the City) owns and operates the Dade City Wastewater Treatment
Plant (WWTP), an existing 1.5 million gallons per day (MGD) annual average daily flow
(AADF) domestic wastewater treatment plant. The WWTP operates under a permit from the
FDEP. Permit FLA012742 was issued effective April 11, 2022 and expires April 10, 2027.
To continue operating after the expiration date, the City must submit a timely and sufficient
renewal application. IEG will prepare the complete renewal application package and all
supporting engineering reports and submit them to the FDEP Southwest District (SWD)
Domestic Wastewater Program, which is the reviewing office for this domestic wastewater
facility.

2. BASELINE INFORMATION
1. Project Background
The City of Dade City (the City) owns and operates the Dade City Wastewater Treatment Facility
(WWTF), an existing 1.5 million gallons per day (MGD) annual average daily flow (AADF), Type I Modified
Ludzack-Ettinger activated-sludge domestic wastewater treatment plant providing secondary treatment
with high-level disinfection (sodium hypochlorite). The facility does not discharge to surface waters.
Treated reclaimed water is directed to two ground-water (reuse/land application) systems:
• Reuse System R-001 – a Part IV rapid-rate land application system (the Massey site), consisting of
a four-cell rapid infiltration basin (RIB) with a 24-acre bottom area, permitted at 1.0 MGD AADF;
and
• Reuse System R-002 – a Part III slow-rate public-access reuse system (Larkin Site and Little
Everglades Ranch service areas) for edible crop, hayfield, and pastureland irrigation, permitted at
1.28 MGD AADF.
Permit FLA012742 was issued effective April 11, 2022 and expires April 10, 2027. To continue operating
after the expiration date, the City must submit a timely and sufficient renewal application. IEG will
prepare the complete renewal application package and all supporting engineering reports and submit
them to the FDEP Southwest District (SWD) Domestic Wastewater Program, which is the reviewing
office for this domestic wastewater facility. The City will contract with the laboratory for all required
testing.
2. Regulatory Basis and Key Deadlines
The renewal is governed primarily by Chapters 62-620 (Wastewater Permitting), 62-600 (Domestic
Wastewater Facilities), 62-601 (Treatment Plant Monitoring), 62-610 (Reuse of Reclaimed Water), 62-
520 (Ground Water Classes/Standards), and 62-640 (Biosolids), F.A.C., and the FDEP Guide to Permitting
Wastewater Facilities or Activities Under Chapter 62-620, F.A.C.
2.1 Statutory submittal deadline
Under Rule 62-620.335(1), F.A.C., a renewal application must be filed (received by FDEP) at least
180 days before the permit expiration date. For an April 10, 2027 expiration, the application
must be received by FDEP on or before October 12, 2026. A timely and sufficient application
filed under Rule 62-620.335 administratively continues the existing permit until FDEP acts on the
renewal.
2.2 Permit compliance-schedule milestones (Permit Conditions VI and III.B.15)
The existing permit contains two renewal-specific milestones that fall due before the application
itself and must be tracked:
Well-selection proposal (Permit Condition VI.1.E): due 9 months before permit expiration (on or
before July 10, 2026). The City must submit a proposal identifying the Department-approved
monitoring wells (at least one compliance well and one intermediate well, where existing) to be

