APPROVED COPY Appearance Review Commission Meeting Minutes May 22, 2017 A meeting of the Appearance Review Commission was held on Monday, May 22, 2017 at 7:30 p.m. at the Village Hall Conference Room, 850 Waukegan Road, Deerfield, Illinois. Chairperson Lisa Dunn called the meeting to order at 7:30 p.m. Present were Beth Chaitman Lisa Dunn, Chairperson Sherry Flores Tony Fulmer Daniel Moons Absent was: Jason Golub Elizabeth Low Also Present: Jean Spagnoli, Village Planner Jeri Cotton, Secretary Public Comment: There were no public comments on non-agenda items. Document Approval Mr. Fulmer moved to approve the minutes from the May 8, 2017 Appearance Review Commission meeting. Ms. Flores seconded the motion. The motion passed unanimously on a voice vote with Ms. Chaitman abstaining. Business: 1. Golftec, 360 S. Waukegan Road – Wall Sign & Sign Panels (Ground Sign) Anthony Perna, Project Manager with Signco was present. Mr. Perna explained they would like to use all capital letters instead of upper and lower case letters. The signs would be using the same colors, but the font would change. The commissioners did not see any issues with the signs. The signs would be located in the same location as the Appearance Review Commission May 22, 2017 Page 2 of 4 existing signs. Ms. Spagnoli requested the bulbs not be visible and that there be an even distribution of light on the sign face. Mr. Moons moved to approve the Golftec signage for the wall sign and sign panels as presented. Mr. Fulmer seconded the motion. The motion passed by the following vote: AYES: Chaitman, Dunn, Flores, Fulmer, Moons (5) NAYS: None (0) 2. Chiropractic, Acupuncture & Herbal Medicine, 740 Waukegan Road – Wall Sign Chris Siavelis with CRM Properties representing Deerfield Square ownership and Ron Ottinger with Rainbow Signs were present. Mr. Siavelis explained the chiropractor that was at the location for more than 20 years passed away. The proposed sign meets the criteria for the center and the building. The backer panel would be new. The faces and returns on the letters will be Matthews Aztec gold, gloss finish and the backer panel will be Fluropon Sandstone finish. The letters will be 10” high, halo lit, reverse channel letters. Ms. Flores moved to approve the Chiropractic, Acupuncture & Herbal Medicine wall sign as presented. The sign will match the other tenants in the building. The 10” high letters will be centered within the 2’ high x 20’ high backer panel. Mr. Moons seconded the motion. The motion passed by the following vote: AYES: Chaitman, Dunn, Flores, Fulmer, Moons (5) NAYS: None (0) 3. Scout & Molly’s, 740 Waukegan Road – Wall Sign Rebecca Pesche owner of Scout & Molly’s, Leanne Tampler, VP and General Manager with The Sign Authority and Chris Siavelis with CRM Properties were present. Mr. Siavelis explained the proposed wall sign will have Aztec gold halo lit letters on a 20’ high x 2’ high backer panel. The proposed sign is compliant with the established criteria. The sign letter height will come down slightly so the spacing between the decorative buttons and the letters will not impede. Mr. Siavelis noted the backer panel would be new. The commissioners would like to see the proposed change for fast track consideration. Mr. Siavelis noted the former tenant had the highest letter at 18” high, but they were not all upper case letters. Mr. Ottinger explained the dots cannot be moved, so the maximum letter height would be 16” to avoid over-crowding. The bottom of the panel to the top of the button is 3”, which leaves 18” of visual opening with 1” of negative space before the button, the letters should be 16” high. The commissioners would like to see drawings of the proposed sign with the new size letters for fast track consideration. Appearance Review Commission May 22, 2017 Page 3 of 4 4. Domino’s, 636 Deerfield Road – Wall Sign The commissioners questioned why the proposed sign has two raceways. They also questioned why there is a blue border on the letters. The letters need to have white faces and returns. 5. Shred415, 636 Deefield Road – Wall Sign Jordan Shackelford, co-owner of Shred415 of Deerfield and Andrei Smahon with Triangle Signs and Awnings, were present. Mr. Smahon explained they are proposing a sign on the west elevation above the main entrance and one on the north elevation. The proposed sign does not have a lot of exposure. The sign will be 24” high with backlit channel letters. The logo will be PMS 158C (orange) and the letters will be white. The aluminum sign will be illuminated with white LED. Mr. Smahon indicated the illumination would be halo lit. Ms. Spagnoli explained the sign criteria for the building states, “Sign(s) shall be comprised of three dimensional, fabricated channel type individual letters, with white fronts and sides and black metal backs. The letters shall be internally lighted…”. Mr. Smahon explained they interpreted the internal illumination as halo lit. He believes it is a superior sign to the front lit signs. Mr. Moons noted each letter has a counter cut, creating a gray appearance behind the letters. Mr. Smahon explained the gray would match the beam structure. Mr. Moons recalled the sign criteria for the building included internally illuminated letters with white fronts and sides and a black back. He explained the sign criteria allowed modern signs, but kept the white letters and illumination consistent. Mr. Smahon explained the Shred415 corporate identity has halo lit signs. Ch. Dunn noted the sign criteria is very specific requiring individual channel letters and face lit signs. Ms. Flores explained the Commission would like consistency. Ms. Shackelford asked how they could get the sign approved. The commissioners explained they would request face lit letters with a black back, per the sign criteria. Mr. Smahon noted they would make the white letters face lit with white returns and a black back. Mr. Smahon explained the north facing sign would be non-illuminated sign with ½” thick letters that would be illuminated with four, black gooseneck fixtures. The sign would have 24” letters with the PMS 158C orange logo and white individual letters. Ms. Flores questioned whether there were other gooseneck fixtures on the rear of the building. Ms. Spagnoli noted fixtures have not been approved for the rear of the building. Ms. Chaitman noted the letters appear to have a brown outline. Mr. Smahon explained they would have the same background color on both signs. Ms. Flores noted other Shred415 signs show the logo as white and the 415 as orange. Mr. Smahon noted the sign criteria does not allow two color letters. Mr. Fulmer moved to approve the Shred415 sign for the west elevation as presented. Ms. Chaitman seconded the motion. The motion did not pass by the following vote: Appearance Review Commission May 22, 2017 Page 4 of 4 AYES: None (0) NAYS: Chaitman, Dunn, Flores, Fulmer, Moons (5) Mr. Moons moved to approve the Shred415 sign for the north elevation as presented. Ms. Flores seconded the motion. The motion did not pass by the following vote: AYES: None (0) NAYS: Chaitman, Dunn, Flores, Fulmer, Moons (5) The petitioner will submit revised drawings for both signs for fast track consideration. Items from the Commission The commissioners believe Mr. Berger did a very good job on the 636 Deerfield Road building. Items from Staff Ms. Spagnoli presented for fast track consideration the outdoor furniture for the Subway in Deerbrook. Ch. Dunn noted Mr. Shah proposed an outdoor seating area with eight round 38” diameter tables with 30 chairs. Ms. Chaitman moved to approve the black tables and black chairs as submitted for the outdoor seating for Deerbrook Subway. Ms. Flores seconded the motion. The motion passed by the following vote: AYES: Chaitman, Dunn, Flores, Fulmer, Moons (5) NAYS: None (0) Adjournment: There being no further business or discussion, Mr. Moons moved to adjourn the meeting. Mr. Fulmer seconded the motion. The motion passed unanimously on a voice vote. The meeting was adjourned at 8:26 pm.
