APPROVED COPY Appearance Review Commission Meeting Minutes June 22, 2015 A meeting of the Appearance Review Commission was held on Monday, June 22, 2015 at 7:00 p.m. at the Village Hall Conference Room, 850 Waukegan Road, Deerfield, Illinois. Acting Ch. Ehlke called the meeting to order at 7:00 p.m. Present were Beth Chaitman Lisa Dunn Sean Ehlke, Acting Chairman Sherry Flores Jim Hollis Elizabeth Low Absent was: Dick Coen, Chairman Also Present: Jean Spagnoli, Village Planner Jeri Cotton, Secretary Public Comment: There was no Public Comment on non-agenda items. Document Approval Ms. Dunn moved to approve the minutes from the June 8, 2015 Appearance Review Commission meeting. Ms. Flores seconded the motion. The motion passed by the following vote: AYES: Chaitman, Dunn, Ehlke, Flores, Low (5) NAYS: None (0) ABSTAIN: Hollis (1) Business: 1. Charles Ifergan Salon, 380 Lake Cook Road – wall sign Joe Csukor representing Real Neon Signs was present. Mr. Csukor explained Charles Ifergan changed what they want from their previously approved sign. The original sign verbiage was Charles Ifergan Salon & Day Spa, but the owner decided to remove the Appearance Review Commission June 22, 2015 Page 2 of 4 phrase Day Spa. Mr. Csukor indicated the second line with the word Salon would be slightly smaller. Ms. Dunn questioned the location of the proposed sign. Mr. Csukor explained the sign would be located in the same location as the previously approved sign. Ms. Chaitman questioned how the dimensions changed. Mr. Csukor believes the previous sign had more space. Ms. Low noted the sign criteria for the center requires the sign to be centered both vertically and horizontally within the sign band. Ch. Ehlke requested better dimensioned drawings. Ms. Dunn moved to grant the request for the wall sign as submitted. It will read Charles Ifergan Salon. The sign will be 43.13 sq ft. with the words Charles Ifergan being 16” tall and the word Salon being 12” tall. The sign will be centered horizotal and vertical within the sign panel. The lettering and sign type would be exactly the same as the approval dated November 7, 2013. Mr. Hollis seconded the motion. The motion passed by the following vote: AYES: Chaitman, Dunn, Ehlke, Flores, Hollis, Low (6) NAYS: None (0) 2. American Mattress, 360A Lake Cook Road – wall sign Paul Kenna, President of American Signs LLC, was present. Mr. Kenna explained they are proposing building the sign as presented in the drawings. Acting Ch. Ehlke noted the sign would have 5” deep individual letters with 1” black trim caps, black returns, white acrylic face letters, Helvetica bold in all capital letters. The sign will be on the south side of the building. The commissioners were okay with the sign as proposed. Mr. Hollis noted the sign is not centered horizontally within the tenant space. Ms. Flores asked if the other tenant signs would be lined up in some fashion, sharing a baseline or center line. Ms. Chaitman moved to approve the American Mattress exterior signage with the current dimensions. The sign must be centered vertically within the 36” center of the sign band on the south façade. Ms. Dunn seconded the motion. The motion passed by the following vote: AYES: Chaitman, Dunn, Ehlke, Flores, Hollis, Low (6) NAYS: None (0) 3. Shell Gas Station, 2 Waukegan Road – reface canopy & logo/signs Ken Becvar with Integrity Sign Company was present. Mr. Becvar explained Shell is going through rebranding. They propose adding new, white ACM panels to the canopy, removing the word Shell and adding the pectin logo in the existing sign locations on the north and south sides of the canopy. The old panels will be removed and replaced with new, ACM panels. Acting Ch. Ehlke noted the other Shell location in Deerfield had Appearance Review Commission June 22, 2015 Page 3 of 4 proposed dropping the pectin square slightly below the canopy. Mr. Becvar indicated the pectin would be flush. The pectin logo height would be at 33-1/2”. Ms. Low moved to approve the request of True North to reface the canopy and add two logo signs. The existing canopy will be replaced with white ACM panels and pectin logos will be added on the north and south sides. The pectin logos will be flush with the canopy. Ms. Dunn seconded the motion. The motion passed by the following vote: AYES: Chaitman, Dunn, Ehlke, Flores, Hollis, Low (6) NAYS: None (0) 4. PetPeople, 775 Waukegan Road – wall signs Guy Dragasic with Olympic Signs was present. They propose four identical signs for the former Bakers Furniture tenant space in Deerfield Village Centre. The plastic faces will have black trim caps and returns, but will not have a black outline as shown in the submitted drawing. The signs will be centered horizontally and vertically within the sign band areas. The overall sign height will be 24” including the descender on the letter “p”. Ms. Dunn noted the detail sheet shows a 21.5” letter plus the descender. Ms. Spagnoli asked about the awnings, which were removed by Baker Furniture. She encouraged the new tenants to come to the commission with awnings, which would help block direct sun from entering the space in the afternoon. Ms. Chaitman ensured the signs meet the sign criteria and codes. Ms. Low questioned whether the sign would be centered vertically from the 21.5” or from the 24” letter height. Acting Ch. Ehlke noted the rear elevation and the west elevation have 31” high green background panels and may need more negative space if the 21.5” were centered. He questioned whether the submitted packet shows adequate dimensions or if the documents should be corrected and resubmitted for fast track consideration so the commissioners can see the negative space on the panels. The commissioners believe the letters should be centered using the 21.5” dimension. Ms. Chaitman also wants to see the sign on the panel. Mr. Dragasic will electronically submit corrected drawings for possible fast track approval. 5. Village Center, recycling containers Ms. Spagnoli noted recycling containers without a lid create issues for the Public Works department. They are looking for something to protect the recycling containers from the elements and that would have an opening on the side to remove and replace the liner. Ms. Spagnoli explained the Village administration proposed a container for recycling. The proposed can would be black and would have a sign indicating recycling. Ms. Low questioned the color for the recycling containers, as they would be next to the existing Verde green trash containers. She would prefer to have a double receptacle with one side for trash and one side for recycling. Ms. Low noted the Commission would not approve this if it were proposed by a commercial petitioner. If the proposed recycle container is not adjacent to a trash receptacle or other streetscape furniture, it would be acceptable. It was suggested that the trash containers on Deerfield Road be relocated Appearance Review Commission June 22, 2015 Page 4 of 4 adjacent to the containers on Waukegan Road. Then on Deerfield Road, the containers should be replaced with double containers rather than two individual containers. The commissioners believe black would be an appropriate color. Ms. Spagnoli was asked to come back with a proposed double container. Items from the Commission Ms. Flores noted RHT has moved out. She asked if it is okay that they still have their sign installed. Ms. Spagnoli will check with the Village Manager. Ms. Chaitman asked about Portillo’s. Ms. Spagnoli indicated the traffic study has been completed. Items from Staff Ms. Spagnoli noted Precore Fitness will be moving into the Charles Ifergan building. They will come before the commission at the next meeting.