sampled for the Chapter 62-550, F.A.C., primary and secondary drinking-water standards
required by Permit Condition III.B.15, with justification based on recent ground-water
conditions.
Pre-renewal ground-water sampling (Permit Conditions VI.1.F and III.B.15): the approved wells
must be sampled for the primary/secondary drinking-water parameters, with sampling
occurring no sooner than six months (180 days) before the renewal submittal, and the analytical
results submitted with the renewal application.
2.3 Application fee
Per Rule 62-4.050(4)(b)2., F.A.C., the WWTF is a Type I facility (permitted capacity ≥ 500,000
gpd). The renewal wastewater permit application fee is $5,000 (treatment plant with
reuse/disposal system). No preliminary-design-report review fee is required for a renewal. The
fee is a pass-through cost payable by the City to FDEP and must accompany the application.
2.4 Rule changes since the 2022 permit (to be addressed)
Rules ratified under House Bill 7027 became effective June 28, 2023, after the current permit
was issued. Rule 62-600.705, F.A.C., now requires a domestic wastewater permittee to maintain
a collection-system power-outage contingency plan and a collection-system pipe assessment,
repair, and replacement action plan (“collection system action plan”). Rule 62-600.405, F.A.C.
(capacity-analysis planning) was also amended. IEG will confirm the City’s status on these plans
and reference compliance in the renewal package; preparation of the collection-system plans.
3. Scope of Services
IEG will perform the following tasks to prepare, assemble, and submit a complete and sufficient renewal
application meeting all FDEP requirements.
Task 1 – Project Initiation and Data Collection
1. Conduct a kickoff meeting with City Utilities staff and the lead/chief operator; confirm roles, data
needs, and schedule.
2. Compile and review the existing permit, the most recent two to three years of Discharge
Monitoring Reports (DMRs), ground-water monitoring data, annual reuse reports, biosolids
records, and operating protocols.
3. Perform a facility site visit to verify current unit processes, equipment condition, signage/labeling,
fencing, and reuse-system status.
4. Identify any changes since 2022 (flows, equipment, reuse users, monitoring wells) that must be
reflected in the renewal.
Task 2 – Pre-Renewal Compliance Milestones (Permit Conditions VI and III.B.15)
1. Prepare and submit the well-selection proposal required by Permit Condition VI.1.E (due on or
before July 10, 2026 – prepared & submitted), identifying the approved compliance and
intermediate wells to be sampled and justifying the selection from recent ground-water
conditions.

2. Coordinate collection of ground-water samples from the approved wells for the Chapter 62-550,
F.A.C., primary and secondary drinking-water standards within the allowable pre-submittal
window (no sooner than six months before application), using a DOH-ELCP-certified laboratory;
review results and prepare an explanation of any exceedances.
Task 3 – Sampling and Analytical Support
1. Coordinate the Reclaimed Water or Effluent Analysis sampling for the primary and secondary
drinking-water parameters required by Rule 62-601.300(4), F.A.C., for reuse facilities ≥ 100,000
gpd discharging to ground water (reported on Form 62-620.910(15)).
2. Review laboratory reports for completeness, method detection limits, and data-qualifier handling
consistent with Rule 62-4.246 and Chapter 62-160, F.A.C.
Task 4 – Engineering Reports
1. Prepare the Capacity Analysis Report in accordance with Rule 62-600.405, F.A.C., evaluating
treatment-plant and reuse/disposal-system capacity against current and projected flows; signed
and sealed by a Florida P.E.
2. Prepare the detailed Operation and Maintenance (O&M) Performance Report in accordance with
Rule 62-600.735, F.A.C., evaluating the physical condition, treatment efficiency, and performance
trends of each unit process and identifying deficiencies and corrective-action schedules; jointly
prepared with the facility lead operator and signed/sealed by a Florida P.E.
3. Prepare the detailed Collection-System Power-Outage Contingency Plan and the Collection-System
Pipe Assessment, Repair, And Replacement Action Plan in accordance with Rule 62-600.705, F.A.C;
jointly prepared with the Utilities Director and signed/sealed by a Florida P.E.
4. Prepare an updated process flow diagram and facility site plan depicting current operations, unit
processes, and capacity.
Task 5 – Reuse System Documentation
1. Update the inventory of individual and major reclaimed-water users and the documentation of
user controls required under Chapter 62-610, F.A.C., for the Part III public-access system, including
any binding agreements outstanding from the prior permit’s Schedule (Condition VI.1.A and B).
2. Update the storage-system inventory (Permit Condition I.B.12) and the edible-crop agricultural-
user inventory (Permit Condition IV.A.3).
3. Confirm the continuing adequacy of the Part IV RIB (R-001) loading-rate and operating-protocol
documentation.
Task 6 – Application Forms and Package Assembly
1. Complete DEP Form 62-620.910(1) (Form 1 – General Information) and DEP Form 62-620.910(2)
(Form 2A – Domestic Wastewater Facilities), including the Section 6 information required for
renewals.
2. Assemble the complete application package with all supporting reports, analytical data, drawings,
inventories, and the disposal site maps.

