Notes from the Sustainability Energy Assessment Sub‐committee
Meeting Time/Location July 29, 2014 Deerfield Library – 7:00PM

Discussion Points:
Parameters and key questions to provide participants and contractors
・ Dan shared a follow-up to his home audit which gives a lot of concern that the contractors who
complete the audits are not always truthful and honest
・ Information the homeowner needs to have to mitigate this risk:
・what is the relevant code for homeowners in Deerfield
・ what is the ideal standard, which may be different from the current code
・ provide photo evidence of current situation in the home (e.g. using a ruler when
measuring insulation)
・ educating them on what materials or elements are appropriate or necessary
・ relevant topics: insulation, windows/doors, HVAC
・ Options for creating and communicating an effective deterrent for fraud:
・ ensure homeowner is educated to some degree, and that the contractor knows it (e.g. a
handout that DSC provides for each audit)
・ create a mandate that any participating contractor have a certain kind of 3rd party
certification
・ have the Deerfield inspectors/compliance review work
・ Deerfield provide a common form for the reports; has benefit of creating a standard paper
trail for us to follow-up; attempt to create credibility with homeowners and contractors
・ create an audit board
Next steps
・ request expert input from Kami when he presents to the DSC; communicate the desire
for this sort of expert opinion ahead of his visit
・ determine which option(s) to employ
Review and prioritize marketing plans for the program
・ maintain the strategy of establishing ambassadors through key organizations/groups in the
community
・ need to identify target organizations/groups
・ stage 2 is to market more broadly to the residents
・ create a “certification” that homeowners get when they do an audit and complete some
work; e.g. a sticker or something that comes to mean something in the Village
・ market the first wins and success (e.g. signs out at the schools, etc.)
・ leverage local news
・ leverage ComEd and North Shore Gas
・ explore Village-level financial incentives
・ Next steps
・ draft materials used in the meetings/presentations to find initial ambassadors
・ reach out to and schedule sessions with prioritized groups
・ explore availability for state funding that may be available to provide incentives
