APPROVED PLAN COMMISSION VILLAGE OF DEERFIELD The Plan Commission of the Village of Deerfield held a Workshop Meeting at 7:30 P.M. on January 22, 2015 at the Village Hall, 850 Waukegan Road, Deerfield, Illinois. Chairman Shapiro called the meeting to order. Present were: Dan Shapiro, Chairman Alan Bromberg Mary Oppenheim Stuart Shayman Absent: Larry Berg Elaine Jacoby Jim Moyer Also present: Jeff Ryckaert, Principal Planner Dan Nakahara, Associate Planner Public Comment on a Non-Agenda Item Andrew Marwick, 442 Kelburn Road, commented on the issues of density and land use regarding Deerbrook Shopping Center and Deerbrook Park Plaza. Mr. Marwick would like to see this area redeveloped as Transit Oriented Development (TOD). Mr. Marwick referenced other areas in the country that have similar TOD developments. (1a) Discussion of Residential Planned Unit Development (PUD) to Allow Redevelopment of 824 and 836 Chestnut Street properties with Townhomes (Jacobs Homes) This item has been continued to February 12, 2015 at the petitioner’s request (2) Prefiling Conference: Proposed Resubivision of 1555 Wilmot Road (Michael Stone Group) Terry Franke, 1555 Wilmot Road, longtime resident of Deerfield explained the rationale for selling his property to the Michael Stone Group for resubdivision. Mr. Franke commented that when his father purchased the property many years ago, his father envisioned the property being subdivided. Ryan Johnston, 316 Landis Lane, Principal, Michael Stone Group, presented the existing lot dimensions of the corner lot at 1555 Wilmot Road. The lot is at the southeast corner of Wilmot Road and North Avenue. The proposal will raze an existing structure located in the middle of the property and resubdivide the lot into two 75’X150 interior lots and a 100’X150’ corner lot. The new lots would face North Avenue. Workshop Meeting January 22, 2015 Page 2 The existing property has trees wrapping the corner along Wilmot Road with much of the landscaping being buckthorn. The proposal will keep the trees at the corner but remove the buckthorn. The proposal will connect storm sewers at the south end of the proposed lots to Wilmot Road. Lot 2 will be augured to cause the least damage to the existing trees. Sanitary sewer and water connections will be at North Avenue. Mr. Johnstone noted that the interior lots will be able to accommodate a home up to a maximum 4,500 square feet including garages as indicated in the submitted material. The corner lot will be able to accommodate a home up to a maximum 5,900 square feet with a garage. Chairman Shapiro asked the petitioner if they intend to put in a sidewalk. Mr. Johnstone commented that preliminary discussions with Village Engineers did not indicate that sidewalks were required. Existing sidewalks will remain on Wilmot Road. There are no existing sidewalks on North Avenue. Mr. Ryckaert explained that sidewalks are required for a resubdivision but in past applications if there are no existing sidewalks, the requirement can be waived by the Village. Commissioner Oppenheim pointed out that besides the sidewalk waiver; the proposed lots comply with the Subdivision Code. Commissioner Shayman asked how the storm water sewer line serving the three proposed lots will be maintained. Doug White, Greengard Engineering, noted that they will be proposing 12” storm water sewer lines along the south property line and each lot will have its own detention running north on the property. The 12” storm water sewer line is being proposed at a 2% slope which will push water and debris through the line. Mr. Ryckaert noted that typically storm water sewer lines on private property are not maintained by the Village but once it comes out to the right-of-way on Wilmot Road it does become the responsibility of the Village. The same would hold true for the sanitary sewer and water lines at the north property line. Mr. Ryckaert wanted to verify if the petitioner has been working with the Village Engineering Department. Mr. Johnstone confirmed that they have been with working with staff engineers. Mr. Shayman asked the petitioner how the storm water sewer line will be maintained if the line crosses another property. Mr. Johnstone noted that he will look into the question and have an answer for the public hearing. Chairman Shapiro stated that this should be researched for the pubic hearing. Chairman Oppenheim asked if most of the tree removal will be scrub trees. Mr. Johnstone noted that a vast majority of the trees are scrub trees. He continued that only 7 oak trees will be removed with quality ratings of 3’s and 4’s. Mr. Johnstone confirmed that they will mitigate the total inches lost. The Commission would like to see the trees that will be removed and the number of inches that will be mitigated for the public hearing. Chairman Shapiro favored a waiver for the sidewalk requirement. Commissioner Oppenheim asked if there was any communication with the neighbors. Mr. Johnstone stated that as the process moves along he will personally talk to the neighbors and Workshop Meeting January 22, 2015 Page 3 deliver the notification letters along with sending certified letters. A brief discussion ensued about the adjacent properties to the south. Commissioner Shayman is concerned about the proposed Lot 1 being adjacent to the front yard of the south property. This will petition will be on the agenda for a Public Hearing on Thursday, February 26, 2015. Document Approval The Commission approved the January 8, 2015 meeting minutes and the Hobby Lobby Recommendation. There being no other business the meeting adjourned.
