APPROVED COPY Appearance Review Commission Meeting Minutes July 25, 2016 A meeting of the Appearance Review Commission was held on Monday, July 25, 2016 at 7:30 p.m. at the Village Hall Conference Room, 850 Waukegan Road, Deerfield, Illinois. Acting Chairperson Lisa Dunn called the meeting to order at 7:30 p.m. Present were Beth Chaitman Lisa Dunn, Acting Chairperson Elizabeth Low Daniel Moons Absent were: Sherry Flores Jason Golub Also Present: Jean Spagnoli, Village Planner Jeri Cotton, Secretary Public Comment: Andrew Marwick, 442 Kelburn, indicated there was a pre-filing conference requesting Biaggi’s Restaurant be torn down to make room for a multi-tenant building. Mr. Marwick expressed concern about removing a nice architectural building and adding a much cheaper looking building that will degrade the appearance of downtown Deerfield. He requested the Commission look closely at the submittal as Chuck Malk, owner of Deerfield Square, promised to put a classy restaurant on the corner. Mr. Marwick expressed concern that the proposed building would not look as nice and believes Mr. Malk is just trying to maximize his profits. Document Approval Mr. Moons moved to approve the minutes from the July 11, 2016 Appearance Review Commission meeting. Ms. Chaitman seconded the motion. The motion passed unanimously on a voice vote. Appearance Review Commission July 25, 2016 Page 2 of 4 Business: 1. Dao Sushi Restaurant, 730 Waukegan Road – Wall Sign and Awnings John Zhang, co-owner of Dao Sushi Restaurant, Charles Zhao and Zee Deng with QaPrints and Chris Siavelis with CRM Properties were present. Mr. Siavelis is pleased to announce the coming of Dao Sushi Restaurant in the former Wild Fish Restaurant space. Mr. Siavelis explained the letters will be white, the logo will be yellow and the returns will be black. The sign panel will be refurbished and painted black. Mr. Siavelis indicated the existing awnings will be removed and replaced with new Sundown black canvas awnings. The existing frames are in good condition and will be reused. Ms. Low is in favor of replacing the awnings with solid black awnings. Mr. Moons and Ms. Chaitman do not have any issues with the submittal. Acting Ch. Dunn asked about the letter size. Mr. Zhao explained the DAO letters on the wall sign are 12” high. There is 3” between the two lines. The sign will be facelit with LED bulbs. Ms. Chatman noted the sign appears to be a one-for-one replacement. Ms. Low moved to approve the Dao Sushi Restaurant wall sign as presented. The exiting Wild Fish sign backer panel will be reused, refurbished and painted. The letters will be white with black returns and a yellow logo. The letters and logo will be centered vertically and horizontally in the sign panel. Mr. Moons seconded the motion. The motion passed by the following vote: AYES: Chaitman, Dunn, Low, Moons (4) NAYS: None (0) Mr. Moons moved to approve the awnings which will be replaced with a solid black canvas material and the frames will be reused. Ms. Low seconded the motion. The motion passed by the following vote: AYES: Chaitman, Dunn, Low, Moons (4) NAYS: None (0) 2. 190 Waukegan Road – Ground Sign, Tenant Panels a. Nothing Bundt Cakes sign panel Anthony Stephens with Heritage Companies representing ownership and Skip Spanjer, Sales Manager with North Shore Signs were present. Mr. Spanjer explained they currently have a four-panel ground sign and would like to replace the sign panels to include a five panel sign with the Panera Bread sign remaining the same size and the C2 Education and CD One Price Cleaner panels reduced in height. The coloring of the copy will be the same as the wall mounted signs. The panel backgrounds will be white Appearance Review Commission July 25, 2016 Page 3 of 4 opaque, so the only illumination will be the text and logos. Acting Ch. Dunn noted the text for the existing CD One Price Cleaner sign panels will be 5-1/2” in height on proposed option 1. The letters for the C2 Education and Nothing Bundt Cakes will be 6- 1/2” in height. Mr. Spanjer also showed a second option which had a wider divider under the Panera panel. The commissioners prefer the first option. Acting Ch. Dunn noted the letter size for CD One Price Cleaner is the same as the existing sign. She noted there will now be three different blue colors on the pylon sign. Mr. Spanjer noted all three smaller signs will be replaced with four new signs. Acting Ch. Dunn noted the pylon sign colors do not need to be the same as the wall sign colors. She noted the Nothing Bundt Cakes has blue letters with a black outline and a two-color sunflower. Ms. Chaitman does not believe it is right to look at the drawing for color and believes the Commission should view exact color samples. Ms. Low suggested changing the blue portion of the signs to black. Ms. Chaitman and Mr. Moons are okay with the three different colors while Acting Ch. Dunn and Ms. Low would prefer having only one shade of blue. Mr. Spanjer noted the Nothing Bundt Cakes sign has black around the blue, and it would not look appropriate around dark blue letters. Acting Ch. Dunn suggested the petitioner submit color samples for possible fast track consideration. Mr. Stephens noted the potential new tenant has numerous locations with a specific brand. The commissioners were okay with the size of the pylon sign panels in option one, as long as the copy is centered within the panel. Ms. Low believes the smaller signs should be a uniform color, with the petitioner determining the text color for possible fast track consideration. Ms. Chaitman agreed. Ms. Low moved to approve option 1 for the pylon sign for 190 Waukegan Road as presented, with a five-panel sign. The top panel will remain as existing and the four new bottom panels will be 11-1/2” in height. The CD One Price letters are 5-1/2” high and the other tenants will have 6-1/2” letters. Only the logos and text will illuminate. The Nothing Bundt Cakes tenant panel will be added. Ms. Chaitman seconded the motion. The motion did not pass by the following vote: AYES: None (0) NAYS: Chaitman, Dunn, Low, Moons (4) Ms. Chaitman moved to approve option one for the pylon sign at 190 Waukegan Road with the Panera Bread section to remain as is. The lower panels will change from three to four. The panel height and text height will be as submitted, but the text will all be one color, as proposed by the petitioner. The color will be contingent upon fast track approval. Ms. Low seconded the motion. The motion passed by the following vote: AYES: Chaitman, Dunn, Low, Moons (4) NAYS: None (0) Appearance Review Commission July 25, 2016 Page 4 of 4 Items from the Commission Ms. Chaitman asked about the possibility of a multiple tenant building in Deerfield Square replacing the Biaggi building. Ms. Spagnoli noted the Plan Commission held a pre-filing conference for CRM Properties, but a Public Hearing on the proposal will not happen until the end of the year. She noted Mr. Malk made a similar proposal when Stoney River left. Mr. Moons noted Josh’s put in six umbrellas instead of the requested nine umbrellas, as suggested by the Commission. Items from the Staff Ms. Spagnoli noted 636 Deerfield Road may come back with façade changes. Adjournment There being no further business or discussion, Mr. Moons moved to adjourn the meeting.
