VILLAGE OF DEERFIELD
The Plan Commission of the Village of Deerfield held a Public Hearing Meeting at 7:30
P.M. on October 8, 2015 at the Village Hall, 850 Waukegan Road, Deerfield, Illinois.
Chairperson Oppenheim called the meeting to order.

Public Comment on a Non-Agenda Item
Andrew Marwick, 442 Kelburn Road, commented that Deerbrook Shopping Center and
Deerfield Park Plaza are functionally obsolete and felt that the shopping centers should
be replaced with a transit oriented development district over this area. Mr. Marwick
does not believe that the current use of the land for these centers are not the highest
and best use. Mr. Marwick went into detail why he feels this way. He pointed to the
early success of the Woodview and AMLI apartment complex developments despite
being farther away from the metra stations. He feels that there is a great demand for
transit oriented residential development in this area that is not being addressed in
Deerbrook’s plan.
1. Continued Pubic Hearing to Amend the Commercial Planned Unit Development for
Deerbrook Shopping Center to Allow the Renovations for the Proposed Jewel-Osco
Store and Outlot Buildings E & F, Amend the Jewel-Osco Special Use and a Text
Amendment in the C-2 Outlying Commercial District for a Pharmacy Drive-Thru at
the Proposed Jewel-Osco store.
Moriah Digrino, attorney, DLA Piper, representing Gateway Fairview, owner of
Deerbrook Shopping Center. Ms. Digrino recapped that at the September 24th public
hearing they proposed a site plan which aligned a drive aisle to the north cross access
easement to allow traffic to flow more freely and efficiently. The feedback from the Plan
Commission and their neighbor was not positive because of the traffic volume issue.
The petitioner is now proposing a site plan which eliminates traffic by allowing
westbound only traffic at the north cross access easement. This proposed plan
maintains the alignment of the drive aisle in the Deerbrook Shopping center to north
cross access easement but takes traffic down to one-way westbound only traffic at the

cross access. Ms. Digrino commented that they are willing to install appropriate
signage in the Deerfield Park Plaza property to discourage drivers from entering the
Deerfield Park Plaza property to access Deerbrook Shopping Center. Ms. Digrino
commented that this site plan was proposed to Deerfield Park Plaza ownership and they
were dissatisfied with this proposed plan. The petitioner is requesting that the Plan
Commission vote on either of these plans (submitted for October 8th continued public
hearing or a plan that does not propose any changes to the cross access point
(submitted for September 24 public hearing) because they need to move forward with a
plan for the proposed Jewel renovation and the outlot buildings. Ms. Digrino then
presented a new site plan which maintained the current circuitous route to the north
cross access easement with no changes to the cross access point.
Chairperson Oppenheim asked how the proposed site plan handles truck traffic. Ms.
Digrino commented that truck traffic does not use the cross access easement and this
would not change. Ms. Digrino noted that the cross access easement only allows for
passenger vehicles which would not encompass loading trucks. Chairperson
Oppenheim asked the petitioner if there were any other changes. Dick Spinel
commented that they would like a win-win situation for everyone and hopes their
neighbor will like one of their solutions. Mr. Spinel clarified that if their neighbor does
not want any of the proposed site plans then Deerbrook would request for the Plan
Commission to vote on a site plan with no changes to the north cross access easement.
Chairperson Oppenheim commented that the petitioner has made two changes to
ameliorate the problem for the neighboring property. She asked the petitioner if they
would be willing to keep the new site plan with the two changes being: 1) the one-way
westbound traffic only at the cross access, and 2) dual left turns at the Deerfield Park
Plaza intersection. Mr. Spinel stated that they would be willing to provide these
changes.
Commissioner Benton commented that the truck loading for the proposed Jewel store
will have trucks facing north and suggested that the direction be reversed for better
traffic flow. Peter Theodore, architect, liked the suggestion and appreciated the
comment. He noted that they are still in the planning stages and will talk with their
transportation department about making this change.
David Dresdner, Mosaic Properties, noted that the most recent site plan presented
tonight was the first time he has seen this site plan and commented that he will be
commenting on the site plan that was submitted a week ago from the petitioner for this
meeting. The site plan that Mr. Dresdner was referring allowed westbound only traffic
from Deerbrook Shopping Center. Mr. Dresdner recapped that they have submitted
material in opposition to the petitioners plans including memos from their attorneys and
traffic engineers and their position remain the same with regards to the site plan
submitted last week. He noted that this proposed site plan allowing westbound only
traffic somewhat mitigates left turn lanes into Deerfield Park Plaza and will help to
eliminate some inbound traffic which is good, but this was not their primary concern.
Mr. Dresdner noted that their primary concern is the traffic congestion pinch points in

