AIRPORT ADVISORY BOARD
Date: February 19, 2014
Convened at 5:32 p.m.
ROLL CALL: Members Present: Jim Rhoades, Mitch Hallgren, Bryant Irving, Dick
Anderson, Bryce Deter, Bob Owens, Larry Luxton, Jack Bennett, and Jeff Jacobson. Absent:
Chuck Lanning and Ron Naylor.
Also present: Tom Cleveland, Airport Manager, Al Mueller, general aviation pilot,
and Dennis Gimpert, hangar tenant.
APPROVAL OF AGENDA: Dick Anderson moved to approve the February 19, 2014
meeting agenda. Jim Rhoades seconded the motion which was carried unanimously.
APPROVAL OF MINUTES: Bryant Irving moved to approve the minutes of the January 21,
2014 meeting. Jeff Jacobson seconded the motion which was carried unanimously.

CONSIDERATIONS:
1. Discussion of Emergency Preparedness Memorandum of Understanding (MOU)
between Exelon Generation and DTMA – City of DeKalb
Tom Cleveland reviewed the draft Exelon Memo of Understanding presented for Board
discussion. Exelon / Byron Nuclear Power Plant want to use DeKalb Taylor and Whiteside
County Airports as staging sites during an emergency event at the power plant. Tom has
discussed emergency usage of the Airport with the FAA, FEMA, Division of Aeronautics,
Exelon and City Attorney. DTMA now has emergency generators that would provide power and
be of assistance during an emergency event.
In the event of an emergency, Exelon will require the jet ramp and air space for aircraft loading /
unloading and as an equipment staging area near Byron. Exelon will pay a per diem fee for use
of DTMA facilities and an annual agreement fee may be charged.
Tom explained that the FAA advised the Peace / Pleasant corner was set aside for non-
aeronautical use and could facilitate that emergency usage. We could start on air space
paperwork now. He noted that any cost incurred should be paid for and should also be listed in
the agreement.
DTMA would continue to function as an airport; due to our grant status, the agreement with
Exelon taking over the airport cannot be exclusive, however; any events would be cancelled
during an emergency. At some point the government may get involved or take over.
Tom advised Whiteside County Airport received the same agreement. Exelon would need both
airports for coverage based on wind direction during an emergency event. Mr. Anderson noted
that the pipeline companies may also start contacting us as well.
COMMITTEE REPORTS
a. Airport Manager’s Report
Mr. Hallgren met with the Mayor regarding a summer meeting at DTMA and a meeting
with the City Council. The Mayor is very supportive and complimented the Airport
Manager, staff and Advisory Board for the active role they play at the Airport.
The snow removal team has done a great job and received many compliments from pilots
flying in from other airports. Aerial shots were shown with everything open and clean.
Scouts came to DTMA in January to work on and get their aviation badge. They
received a tour and Fly America did pre-flight with the boys.
Changing the detention area layout by the Winter’s Farm to save money on the drainage
project. Project will begin this summer and will take care of the water drainage problem
in the frontal area along Pleasant Street.
Getting new fencing – will have to reshape ditch to allow for maintenance of the area.
T-Hangar buildings 1 and 2 will have pavement work completed this summer.
Enhanced taxi-line painting for Part 139 Commercial will be completed this summer.
All hangars are full and several names are on waiting list.
Surplus Property Program Agreement approved by City Council. Mr. Irving inquired on
the status of getting a WW II plane at DTMA. Tom noted he has talked to the Veteran
groups about this.
