APPROVED COPY Appearance Review Commission Meeting Minutes February 27, 2017 A meeting of the Appearance Review Commission was held on Monday, February 27, 2017 at 7:30 p.m. at the Village Hall Conference Room, 850 Waukegan Road, Deerfield, Illinois. Chairperson Lisa Dunn called the meeting to order at 7:38 p.m. Present were Beth Chaitman Lisa Dunn, Chairperson Sherry Flores Tony Fulmer Jason Golub Elizabeth Low Daniel Moons Also Present: Jean Spagnoli, Village Planner Jeri Cotton, Secretary Public Comment: There were no public comments on non-agenda items. Document Approval Ms. Low moved to approve the minutes from the January 23, 2017 Appearance Review Commission meeting. Ms. Flores seconded the motion. The motion passed unanimously on a voice vote with Ms. Chaitman, Mr. Fulmer and Mr. Moons abstaining. Business: 1. 711 Deerfield Road - New Building, Site Improvements and Sign Criteria, Final Review Chris Siavelis with CRM Properties Group on behalf of Deerfield Square was present. He explained they have new plans that have been approved by the Board of Trustees for the former Biaggi’s building. Mr. Siavelis explained the rooftop signage has been deferred to a later date. The ARC preliminary review had a few open items. Mr. Siavelis explained they chose to keep the trash enclosure next to the loading dock. The additional landscaping green to the south elevation will have planters, but nothing has been specified at this point. The initial landscape plan did not call for Red Switch grass, and they have chosen to keep their initial landscape plan with Karl Foerster grass. Appearance Review Commission February 27, 2017 Page 2 of 6 Mr. Siavelis discussed the trash enclosure, which will have cedar gates. It has the same material as the other trash enclosures in the center. Ms. Low questioned whether the other trash enclosures are as visible. Mr. Siavelis explained the Chase Bank trash enclosure is visible. Mr. Golub has not seen a freestanding building with a visible trash enclosure abutting a right-of-way and was concerned because the proposed location is more than 50 feet from the nearest tenant. Mr. Golub would prefer the trash enclosure be moved to a location across from the south elevation. Mr. Moons would also prefer the trash enclosure be moved away from the right-of-way. Mr. Siavelis noted most freestanding buildings are not located on the corner. He indicated the proposed location is where the ownership, Lake Shore Recycling (trash hauler) and the architects believe is most appropriate. Mr. Golub would not be in favor of having restaurant waste this close to the most prominent intersection in the Village. Ch. Dunn does not believe having the trash enclosure adjacent to the public right-of-way would be fair to the residents. She also questioned why the trash enclosure does not have metal gates, per the Deerfield Appearance Code. In addition, the gate opening should be oriented away from the public right-of-ways and public views, per the Appearance Code. Mr. Moons questioned why the petitioner believes the proposed location is the best location. Mr. Siavelis explained there is face brick on three sides. The site lines make the enclosure visible only from a short window. Operationally, it is the most convenient location for the four tenants. Ms. Low questioned whether customers would use the same entrances as the employee service entrance. Mr. Siavelis believes employees would use the north entrance for service while the customers would use the south entrance. Ms. Flores expressed concern because Chase Bank does not keep their dumpster within the coral. Mr. Siavelis explained the proposed tenants appear to be more sensitive. Ms. Chaitman questioned the height of the enclosure walls. Ms. Spagnoli noted they are 5’ high according to the drawing. Mr. Moons would prefer moving the enclosure by 24’, so it is not as close to the road. He believes landscaping and vehicles could screen the trash enclosure. In addition, it would be further away from the pedestrian walkway. Ms. Chaitman noted the trash enclosure has landscaping proposed on three sides. The commissioners discussed the proposed landscaping, which has four new planters on the south elevation. Mr. Fulmer is not in favor of the proposed swamp white oak trees, as they are not as street friendly or salt tolerant as other species. He suggested planting Ginko trees instead. Ch. Dunn questioned the number of colors allowed on the tenant signs. Mr. Siavelis explained there are some tenants that will not sign a lease due to the number of restrictions in the Village. He asked for some flexibility in the signage. Ms. Flores believes Deerfield Square looks nice, because the colors are limited. Ms. Low moved to approve the trash enclosure for the 711 Waukegan Road building as presented, adjacent to the north side of the property. The brick enclosure would have a wood cedar gate facing east as depicted on page 19 of the submittal. Mr. Moons seconded the motion. The motion did not pass on the following vote: Appearance Review Commission February 27, 2017 Page 3 of 6 AYES: None (0) NAYS: Chaitman, Dunn, Flores, Fulmer, Golub, Low, Moons (7) Mr. Moons moved to approve the proposed landscaping for 711 Waukegan Road as presented on pages 20 – 23 of the submittal with the current plantings as presented. Mr. Fulmar seconded the motion. The motion did not pass by the following vote: AYES: None (0) NAYS: Chaitman, Dunn, Flores, Fulmer, Golub, Low, Moons (7) Mr. Siavelis was asked to find a tree that could better tolerate salt exposure to replace the Swamp White Oaks. Mr. Golub moved to approve the building site plan, elevation plans and sign criteria for the 711 Deerfield Road building as presented in the submittal dated 7/19/2016 with the exception of the landscape plan and trash enclosure. Ms. Low seconded the motion. The motion passed by the following vote: AYES: Chaitman, Dunn, Flores, Fulmer, Golub, Low, Moons (7) NAYS: None (0) 2. Warehouse Woodfired Eatery & Sports Warehouse, 833 Deerfield Road – Signage