Meeting Minutes December 12, 2016
A meeting of the Appearance Review Commission was held on Monday, December 12,
2016 at 7:30 p.m. at the Village Hall Conference Room, 850 Waukegan Road,
Deerfield, Illinois. Chairperson Lisa Dunn called the meeting to order at 7:38 p.m.

There were no public comments on non-agenda items.
Document Approval
Mr. Golub moved to approve the minutes from the November 14, 2016 Appearance
Review Commission meeting. Ms. Flores seconded the motion. The motion passed
unanimously on a voice vote with a minor correction.

Justin Halpenny, Senior Vice President of Development and Co-Founder of Naf Naf
Grill, was present. Mr. Halpenny explained they are a 28 store national concept

specializing in shawarma and falafel. He discussed the proposed wall sign on the east
and south elevation. The proposed sign would be 11’-11 5/8” wide 2’ high and would be
face illuminated. The signs will have a red acrylic camel crossing logo and white
lettering. Mr. Halpenny explained the proposed furniture will have 18 outdoor seats with
six tables and 2 chairs per table. There will also be an outdoor stainless steel trash can
that will have some branding on the side. Ms. Spagnoli noted there are no provisions
for signage on the trash cans. Mr. Halpenny explained the trash can has artwork on it
rather than a logo or sign. Ms. Low believes the artwork appears to be more of a motif.
He noted the exterior can would be stainless steel with cut-out artwork. Mr. Halpenny
explained the outdoor furniture will be picked up before the winter. Ms. Spagnoli
explained there is an additional 5’9” space in the streetscape sidewalk that could be
used for outdoor seating, leaving ten feet clear for pedestrians and streetscape items.
Ch. Dunn questioned how the tables and chairs work with the existing streetscape. Mr.
Halpenny noted they could install a wrought iron fence if the Commission would like.
Ms. Spagnoli does not believe there would be room for a fence. As long as the
restaurant does not serve alcohol in the outdoor seating area, a fence would not be
required. Mr. Halpenny noted the chair color and the light pole are very similar. Mr.
Golub noted the table cut sheets show as black, but appear white in the renderings. Mr.
Halpenny explained the tables are black, the chairs are chrome with a gray smoke-color
seat.
The commissioners discussed the signs and questioned the background color. Martina
Stoycheva, architect for the 636 Building, explained the aluminum framing will be black,
and the submittal states the sign background will be painted to match the background
on the building. She noted the letters will be white, not silver. Ms. Flores questioned
the use of the camel crossing logo, as it is not used in several locations. Mr. Halpenny
explained the camel crossing logo is part of their branding and it is very important to
him. Ms. Stoycheva noted the tag line would not be allowed, so this is their
compromise. Ms. Flores would not be in favor of the laser cut logo on the trash can.
She believes the red can connects with the logo and the decoration is not necessary.
The other commissioners do not feel strongly about the laser cutout.
Ms. Low moved to approve the wall signs for Naf Naf Grill on the south and east
elevations as presented with white lettering. The hardware affixing the signs to the
building will be painted black. Mr. Golub seconded the motion. The motion passed by
the following vote:
AYES: Dunn, Flores, Golub, Low (4)

Ms. Low moved to approve the outdoor patio furniture for Naf Naf Grill including six
black tables and 12 aluminum frame chairs with smoke colored seats and backs, the
garbage can as presented with an aluminum enclosure and red can with laser cut
decorations on the side of the enclosure. Mr. Golub seconded the motion. The motion
passed by the following vote:

2. The 636 Building – Sculpture
Jonathan Berger, owner of the Deerfield Shopper’s Court and Martina Stoycheva,
Architect with Partners in Design Architects, Inc. were present. Ms. Stoycheva
explained they propose an artist sculpture on the west façade that would be stainless
steel, matte finish with 3-dimensional prefabricated airplane sculptures mounted to the
brick façade at varying fixed angles and projected from the wall no more than 36”. Mr.
Berger explained the sculpture looks like paper airplanes and represents a fun, healthy
lifestyle. It creates the feeling of someone throwing paper airplanes off the building.
There is some dimension to the sculpture. There are five airplanes that are no more 8’
in length and the lowest plane is 8’ from ground level. The sculpture will be on the
Center Drive side of the building. Ch. Dunn questioned whether birds would nest on the
sculpture. Mr. Berger explained it is something they will manage. Ms. Stoycheva
explained the smooth, thin material will make it difficult for birds to nest. Mr. Golub
questioned the mounting. Mr. Berger indicated the planes would be structurally
adhered to the brick. Mr. Golub explained the sculpture should have an engineered
drawing and asked that the mounting method be signed off by an engineer, along with
the specific specifications including dimensions and how far mounted off the building.
Mr. Berger will manage the mounting with Village staff. Ms. Flores likes the idea, but
would not want it to be as dominant. Ms. Dunn would prefer the plane not appear
above the roof deck. Ms. Stoycheva believes it is nostalgic. She believes the scale fits,
but would be open to reducing the scale as well. Ms. Dunn would bring down the plane
above the roof. Ms. Spagnoli explained the Commission looks at the scale, placement
and appropriateness. The commissioners like the concept. Ms. Low and Mr. Golub do
not have issues with the sculpture located slightly above the roof deck. It gives it more
of a sense of flight and more relevance. Ms. Flores suggested adding a plaque with the
artist’s name.
Ms. Dunn noted there is no specific lighting on the artwork. The previously approve wall
sconces will be the light on the building.
Ms. Flores moved to approve the 636 building sculpture by artist Bruce Gray with five
airplanes made of matte finish stainless steel with 3-dimensional prefabricated airplanes
mounted to the brick façade at varying fixed angles and projected from the wall no more
than 36”. The petitioner will provide information from an engineer about the mounting
method. The lowest plane will be a minimum of 8’ above ground level and the highest
will be no more than 1’ above the parapet. Ms. Low seconded the motion. The motion
passed by the following vote:

The commissioners discussed holiday decorations within the Village. Ms. Spagnoli
noted holiday decorations are exempt from code, as stated in the Zoning Ordinance.
