MANNER OF ADDRESSING THE BOARD: TIME LIMIT: The CRA Board welcomes
comments from the public regarding non-agenda items during the Public
Comment portions of the meeting related to the CRA Board and agenda items as
scheduled. Any person desiring to address the board shall secure the permission
of the Presiding Officer to do so. Each person addressing the board shall do so
from the podium, shall remain at the podium at all times during their remarks and
shall give their name and address in an audible tone of voice for the record prior
to beginning their remarks. Any person wishing to approach the dais from the
podium to submit materials to the board must first seek and receive permission
from the presiding officer before approaching the dais. Unless further time is
requested and granted by the board, each person addressing the board shall limit

the Commission Chambers upon the presiding officer’s directive, unless
permission to continue is granted by a majority of the city commission.

Commission with respect to any matter considered at any meeting or hearing will

The item was presented by City Manager vanErven.
Chairman Black recommended Community and Economic Development Director Ralston
bring this to the attention of the Historic Preservation Board. Black shared during the
segregation era, this was a motel owned by African American members of the
community.
Member Shive commented that it is great to see revitalization on the north end of town.

Ava Larkin at 37814 Howard Ave., Dade City, wanted to clarify that this item had nothing

Ralston said that was correct, the item Larkin was referring to would be heard at the next
meeting.
Vice-Chair Woodard asked Ralston to bring up page 53 on the Downtown Dade City
Community Redevelopment Area Plan located in the agenda packet, for the public to
view, showing the projected new look of downtown.

Approve the CRA Mural Grant Application, in an amount not to exceed $900.00 for eligible
costs.
BACKGROUND SUMMARY/ANALYSIS
The applicant, Hevia Family & Company, is requesting approval for a CRA Mural grant for a
portion of the eastern facing exterior wall of their building. The subject address is 37850
Meridian Avenue with the parcel ID number 27-24-21-0280-00400-00E0. Only eligible costs
associated with the project would be reimbursable. The property lies within the City of Dade
City’s Community Redevelopment Area.
Mural Grant
The objective of the program is to use murals as a catalyst for redefining our area as a
destination for arts and culture. Public art is an essential component to community
revitalization. Art strengthens communities, drives tourism, fosters an environment of
creativity and innovation, and helps eliminate blight. The applicant has selected muralist
Mark Hannah as the artist for this project. The mural is intended to enhance the historic
downtown district by creating an elegant and family-friendly photo destination and is
designed to reflect the heritage, elegance, and romantic identity of Kiefer Jewelers. The
design brings the brand tagline “The Key to Their Heart is at Kiefer’s” to life through a large
engraved golden key unlocking a heart-shaped lock. The proposed project is consistent
with other murals existing within the CRA. All property taxes are fully paid. Since the
design contains a direct advertisement of the applying business, only eligible expenses
would qualify for the 25% reimbursement, in an amount not to exceed $900.00.

Artist Statement
As a Dade City based Artist, and growing up here, l have always been mindful of the town's
history and it's vintage charm, and I intentionally use that style and spirit in my Artwork,
whether it’s a hand lettered window painting for an Antique Shop or a Mural depicting an
orange grove, I try to take the viewer back in time, back to Old Florida.
With over 30 years experience in the Sign and Mural Painting industry I have learned the art
of working with customers to make sure I capture their vision, and sharing ideas on how to
enhance the images to go beyond my clients expectations I am pleased to say that during
my time in this profession I've had nothing but Happy Customers.
I also have a deep—rooted knowledge in materials of the trade, I use high quality paints and
sealers, have an understanding in surface preparations. A layout/grid system to ensure the
customers see exactly what they will be getting from Proof to Painting, and that the image
works its magic on the wall or window which it will be going on to create a visual energy
that compliments a locations character.
My goal is always to create an accessible, playful, and thought-provoking piece of Artwork,
to showcase a customer’s inspiration coupled with my creative imagination, that
resonates with the Local Community while inspiring moments of recognition, curiosity and
delight to my customers and the community.

The applicant, Zoroot Properties,+ is requesting approval for a CRA Mural grant for a
portion of the northern facing exterior wall of their building. The subject address is 13906
5th Street with the parcel ID number 35-24-21-0010-00100-0190. Only eligible costs
associated with the project would be reimbursable. The property lies within the City of Dade
City’s Community Redevelopment Area.
Mural Grant
The objective of the program is to use murals as a catalyst for redefining our area as a
destination for arts and culture. Public art is an essential component to community
revitalization. Art strengthens communities, drives tourism, fosters an environment of
creativity and innovation, and helps eliminate blight. The applicant has selected muralist
Trinity Rivard as the artist for this project. The mural is intended to enhance the historic
downtown district by creating a layered narrative about justice, transformation, and the
liberating power of art. Altogether, the mural tells a story of endurance shaped by faith, law,
beauty, memory, music, and art. It suggests that people survive not only through strength
and justice, but also through imagination. By placing sacred imagery alongside icons of
cinema, the mural argues that art is not decorative - it is essential. It gives voice to what
cannot easily be said, offers escape without denying reality, and creates space for
transformation. The proposed project is consistent with other murals existing within the
CRA. All property taxes are fully paid. Only eligible expenses would qualify for the 50%
reimbursement, in an amount not to exceed $4,500.

Approve the CRA Residential Grant Application for reimbursement, in an amount not to
exceed $2,500 for eligible costs.
BACKGROUND SUMMARY/ANALYSIS
The applicant, Yvonne Smith, is requesting approval for a CRA Residential Paint grant for
her home. The subject address is 14714 Futch Street with the parcel ID number 27-24-21-
0240-00500-0090. Only eligible costs associated with the project would be reimbursable.
The property lies within the City of Dade City’s Community Redevelopment Area.
Residential Paint Grant
The purpose of the CRA Residential Exterior Paint Grant Program is intended to encourage
reinvestment in residential structures and reduce blight within residential neighborhoods in
the City of Dade City CRA area. The proposed repainting project is an all over shade of
grey with white trim and blue window and door accents. The proposed project is consistent
with other improvement projects within the CRA. All property taxes are fully paid. Only
eligible expenses would qualify for reimbursement, in an amount not to exceed $2,500. The
Residential Paint grant was updated by the CRA Board October 2025 to eliminate the need
to submit the bids for the residential paint program grants. Because the residential paint
program is a flat grant amount with no match requirement, the approval letter would state
that the owner is approved for a grant amount in value up to the approved amount. Paid
receipts would then be submitted, and the grant funds would be issued in the amount of the
receipts paid or the top grant amount, whichever is less.
The CRA Grant Programs fall within the Redevelopment Plan under: Improve Quality of
Life for Residents and Visitors; and, Establish Dade City as an Entrepreneurial Destination.