3. Confirm the applicable application fee ($5,000) and prepare fee-transmittal documentation for
City execution.
Task 7 – QA/QC, City Review, and Submittal
1. Perform internal QA/QC of the full package against the Rule 62-620 / Guide-to-Permitting renewal
checklist.
2. Provide a draft package to the City for review and incorporate City comments.
3. Obtain P.E. signature and seal and the City authorized-official certification, then submit the
complete application to the FDEP Southwest District ahead of the October 12, 2026 statutory
deadline (target submittal: October 1, 2026), retaining proof of receipt.
3. DELIVERABLES SCHEDULE

4. ADDITIONS TO OWNER'S RESPONSIBILITIES

3. Provide timely reviews of submittals and participation in progress meetings.
4. Payment of Application Fee.
5. ENGINEER'S COMPENSATION
A. The terms of payment are set forth in Article 4 of the Main Agreement. All costs are
consistent with the SRF Funding requests for funding and loan application.
B. Owner shall pay Engineer the lump sum amount of $66,150 (sixty-six thousand one hundred
and fifty dollars and no cents) for services rendered under this Task Order.
C. Lump sum amounts included in the breakdown by phases incorporate Engineer's labor,
overhead, profit, reimbursable expenses (if any), and Subconsultants' charges, if any. For
lump sum items, Engineer may alter the distribution of compensation between individual
phases (line items) to be consistent with services actually rendered, but shall not exceed the
total lump sum compensation amount unless approved in writing by the Owner.

BACKGROUND SUMMARY/ANALYSIS
The new contract with Waste Pro has increased the cost to the City for residential waste
hauling services. The rate to the city is $18.95 on every residential single-family residence,
also on certain residential duplexes and apartments where dumpster service is not
provided.
The contract with Waste Pro also includes annual increases at the consumer price index
(CPI). These programed increases were also in effect in the previous contract. The City
occurs additional costs in administering and invoicing the services. With our responsibility
in billing and collections there is the need for an administrative charge to compensate for
collection losses that are normal and unavoidable. Rather than anticipating inflationary
increases quantified by the CPI we are recommending the monthly rate of $20 which will
provide coverage for the first year of the contract. to avoid future major cost adjustments,
we will bring the rate increases back for commission approval annually.

FLORIDA, AMENDING CHAPTER 74-38, COLLECTION FEES - CLASSIFICATION
OF THE CODE OF ORDINANCES FOR THE CITY OF DADE CITY; AMENDING
THE FEE SCHEDULE FOR THE COLLECTION OF SOLID WASTE, RECYCLABLES,
AND LANDSCAPE WASTE (YARD OR GARDEN TRASH); PROVIDING FOR
LEGISLATIVE FINDINGS AND INTENT; PROVIDING FOR THE