their center and the internal traffic flow. Mr. Dresdner displayed an image which
showed the vehicular traffic stacking to exit Deerfield Park Plaza and the internal traffic
congestion at four primary pinch points in their shopping center. He stated that the
petitioner’s plan to allow only westbound traffic at the north cross access does nothing
to alleviate their primary concern of mitigating their internal traffic congestion at their
pinch points for vehicles exiting their shopping center. This traffic issue that is being
raised is one that Deerfield Park Plaza’s tenants are complaining about as well and one
that is extremely detrimental to the operation of their center. Mr. Dresdner commented
that any plan that does not address these internal traffic issues is problematic to their
shopping center. For this reason, Deerfield Park Plaza cannot support the petitioner’s
plan that allows for westbound only traffic at the north cross access easement.
Commissioner Shayman asked if there was a stop sign on the east side of the PNC
Bank internal access drive. Mr. Dresdner noted that there was a stop sign on the east
side of the drive but vehicles still stack and tend to block that access drive. A
discussion ensued on the petitioner’s proposal to widen the south portion of their
intersection to allow dual left turns out of their center. Mr. Dresdner commented that in
order to widen those egress lanes they would have to modify the current ground lease
they have with PNC Bank. He added that they know with great certainty that PNC Bank
will not want to do modify their ground lease. Mr. Dresdner noted that dual left turns out
will add approximately 7 more vehicles to stack at the intersection and does not
adequately address their traffic issues and even if they (Deerfield Park Plaza) wanted to
make this modification, they do not have the right to do so because of the current
ground lease with PNC Bank.
Chairperson Oppenheim asked if the dual left turn lanes could be accomplished by
eliminating one of the inbound lanes into their center and moving the median to the
west. She added that this would keep one inbound lane and provide three outbound
lanes without changing the physical lane width of the south portion of the intersection.
Mr. Dresdner does not know if this would be allowed and would have to consult a traffic
engineer. Chairperson Oppenheim added that the petitioner’s plans which allows for
westbound only traffic at the north cross access eliminates any eastbound traffic going
into Deerbrook Shopping Center. Mr. Dresdner commented that allowing for this type of
modification would eliminate an inbound lane to accommodate Deerbrook Shopping
Center. Mr. Dresdner stated that the easements are not working as they were intended.
He noted the Board minutes from which the ordinance was passed saying that the
easement was intended for limited use, cross shopping traffic but what is being
requested is a means for Deerbrook Shopping Center to have ingress and egress for
their own purposes. He added that Deerbrook Shopping Center has no right to making
the north cross access a one way easement without their permission.
Mr. Dresdner referenced two examples of area grocery stores that operate with limited
ingress/egress (right-in, right out) on one of their roadways. The two examples was the
Jewel-Osco at Lake Avenue and Patriot Boulevard in Glenview and Marianos located at
Willow Road and Saunders Road in Northbrook. Mr. Dresdner noted that the

