Meeting Minutes May 9, 2017
Members of the Commission assembled at 6:30 p.m. on the Deerfield Cemetery
grounds located at 570 Waukegan Road prior to the start of the regular scheduled
meeting. The main focus was to inspect the grounds for any issues that might need to
be addressed and corrected before the Memorial Day service.
A meeting of the Deerfield Cemetery Commission was held on Tuesday May 9, 2017 at
7:00 p.m. in the Village Hall Community Conference Room at 850 Waukegan Road,
Deerfield, Illinois.

Public Comment:
There was no public comment.
Document Approval:
Mr. Meintzer moved to approve the minutes from the September 27, 2016 Cemetery
Commission meeting. Mr. Cramer seconded the motion. The motion passed
unanimously.
Business:
1. Review observations made at the cemetery grounds.
Ms. Spagnoli presented a proposal to repair 3 markers from Jay Kornick of Sure-
Set Monument Service. The commission agreed that the repairs should be done
with an amendment that Mr. Kornick do a visual inspection of other markers while
he is repairing these three. Chairman Grossman also suggested the possibility of
him to do a yearly inspection.
2. 630 Central Avenue, site improvements.
The home that was on the property has been torn down. Ms. Spagnoli presented
plans prepared by GHA Engineers for the proposed parking lot. There will be a
30 foot buffer between the cemetery and the parking lot asphalt. The buffer will
include landscaping featuring a butterfly garden and possible seating. An arborist
has evaluated the trees and found most of them are not in good shape and will
probably have to be removed. Olson Landscape Architecture is working on a
landscape proposal for the area. There is also a proposal to add a gate for
access to the cemetery grounds from the parking lot.
Mr. Cramer asked if there was access on the north side of the parking lot to the
alley. At this time it is a depressed curb and is accessible if needed. A
discussion started about the alley being very restrictive for vehicles as it is quite
narrow. Possible solutions could be to block off the alley or vacate it. Some
questions arose as to whether emergency vehicles need the alley to get to
another property or if machinery used to maintain the cemetery would need to
use the alley for parking and or staging equipment while working. Ms. Spagnoli
will contact members of the Cemetery Commission when the municipal parking
lot is on the Plan Commission agenda for a public hearing.
Ms. Spagnoli gave some details about the suggested lighting to be used that
would be the same style as our other Municipal lots. The proposed Prairie style
fixture is more decorative than commercial roadway lighting. The proposed light
pole will be approximately 14ft. high with lower light intensity as it is in a
residential area of the village. A water spigot is also being looked into as a
convenience to care for the landscaping.
3. Deerfield Cemetery website, usage/hits
The usage data pulled from September 2016 was from an incorrect source. The
GIS employee has apologized and given correct usage counts. From January to
December 2016 there were a total of 689 hits and from January to April 30, 2017
having 105 hits.
4. State of Illinois, Cemetery License
A renewal application was mailed to the State of Illinois on September 28, 2016.
To date neither Ms. Spagnoli nor Village Manager, Kent Street have heard back
on the renewal. Chairman Grossman gave Ms. Spagnoli contact information for
the Deputy Director of Cemetery Oversite to check on the status.
5. Next meeting date

Chairman Grossman requested that the commission be kept up to date on
developments at 630 Central Avenue so that a representative of the Cemetery
Commission may attend any public hearings that might affect the surrounding area.
Dawn Rummel of Moore Landscapes was contacted by Ms. Spagnoli to remind her
employees that tend to the cemetery upkeep to be respectful of the grounds and use
care around the markers and headstones.