WHEREAS, the City of Dade City provides for the collection of garbage, trash, recyclables, and
landscape waste (yard or garden trash) under Chapter 74, Article II, of the City of Dade City’s
Code of Ordinances; and
WHEREAS, the City performs these services through a franchise agreement, as
amended from time to time, with a contract hauler; and
WHEREAS, the City’s rates under the contract are amended from time to time; and
WHEREAS, the City’s charges each residential development, whether single-family,
duplex, triplex, apartment, townhouse, condominiums, or other multi-family residential unit or
establishments at a monthly rate set forth in Section 74-38(1)(a), which is currently $15.26 per
month; and
WHEREAS, the City charges an initial deposit for the initiation of new solid waste
collection services to new users in Section 74-38(1)(f), which is currently $20.00; and
WHEREAS, the current rates pursuant to Ordinance 2025-01 are not sufficient to cover
the direct charges to the City under the City’s new contract with the hauler which includes an
annual increase have increased; and
WHEREAS, the City Commission finds that it is necessary to amend the rates and initial
deposit charged to customers to reflect the increased costs to the City in its contract with the
hauler; and
WHEREAS, the City Commission further finds that said adjustments are in the best
interests of the City and serve a valid public purpose to pay the actual costs of collection and
disposal of waste and to continue the same standards of service.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE
CITY OF DADE CITY, FLORIDA, AS FOLLOWS:
SECTION 1. Legislative Findings and Intent. The recitals set forth above are hereby
adopted as the legislative findings of the City Commission of the City of Dade City.
SECTION 2. Amending City of Dade City Code of Ordinances, Chapter 74, Solid
Waste, Article II, Section 74-38. Section 74-38(1)(a) is amended as follows:
Section 74-38. Collection fees; classification.
All residents, occupants or owners of developed residential property and all businesses,
industries, institutions or government units within the corporate limits of the city shall be
required to have accumulations of garbage, trash, recyclables, and landscape waste (yard or
garden trash) removed and disposed of by the city, or a specific hauler under contract to the city.
For such service or for the availability of such services these entities shall pay the city, or
contract hauler as the case may be, the fees set forth as follows:
(1) All residential developments, except those with active accounts for mechanical dumpster
service, shall pay the rates and charges for service as follows:
a. Single-family, duplexes, triplexes, apartments, townhouses, condominiums, other
multifamily residential units, rooming houses, bed and breakfast establishments shall pay
$15.26 20.00 per month per individual living or dwelling unit for twice weekly
collection of garbage and yard trash, and one weekly collection of recyclable materials.
The fee set forth in this subsection shall be subject to revisions in accordance with any
contractual adjustments in fees as agreed upon by the city and its contract hauler.

SECTION 3. Implementation of Administrative Actions. The City Manager is hereby
authorized and directed to take such actions as deemed necessary and appropriate in order to
implement the provisions of this Ordinance.
SECTION 4. Codification. The provisions of this Ordinance and revisions to the City of
Dade City Code of Ordinances, as set forth above, shall be codified. The sections, divisions, and
provisions of this Ordinance and the Code of Ordinances may be renumbered or re-lettered as
deemed appropriate by the codifier.
SECTION 5. Scrivener’s Errors. Typographical errors and other matters of a similar
nature that do not affect the intent of this Ordinance, in consultation with the City Attorney and

City Clerk, may be corrected with the endorsement of the City Manager, or designee, without the
need for a public hearing.
SECTION 6. Conflicts. All ordinances or part thereof in conflict with this Ordinance are
hereby repealed; provided, however, that any code or ordinance that provides for an alternative
process to effectuate the general purpose of this Ordinance shall not be deemed a conflicting
code or ordinance.
SECTION 7. Savings Clause. All prior actions of the City pertaining to the City of
Dade City Code of Ordinances and relating to technical codes are hereby ratified and affirmed
consistent with the provisions of this Ordinance.
SECTION 8. Severability. Should any word, phrase, sentence, subsection, or section be held
by a court of competent jurisdiction to be illegal, void, unenforceable, or unconstitutional, then
that word, phrase, sentence, subsection, or section so held shall be severed from this Ordinance
and all other words, phrases, sentences, subsection, or sections shall remain in full force and
effect.
SECTION 9. Effective Date. This Ordinance shall take effect and be in full force and effect
immediately upon its passage and adoption.

