VILLAGE OF DEERFIELD
The Plan Commission of the Village of Deerfield held a Public Hearing at 7:30 P.M. on
January 8, 2015 at the Village Hall, 850 Waukegan Road, Deerfield, Illinois.
Chairman Pro Tem Oppenheim called the meeting to order.

Public Comment on a Non-Agenda Item
There was no public comment.
Public Hearing on the request for a Special Use for Hobby Lobby retail store with a
gross floor area over 30,000 square feet located in the Deerbrook Shopping Center
Planned Unit Development (former Best Buy space) Continued from December 11,
2015 at the request of the applicants.
Mid-America Asset Management, Inc., representing Deerbrook Mall ownership
submitted proof of notification at the December 11, 2014 meeting. Proof of Publication:
November 20, 2014 in the Deerfield Review
Ron Barrick, Regional Project Manager, Hobby Lobby, outlined the details of the
proposal. He noted that they redesigned their building vestibule at the east elevation
since the workshop meeting. The new vestibule is partially recessed into the building
allowing the sidewalk to be maintained and increasing the sidewalk area at the main
(east) entrance. Customers will enter through main store entryway at the east entrance.
This was a change from customers entering through the north and south sides of the
vestibule which was proposed during the workshop meeting. Mr. Barrick also
referenced the material sample board for the Commissioners to review. He noted that
they propose to match the color of the brick columns on their building elevation with the
existing brick columns on the building structure.

Chairman Pro Tem Oppenheim clarified that the only change since the workshop
meeting was shrinking the design of the vestibule to increase the size of the sidewalk.
Mr. Barrick confirmed that they did reduce the vestibule to keep a wider sidewalk in front
of the east building elevation. Chairman Pro Tem Oppenheim asked if the existing
planters will remain. Mr. Barrick commented that he was told that the property manager
will be putting planters in the front of the building to match the existing planters
throughout the shopping center. Chairman Pro Tem clarified that the petitioners intend
to reconfigure the building envelope to unify the façade with the rest of the center and
which includes removing the unique characteristics of the Best Buy façade. Mr. Barrick
confirmed this statement.
Chairman Pro Tem confirmed with staff that the petitioner is seeking a height variation
for the east elevation wall sign so that it is centered both horizontally and vertically in
the sign band. She noted that the Appearance Review Commission commented that
this variation was warranted. Chairman Pro Tem Oppenheim also commented that the
petitioner is seeking a waiver of the sign criteria for the Deerbrook Shopping Center as
orange is not one of the approved sign colors for the shopping center. Mr. Ryckaert
commented that the petitioner is seeking a special use as the retail store is over 30,000
square feet in the C-2, Outlying Commercial District. A discussion ensued regarding the
previously granted parking variation for Deerbrook Shopping Center and it was
concluded that the proposed Hobby Lobby store will meet the parking requirements of
the Deerbrook Shopping Center.
Commissioner Berg motioned to close the Public Hearing and Commissioner Bromberg
seconded the motion.

(1a) Discussion of Special Use for Hobby Lobby in Deerbrook Shopping Center
Commissioner Jacoby asked to view the building material sample board. A discussion
ensued about the brick columns on the building facade that the petitioner will be
matching in color to match the existing brick columns on either side of the Hobby Lobby
space. Commissioner Shayman asked if there were any changes to the rear (west)
elevation. Mr. Barrick noted that they will be removing some rear doors and the area
will be replaced with brick infill to match the building.
Chairman Pro Tem Oppenheim pointed out and appreciated the email submitted by the
petitioner explaining the rationale behind why the petitioner was not able to address
some of the suggestions recommended by the Appearance Review Commission. She
noted that the email explained that the petitioner was not able to follow through with
some of the suggestions from the ARC because it was not practical due to the building
structure and layout.
Commissioner Bromberg motioned to approve the request for a Special Use for Hobby
Lobby retail store with a gross floor area over 30,000 square feet located in the
Deerbrook Shopping Center Planned Unit Development (former Best Buy space) and to
approve the east wall sign height variation and grant a waiver from for the Deerbrook
Shopping Center Sign Criteria for the orange color of the wall signs. Commissioner
Berg seconded the motion. The vote was as follows:

February 2, 2014.