Robby Cohn, President of Warehouse Woodfired Eatery & Sports, Al Frapolli, Custom Sign Consultants and Chris Siavelis with CRM Properties representing center ownership were present. The proposed wall sign will have a new black backer panel in the existing frame and white reverse channel letters. They propose having non- illuminated 2.75” high PMS 180C red letters stating Woodfired Eatery & Sports. Mr. Fulmar questioned the sign face direction on the north elevation projecting sign. Mr. Cohn likes the proposed signage. Ms. Flores expressed concern about the readability of the red letters. Mr. Cohn believes there will be enough light behind the word “Warehouse” to be readable. Ms. Chaitman moved to approve the Warehouse Woodfired Eatery & Sports wall signage on the south elevation and the blade sign on the north elevation as presented. Mr. Golub seconded the motion. Koko FitClub, 190 Waukegan Road - Ground Sign, Tenant Panel Skip Spanjer, Sales Manager with North Shore Sign was present. Mr. Spanjer explained the tenant panel sign was previously approved. They propose adding a fourth tenant panel. The proposed sign has the same color letters (Intense Blue 3630- 127) for the word FitClub as the rest of the blue on the sign. The logo Koko in PMS 1665 orange. The copy and white outline will be illuminated. Ms. Flores moved to approve the Koko FitClub tenant panel as revised 2/9/2017. The landscaping will be pruned to allow the new sign to be visible. Mr. Fulmar seconded the motion. The motion passed by the following vote: AYES: Chaitman, Dunn, Flores, Fulmer, Golub, Low, Moons (7) NAYS: None (0) 4. Hobby Lobby, 200 S. Waukegan Road – Ground Signage, Tenant Panel John Streetz with Doyle Signs was present. Mr. Streetz explained Hobby Lobby was given approval for the tenant panel sign. They propose a sign using 3M 3630-143 Poppy Red, which matches the Deerbrook sign criteria red color PMS 485. The text will be off center per the company branding standard. The sign has 13” letters with 4” of negative margin space. Ms. Low moved to approve the tenant sign panel for Hobby Lobby as presented for the ground sign located on Lake Cook Road. Mr. Golub seconded the motion. The motion passed by the following vote: AYES: Chaitman, Dunn, Flores, Fulmer, Golub, Low, Moons (7) NAYS: None (0) 5. Art Van Furniture, 120 S. Waukegan Road, Building Improvements & Wall Sign – Preliminary Review Patti Mahony, Vice President Construction Management with Mid-America Asset Management, Marc Chamberlin, Senior Architect with Ehresman Associates and Darron Green, Senior Project Manager with Art Van Furniture were present. Mr. Green presented the background of Art Van Furniture. The store will be about 42,000 square feet and will be located in the former Sports Authority space. Mr. Green explained the darker band would be made from Nichiha prefinished cement board. They also have a lighter EIFS at the top of the building. The Pure Sleep portion of the building will have blue EIFS. The store front and canopy would use the existing aluminum material. The proposed red Art Van sign would be 35’ high and 12’ above the roof deck. Mr. Green noted their logo is square, and must be stacked. He noted they propose removing the top band of EIFS and replace the existing glass with new glass. They would like dark aluminum, but have proposed clear anodized aluminum mullions to match the existing Appearance Review Commission February 27, 2017 Page 5 of 6 to remain color. Ch. Dunn summarized that the clear anodized aluminum mullions are similar to the mullions at Jewel. The commissioners discussed the proposed signage. The proposed wall sign is 294 square feet, which is about 50 square feet more than what is allowed in the Zoning Ordinance. Mr. Golub noted the Bed Bath & Beyond and Hobby Lobby signs are visible from the street. He does not believe the sign needs to be that large. The sign depth has a 12” box plus 5” letters, but the total allowed depth is 12”. The commissioners indicated if the sign box was removed, and the chair in a square sign was reversed on a natural background, the sign would not be considered as large. The wall sign would need to fit within the 245 square foot space allowed by the Ordinance. Ms. Flores would not want the sign to be 35’ high and above the roof deck. The commissioners noted the A05 proposal is much more agreeable without the Pure Sleep sign. Mr. Green will try to get the Commission’s request approved by the Art Van Furniture executive committee. The commissioners discussed the A04 sign. The commissioners would not be in favor of the requested variances. The commissioners discussed the proposed Pure Sleep Mattress sign, which is not allowed by the Village Ordinance. Ms. Spagnoli indicated some companies actually combine signage such as Baskin Robbins and Dunkin Donuts. Mr. Green indicated a second sign is very important to their branding. He believes not advertising their Pure Sleep Mattress sign would hurt their business. Ms. Spagnoli noted the Pure Sleep Mattress sign could be an internal window sign. The commissioners were not in favor of the second sign on the exterior of the building. They would favor the second sign being an internal window sign, not occupying more than 20% of the window area. The commissioners discussed the proposed materials. Ms. Chaitman expressed concern about the lack of consistency between the new Jewel building and the rest of the center. Mr. Golub noted the two material boards plus existing Bed Bath and Beyond materials are not consistent. Mr. Green noted they will be flexible. Items from the Commission The Commissioners welcomed Mr. Fulmer to the Commission. Items from the Staff Ms. Spagnoli noted the next meeting is scheduled for March 27, 2017. The commissioners indicated it is Spring Break and there would not be a quorum. The next meeting will be on March 20, 2017. Adjournment: There being no further business or discussion, Mr. Moons moved to adjourn the meeting. Mr. Fulmer seconded the motion. The motion was adjourned at 10:08 pm.