To serve the Residents with the Collection of Solid Waste, the City must raise
its Fees to a level that can provide for payment to the Franchisee whose price
cost for Hauling and Disposal has risen beyond the levels charged by the City.
2. An estimate of the direct economic impact of the proposed ordinance on private,
for-profit businesses in the city, if any:
(a) An estimate of direct compliance costs that businesses may reasonably incur: A
$56.88 increase per year for a limited number of businesses that use residential
services.
(b) Any new charge or fee imposed by the proposed ordinance or for which
businesses will be financially responsible: No new fees are proposed. Only updates
to reflect increased costs from waste hauler to the City. Rates include
reasonable costs incurred by the City in the Collection and Customer services
required.
(c) An estimate of the city’s regulatory costs, including estimated revenues from any
new charges or fees to cover such costs: Costs are real operational costs and not
of a regulatory nature.
3. Good faith estimate of the number of businesses likely to be impacted by the
proposed ordinance: This is primarily a cost adjustment for residential
customers. Some businesses (less than fifty) such as bed and breakfast
establishments, rooming houses or other home-based businesses will incur
inflationary related increases in their trash pick-up fees. Most commercial
enterprises are directly billed by the Hauler and will not be affected or impacted
by the adoption of this Ordinance.

In accordance with the provisions of controlling law, even notwithstanding the fact that
an exemption noted above may apply, the city hereby publishes the following

1. Summary of the proposed ordinance (must include a statement of public purpose,
such as serving the public health, safety, morals and welfare):
To serve the Residents with the Collection of Solid Waste, the City must raise
its Fees to a level that can provide for payment to the Franchisee whose price
cost for Hauling and Disposal has risen beyond the levels charged by the City.
2. An estimate of the direct economic impact of the proposed ordinance on private,
for-profit businesses in the city, if any:
(a) An estimate of direct compliance costs that businesses may reasonably incur: A
$56.88 increase per year for a limited number of businesses that use residential
services.
(b) Any new charge or fee imposed by the proposed ordinance or for which
businesses will be financially responsible: No new fees are proposed. Only updates
to reflect increased costs from waste hauler to the City. Rates include
reasonable costs incurred by the City in the Collection and Customer services
required.
(c) An estimate of the city’s regulatory costs, including estimated revenues from any
new charges or fees to cover such costs: Costs are real operational costs and not
of a regulatory nature.
3. Good faith estimate of the number of businesses likely to be impacted by the
proposed ordinance: This is primarily a cost adjustment for residential
customers. Some businesses (less than fifty) such as bed and breakfast
establishments, rooming houses or other home-based businesses will incur
inflationary related increases in their trash pick-up fees. Most commercial
enterprises are directly billed by the Hauler and will not be affected or impacted
by the adoption of this Ordinance.

Approve the attached Invoice to the City of Dade City Community Redevelopment Agency
(CDCCRA) for services provided in the 2025 Fiscal Year.
BACKGROUND SUMMARY/ANALYSIS
The annual Interlocal Agreement between the City and the CDCCRA is attached for your
reference. The Agreement provided for increased compliance with the statutory restrictions
for qualified expenditures and limits the reimbursable expenditures to direct costs that can
be quantified, which are a departure from previous overhead allocation methods that were
in place in earlier fiscal years. As such, the amount due to the City is lower than the
budgeted amount.

A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY BOARD OF DADE
CITY, FLORIDA, ADOPTING AN AMENDED BUDGET FOR THE FISCAL YEAR 2024-2025:
ALLOCATING AN ADDITIONAL $200,000 FOR LAND ACQUISITION ACITIVITIES.
WHEREAS, the Community Redevelopment Agency Board of the City of Dade City adopted an annual
budget of $589,900 for Fiscal Year 2023/2024 on September 9, 2024; and
WHEREAS, the Community Redevelopment Agency Board wishes to pursue the acquisition of a
property in the district for public purposes.
NOW, THEREFORE BE IT RESOLVED BY THE COMMUNITY REDEVELOPMENT
AGENCY OF THE CITY OF DADE CITY, FLORIDA, THAT:
Section 1. The Community Redevelopment Agency Board hereby transfers $200,000 from the CRA
reserve funds to the Capital Outlay line item of Land Acquisition for a total of $400,000 for Fiscal year
2024/2025.