petitioner’s plan provides convenience for their customers at their detriment. He
reiterated that the largest issue is that the north cross access easement is not currently
used as it was agreed upon and designed (cross shopping) and instead being used as a
main artery for Deerbrook Shopping Center. Mr. Dresdner stated that they are prepared
to do what they have to do to correct the easement. He feels that the standards for the
special use have not been met and the best solution would be to close the easements
or create a plan where the easements are only allowed to serve as they were intended.
He added that they have proposed an alternative plan to closing the cross access which
keeps the north cross access fully opened and directs traffic around the rear center and
allows for egress only at the south cross access. Chairperson Oppenheim asked about
truck traffic and Mr. Dresdner noted that the route would take vehicles around the rear
of their center. He would rather not focus on this alternative solution but focus on
closing the cross access point or come up with a solution that will utilize the cross
access for its intended purpose. Mr. Dresdner commented that none of the plans that
have been submitted has to do with cross shopping but maximizes Deerbrook Shopping
Center traffic flow and convenience for their customers. Based on the examples that he
has shown he believes that Jewel can be successful with full access on Waukegan
Road and limited access on Lake Cook Road.
Mr. Spinel commented that they are here to come up with a compromise and some
movement to get to their customers to get to the Deerfield Park Plaza signalized
intersection and head west. He believes that they have come up with several solutions
and compromises. If he is hearing Deerfield Park Plaza correctly, other than closing the
cross access points, there is nothing they are willing to agree to. If this is the case, Mr.
Spinel would like to have the Plan Commission vote to keep the property as it currently
exists. Chairperson Oppenheim asked if there is some type of signage that can be
used in the parking lot to remind customers to exit on the Waukegan Road exits. She
added that the improvements to Lake Cook Road provided for the dual left turns from
Waukegan Road going north onto Lake Cook Road which makes it function more
efficiently for vehicles going west on Lake Cook Road. Mr. Spinel expressed that they
are willing to encourage and inform customers of exiting their shopping center and feels
that they have demonstrated this in their plans. Mr. Spinel stated that closing north
cross access to go west is not an option for them.
2. Public Hearing: Proposed Amendment to the Special Use for the Deerfield-
Bannockburn Fire Protection District to Allow a Complete Re-Roof at 500 Waukegan
Road
The legal notice was published in the Deerfield Review was on September 17, 2015 and
the petitioner provided proof of notification.
Fire Chief Ian Kazian, Deerfield-Bannockburn Fire Protection District, with Jake Davis,
architect, DLR Group, commented that they have updated their elevation drawings in
their plans from feedback from the prefiling conference meeting and have notified the
neighbors about their proposed plan. They have not heard any feedback from the

neighbors regarding their petition. Chairperson Oppenheim commended the petitioner
on the changes made to their submitted material stating that the roof design is
complicated and they have presented it in an easy to understand booklet. Chief Kazian
provided roof material samples for the Plan Commission. Mr. Davis noted that the roof
material gauge has not been determined at this point but will be either 22 or 24 gauge
material. Chairperson Oppenheim asked the petitioner is there were any changes to
the plan since the prefiling conference meeting. The petitioner did not have any
changes since the prefiling conference meeting.
(3) Public Hearing: Special Use for Verizon Antennas to be Located on the Village
Water Tower at 700 Kates Road (Village of Deerfield)
Andrew Lichterman, Assistant to the Village Manager, Village of Deerfield, explained
that Verizon Wireless is proposing to install antenna facilities on the Kates Road water
tower, a Village owned property. Mr. Lichterman explained T-Mobile has had antennas
on this water tower since 2007 and adding Verizon antennas is in line with the Village’s
goals for collocating on a Village structure.
Mr. Lichterman commented that the The Cable and Telecommunications Commission
began reviewing this proposal in August of 2014 going through a lengthy due diligence
process. The Commission verified the need for the Verizon antennas and ultimately
made a favorable recommendation to the Village Board to accept the Verizon tentative
lease terms and the lease agreement. The lease agreement is subject to the land use
approval and the reason the Village and Verizon is here before the Plan Commission.
He added that at the July 23, 2015 prefiling conference meeting, the Plan Commission
recommended that they get in touch with Coromandel residents on this proposal. The
petitioner did get in touch with Coromandel representatives and they responded that
they did not need a special meeting and that the public hearing would suffice as a forum
for their residents to discuss this proposal. Mr. Lichterman noted that they did receive
phone inquiries from Coromandel residents because of the public sign and once the
residents found out that this was about antennas on the water tower the residents did
not have concerns.
Mr. Lichterman clarified the wording and reasoning of a point on page 9 and page 5 of
the Verizon Compliance Report that Verizon will be in compliance with all FCC
regulations.
Arthur Chavez, Site Acquisition Manager, Creospan, representing Verizon, reiterated
that they are proposing six antennas at the 80’ level with ancillary equipment, ground
shelter and ground radios. He noted that the water tower is an existing structure and it
will take approximately 60 days to build and install the antennas. He added that the
installation should not be intrusive.
Mr. Chavez realizes that this is a sensitive site being a water tower and realizes the
security measures that will be required both during construction and during the ongoing

