Partially electronic meeting with one commissioner who joined the meeting online. I. Call to Order Roll Call: Dasso, Guffy, Ehrecke, Koehler, Peeples, Trees Absent: Staack Staff: Oswald, Berkley, Thorndike, Keeney, Claeys, Pradhan II. Communications: A. John Claeys, Sr. Electrical Inspector, gave the board an update on the 2020 National Electrical Code, as adopted by State of Iowa for enforcement on January 1, 2021. He also mentioned the legislation for contractor licenses & reciprocity rules. III. New Business A. Term Expiration Discussion: New staggered terms for commissioners was discussed proposed transition terms for each commissioner is listed below. Board member 1 – 11/1/20 – 10/31/21- Peeples Board member 2 – 11/1/20 – 10/31/21-Ehrecke Board member 3 – 11/1/20 – 10/31/22- Staack Board member 4 – 11/1/20 – 10/31/22- Trees Board member 5 – 11/1/20 – 10/31/23- Guffy Board member 6 – 11/1/20 – 10/31/23- Dasso Board member 7 – 11/1/20 – 10/31/23- Koehler B. Discussion on a revision of Ordinance 15.16 Electrical Code. i. The proposed change & amendment was unanimously approved by the board.  C. Discussion on a revision of Section 508.2 of the 2015 International Mechanical Code (Short Cycle Hoods). i. The proposed change was tabled. The board requested more information & information on how other local jurisdictions were enforcing this part of the International Mechanical Code. D. Discussion on a revision of Ordinance 15.08.300 Prefabricated Swimming Pool Permit Exemption to be in alignment with 2015 International Building Code. i. The proposed change & amendment was unanimously approved. E. Discussion on increase of Permit Fees to match with other Local Jurisdictions. i. Background: Amend Chapter 15.12.044 of the 2000 Davenport Municipal Code 15.12.044Elevator Hoist way Opening Protection Elevator shafts opening directly into a fire resistance rated corridor or stairwell shall be protected by self-closing doors actuated by smoke detection in accordance to section 716.5.9.3 (smoke activated doors). Hoist way opening protection shall not be required on the level of exit discharge. Background: Amend Chapter 15.16.030 of the 2000 Davenport Municipal Code by adding 15.16.030.E & 15.16.030.F to the electrical code. 15.16.030 Chapter 1, modified. E. Where NM & NMC cables area allowed in structures, all wiring in areas outside a dwelling unit, such as common areas, stairs, community rooms, corridors etc., in multifamily residential structures shall be installed in MC or EMT Cables. Use of NM & NMC cables shall not be permitted in such areas. F. Use of NM & NMC cables, even when installed in raceways, shall not be permitted in Types I & II construction.
