AIRPORT ADVISORY BOARD
Date: November 19, 2013
Convened at 5:32 p.m.
ROLL CALL: Members Present: Mitch Hallgren, Bryant Irving, Dick Anderson, Bob Owens,
Larry Luxton, Jack Bennett, Jeff Jacobson, and Ron Naylor. Absent: Jim Rhoades, Chuck
Lanning, and Bryce Deter.
Also present: Tom Cleveland, Airport Manager, Al Mueller, general aviation pilot, Andri
Wiese, Win Aviation, Jeff Kohlert, Fly America, NIU students: Jordan Emmons, Kate Chopelas,
A. Niese, Brian Guttmin, Alesha James, Nailah Cartman, and Miles Herbert.
APPROVAL OF AGENDA: Bryant Irving moved to approve the agenda. Dick Anderson
seconded the motion which was carried unanimously.
APPROVAL OF MINUTES: Dick Anderson moved to approve the minutes of the October 15,
2013 meeting. Larry Luxton seconded the motion which was carried unanimously.
SCHEDULE OF PERSONS TO BE HEARD FROM THE FLOOR:
CONSIDERATIONS:
1. Discussion of 2015-19 DTMA TIPS
Tom Cleveland attended the TIPS meeting October 21 in Springfield along with IDOT and the
FAA. The PAPI has been changed to 2015; this is the only change on the TIPS. The detention
pond north of Pleasant has been redesigned. Enhanced painting of taxiway lines is scheduled
along with runway designation numbers. A motion was made by Bob Owens to approve and
send the 2015-19 DTMA TIPS program to City Council with the one change of the PAPI. The
motion was seconded by Bryant Irving and carried unanimously.
2. Discussion of Win Aviation Land Lease for the new High Tail Hangar
President/owner of Win Aviation, Andri Wiese, reviewed the project for the Board. The Airport
Advisory Board unanimously voted to approve the land lease for the new hangar and send it on
to the DeKalb City Council for full City approval on December 9. Jeff Jacobson made the
motion which was seconded by Dick Anderson. The land lease is similar to all other land leases
for private owners, a 50 year lease in 5 year increments with rent increasing with the CPI.
Square foot cost on lease is .22 cent SF. The parking lot next to the new hangar will have a new
traffic flow when completed.
Mr. Wiese may rent out with a long term lease or sell the current building. WIN is expanding
because of the need more storage and office space. They do government contract work and need
a sterile hangar for military inspections. Concrete work may be started by next week, the
building is being delivered and construction should start in the spring of 2014. This will be a
steel structure building with 1 office and an observation area. Additionally, a few personnel may
be hired. (over for page 2)
Discussion also took place regarding placement of a WWII plane at DTMA and contacts for this.
Tom noted congressional support is needed as items are on permanent loan and we would need
to install it. We have lots of veteran group support for a possible memorial site. The Peace /
Pleasant corner location, the gateway to the Airport, would be good site for a drone.
Tom advised he is working with ComEd to relocate the power at the Peace / Pleasant corner.
The corner is being marketed for development as a restaurant, hangar, and strip mall to generate
revenue for DTMA.
A group of NIU students attended the board meeting as a class requirement for a government
entity meeting. Tom answered questions, reviewed the State economic study and explained the
role the board played.
COMMITTEE REPORTS
a. Airport Manager’s Report
• Received letter from NIU President supporting air travel
• Part 139 commercial: Airport inspectors out for informal inspection
• AWOS updated today
• Enhanced centerline painting next spring
• Pushing for security fencing
• Crack filling of 2-20 in 2014
• Attending Schedulers and Dispatchers conference in New Orleans. DTMA will have a
display booth for first time. Chronicle Marketing Dept. is helping put together
• Byron Nuclear Plant needs DKB for staging area if an accident occurs
• Airport security: had a meeting with DKB Police and line staff personnel. Discussed
drug bust and general Airport security
• Went to TSA 139 Airport Security Training Coordinator meeting
• Clarke property closing within two weeks. All buildings but 1 down and property
cleared. ComEd has been out to mark wires
• Winter house burn cancelled. Looking to demolish and remove
• Upgrading lighting grant available for FBO; many incentives to do. No upgrades since
1980’s