periodic maintenance of the antennas. Chairperson Oppenheim asked about the
setback variation that the petitioner is seeking. Mr. Ryckaert commented that the
petitioner mistakenly classified the use as a Disguised Support Structure (DSS) in their
materials rather than a Lesser Impact Facility (LIF). He added that the proposal meets
all of the requirements of a LIF.
Commissioner Benton asked what happens with the equipment when the water tower is
repainted periodically. Mr. Chavez noted that when the water tower is being repainted
they will remove the antennas and place the antennas on a temporary structure during
the repainting. Commissioner Benton asked when the construction would take place.
Mr. Chavez anticipates construction to take place next year and after the public
approval process is complete. Commissioner Benton noted that the Kates Bridge is
scheduled for reconstruction in 2017 as is the repainting of the water tower.
Chairperson Oppenheim commented that the bridge project and repainting the water
tower will take good coordination on the Village’s part.
There being no further business to discuss a motion was made and seconded to close
the public hearing.

(1a) Discussion of Amendment to a Commercial Planned Unit Development to Permit
Renovations to Deerbrook Shopping Center; Allow a Special Use Amendment for
the Proposed Jewel-Osco Store; and a Text Amendment in the C-2 Outlying
Commercial District to Permit a Pharmacy Drive-Thru
Chairperson Oppenheim noted that the petition being discussed is the renovations to
the proposed Jewel-Osco store and the two outlot buildings. She commented that the
feeling that she received from the original public hearing discussion is that the Plan
Commission does not have any issues with this petition in any of the areas other than
the cross access easement and the traffic. The Plan Commission agreed and did not
see a need to discuss the other aspects of the plan other than the cross access
easement and the traffic concerns.
Chairperson Oppenheim noted that the cross access easement was entered into by
both parties and as the easement language indicates, any changes to this easement
must be agreed upon by both parties. Commissioner Berg asked if the Village is part of
the agreement. Chairperson Oppenheim noted that the Village facilitated the
agreement but as she understands it, the Village does not have a vote in this
agreement. Ms. Digrino clarified that the Village has to agree with any decisions to the
agreement. Chairperson Oppenheim agreed but commented that the Village cannot
initiate any changes, the changes have to be agreed upon by both parties; Deerbrook
Shopping Center and Deerfield Park Plaza and the Village can support them.
Chairperson Oppenheim noted that the Plan Commission has received all of the
information from both parties, and has reviewed the cross access easement agreement
as well as the minutes and notes that led up to the easement agreement. She does

have some issues with statements that were made about the function of the easement.
She commented that not only was it meant to function for cross shopping between the
centers, it was expressly meant to function to keep traffic off of the main roads and
within the internal roads of the two shopping centers as spelled out in the agreement.
The proposal that is being considered by the petitioner suggest changes to the north
cross access easement to make it one-way only for westbound traffic and no longer
would traffic be able to enter Deerbrook Shopping Center at this cross access point
from Deerfield Park Plaza. Chairperson Oppenheim noted that this makes a lot of
sense since there are two entrances into Deerbrook Shopping Center off of Lake Cook
Road. She also recapped that the petitioner is willing to make modifications to the
entrance into Deerfield Park Plaza to enable it to have more cars able to turn west with
dual left turns out of that shopping center. Commissioner Bromberg didn’t think that the
modifications to Deerfield Park Plaza could be discussed, debated or voted upon since
the owners of Deerfield Park Plaza are not interested in these modifications. He added
that the Plan Commission cannot force them to make these changes on their property.
Chairperson Oppenheim noted that they cannot force Deerfield Park Plaza to make the
changes but she thought that voting on a plan with no changes to the cross access was
not in the best interest of Deerfield Park Plaza. Commissioner Benton commented that
both shopping centers agree, as does this Commission, that the financial health of this
corner is important to all of the parties involved as well as the Village. It is important to
keep in mind that both shopping centers as well as the Village is interested in improving
this situation and it is important to everyone. Chairperson Oppenheim noted that this
Commission and the Board would love to see Deerbrook renovated and the Jewel
revitalized and she doesn’t want the sympathy or empathy that they feel for Deerfield
Park Plaza to be misconstrued in any way that they don’t want the development to take
place at Deerbrook. She stated that this is a difficult decision. She would hate to see a
development take place with no relief being offered to the neighboring shopping center
so she feels that the Plan Commission recommend what the relief should be offered
even though the changes cannot be enforced to the neighboring property or the cross
access easement agreement. This type of recommendation would be the Plan
Commission’s preference on what they feel would be the most successful way that this
would be a win-win situation for everyone to make this safe, efficient and make this
development work.
Commissioner Jacoby asked if there could be a motion to recommend approval with
westbound only traffic at the cross access and a suggestion for changing the south
portion of the Deerfield Park Plaza intersection. Chairperson Oppenheim confirmed that
there could be a vote on the recommendation with the Plan Commission’s preference to
change the north cross access and modifications to the Deerfield Park Plaza
intersection to allow for dual left turns. Ms. Digrino clarified that Deerfield Park Plaza
would have to agree to both of those modifications to implement those changes.
Commissioner Shayman clarified that the site plan presented by the petitioner this
evening takes into account no changes to the north cross access. Chairperson

Oppenheim noted that the site plan presented for this continued public hearing
contemplates westbound only traffic at the cross access.
Ms. Digrino clarified one option was the site plan that was presented at the September
24th public hearing which aligned the Deerbrook drive aisle with the cross access
easement and two-way traffic at the cross easement. Another option is the narrowing
the cross access to allow for one-way westbound only vehicular traffic presented for the
October 8th public hearing, and the third option is no changes to the current situation but
proceeding with a plan to renovate the Jewel-Osco store. Commissioner Oppenheim
reiterated that a vote could be made on a recommendation with the Commission’s
preference for one-way only westbound traffic at the cross access and modifications to
the Deerfield Park Plaza intersection to allow for dual left turns onto Lake Cook Road.
Commissioner Berg commented that the Plan Commission would be voting on a plan
that would be voidable. A discussion ensued on voting on a plan that may not be
implemented. Chairperson Oppenheim commented that this is a recommendation and
not final approval. Mr. Dresdner stated that the detriments of this petition outweigh the
benefits and keeping the easement open will cause Deerfield Park Plaza to lose tenants
because of the worsening traffic situation and that this was not the purpose of the
easement. He added that they will tie this petition up in court on the merits of the
easement agreement. Chairperson Oppenheim noted that the Plan Commission cannot
make recommendations based on threats. Mr. Dresdner believes that there other
changes that the petitioner can make.
Chairperson Oppenheim realizes the difficulty of voting on this recommendation but
they do have a petition being proposed for a renovation and redevelopment that is very
important to the Village and the community. She has repeatedly commented that the
Plan Commission does not want this to take place to benefit one business at the
expense of another business. She has hoped that this petition could be palpable and
can benefit and enable Deerbrook to do their renovation and not be harmful to the
neighboring property. She is looking at the proposals and the changes to the cross
access and has hope that this will, in fact, improve the situation to the point that it is not
pejorative to the neighboring property. She pointed out that the cross access has been
a goal of the Village for years, the Village has worked very hard to get the access, it is
part of the comprehensive plan and she does not see a point in talking about closing the
cross access.
Commissioner Bromberg commented that when there is a controversial issue they do
fall back on the (special use) criteria and in this case he felt that two of the standards
were pertinent in not being met; #3 pertaining to traffic and #5 pertaining to the effect on
the neighborhood. He added that to approve this petition the Plan Commission has to
find that the special use is not significantly or materially detrimental or injurious to the
other property nor will it diminish or impair their property values. Based on the special
use standards, Commissioner Bromberg does not see this as a difficult decision and
unfortunately he does not see a way that the Plan Commission can recommend this
petition. He feels that the petition does not meet the criteria of the special use.

Commissioner Bromberg agrees with the owners of Deerfield Park Plaza that the cross
access easement is not acting in the way that it was intended when it was created. He
added that the easement was not meant to be a means for ingress and egress and it is
clearly being used that way. Commissioner Bromberg also noted that both parties have
agreed that the traffic will be worse by the special use.
Commissioner Berg is disappointed in Deerbrook Shopping Center that they cannot find
a way to make this work without making this injurious to the neighboring property.
Commissioner Berg referenced one of the grocery store examples without direct access
that Deerfield Park Plaza pointed out and he cannot understand why this cannot work
here. Commissioner Berg stated that as much as he would like to see the new Jewel
store and have Deerbrook be successful he is bound by the special use criteria. He
feels that two or three of the special use criteria is not being met specifically pertaining
to not having an adverse on neighboring properties; the drive aisle will not be laid out to
prevent nuisances and hazards; and lastly that the special use will not be detrimental or
injurious to the neighboring property. He would impose on Deerbrook and Deerfield
Park Plaza to find a solution to make this work so it will meet the special use
requirements. He would like to support this development which he feels is very
important to the community but it has to meet the special use criteria to get his vote.
Commissioner Benton noted that the Plan Commission is making a recommendation
and this is not an approval. The recommendation guides the Board and their decision
on approval. He believes there have been genuine efforts to make this petition work –
one of them being the elimination of ingress into the Deerfield Park Plaza property to
get to Deerbrook and the redesign of having dual left turns will materially assist the
development as well. He would like both changes in the recommendation and would
like to see this work.
Commissioner Jacoby agrees with Commissioner Benton. She believes there is not an
easy solution. She feels that the Plan Commission should make a recommendation.
She disagrees with Commissioner Berg that a renovated Jewel store will be detrimental
or injurious to the neighborhood nor will it diminish property values in the surrounding
areas. She sees Commissioner Berg’s point on traffic and for that reason she likes the
recommendation with a westbound only traffic at the cross access and dual left turn
lanes onto Lake Cook Road.
Commissioner Moyer feels that even if the cross access were to be closed, the dual left
turns should be implemented at the Deerfield Park Plaza intersection. He commented
that both centers are in the retail business and they will feed off of each other and that
they need to work together on this. He is inclined to recommend the westbound only
traffic at the north cross access and modify the intersection at Deerfield Park Plaza.
Commissioner Shayman is in agreement with Commissioner Jacoby and Commissioner
Moyer. He views that the special use has not changed since there is an existing
grocery store in virtually the same location where the new grocery store will be built. He

does not see a real change in the property. He does see the traffic as the issue and
ideally the dual left turn lanes at the Deerfield Park Plaza intersection would help with
the traffic heading west and egress on Lake Cook Road. Otherwise he can see the
access being unchanged and left as it is.
Chairperson Oppenheim noted that she is sympathetic to Deerfield Park Plaza and
commented that one of the points raised tonight by Deerfield Park Plaza is that they
didn’t want to have to come back to these meetings each time Deerbrook Shopping
Center has a redevelopment plan. She noted that the cross access was set up 10
years ago and realizes that there are issues with it and hopes that Deerfield Park Plaza
can find a way to agree on the suggested changes to improve the situation so it will not
need more improvements. If the changes were to be implemented and the
improvements don’t solve the problems, each redevelopment plan that Deerbrook
proposes will have to come back to be reevaluated. This Plan Commission will continue
to look at the effects of future proposals. Chairperson Oppenheim does feel that the
two suggested changes to the cross access will improve the situation of traffic going
through Deerfield Park Plaza. She also hopes the developers of Deerbrook will take the
Commission’s recommendations to heart and make an effort to direct traffic onto
Waukegan Road and encourage drivers to use the other entrances on Waukegan Road.
Chairperson Oppenheim noted that Deerbrook has 4 entrances on Waukegan Road.
She feels that to minimize any impact on the neighboring property, she would
recommend a plan with the two changes. She reminded that this is a recommendation
to the Village Board. It is her sincere hope that there be some movement with the
parties involved that they will be able to come to some kind of agreement or the Village
can do something to get them to meet to effect these changes.
Ms. Digrino added that they need a plan that they can move forward with and
implement. She asked if the plan that is voted upon be that which includes no changes
to the cross access, but to include in the recommendation a suggestion, if Deerfield
Park Plaza agrees to it, for the westbound only traffic at the cross access and dual left
turns at the intersection. Chairperson Oppenheim stated that this is a recommendation
and the Board can reformulate the recommendation. She added that the Plan
Commission recommendation does not give the petitioner the permission to implement
the plan, but the Board’s approval of a plan will give that permission. Ms. Digrino would
like to make sure the plan being voted upon is one that can be implemented. Mr.
Blitzstein feels that the petitioner will go ahead with their development whether or not
they have the cross access. Mr. Blitzstein likened this situation to the Jewel Osco store
on Patriot Boulevard and Lake Street.
Commissioner Benton motioned to Amend the Commercial Planned Unit Development
for Deerbrook Shopping Center to Allow the Renovations for the Proposed Jewel-Osco
Store and Outlot Buildings E & F, Amend the Jewel-Osco Special Use and a Text
Amendment in the C-2 Outlying Commercial District for a Pharmacy Drive-Thru at the
Proposed Jewel-Osco store with the recommendation of a modification to the north
cross access to allow westbound only traffic, and dual left turns onto Lake Cook Road at
Workshop Meeting

the Deerfield Park Plaza intersection. Commissioner Jacoby seconded the motion. The
vote was as follows:

(2a) Discussion of the Deerfield-Bannockburn Fire Protection District to Allow a
Complete Re-Roof at 500 Waukegan Road
The Plan Commission was in favor of the Deerfield-Bannockburn Fire Protection
District’s proposal for a complete reroof.
Commissioner Bromberg motioned to approve the Amendment to the Special Use for
the Deerfield-Bannockburn Fire Protection District to Allow a Complete Re-Roof at 500
Waukegan Road. Commissioner Benton seconded the motion. The vote was as
follows:
Ayes: (7) Benton, Berg, Bromberg, Jacoby, Moyer, Shayman, Oppenheim
Nays: (0) None
The motions passed and will be on the November 2nd Village Board of Trustees Meeting
agenda.
(3a) Discussion of the Verizon Antennas to be Located on the Village Water Tower at
700 Kates Road (Village of Deerfield)
Chairperson Oppenheim asked if the Commissioners had any questions or comments
on the Verizon request. The Commissioners were in favor of the Verizon proposal and
believes it meets the special use criteria. There being no questions, Commissioner
Bromberg motioned to recommend approval of the Special Use for Verizon Antennas to
be located on the Village Water Tower at 700 Kates Road. Commissioner Jacoby
seconded the motion. The vote was as follows:
