AIRPORT ADVISORY BOARD
Date: September 16, 2014
Convened at 5:39 p.m.
ROLL CALL: Members Present: Mitch Hallgren, Bryant Irving, Chuck Lanning, Dick
Anderson, Bryce Deter, Larry Luxton, Jeff Jacobson, Bernie Pupino and Ron Naylor. Excused:
Jim Rhoades, Bob Owens and Jack Bennett.
Also present: Tom Cleveland, Airport Manager, Jeff Kohlert of Fly America, and Ronald
Frieders, hangar tenant.
APPROVAL OF AGENDA: Bryce Deter moved to approve the September 16 meeting
agenda. Dick Anderson seconded the motion which was carried unanimously.
APPROVAL OF MINUTES: A correction by Tom Cleveland was made to the July 22 minutes
in the Committee Reports Section, a. Airport Manager’s Report, adding the following
information to item 8: NIU Athletics met with Wisconsin air charter company to view plane
that could transport team members. With the correction noted, Dick Anderson moved to approve
the minutes of the July 22, 2014 meeting. Jeff Jacobson seconded the motion which was carried
unanimously.
CONSIDERATIONS:
1. Discussion of FAR FAA Part 139 Limited Commercial Certification
A proposal was submitted to the FAA July 2 for DTMA to move forward with Part 139 which
would allow the Airport to receive 737 and DC9 aircraft transporting NIU and opposing teams
from distances of 400 miles or more. Certain changes will need to be made to comply with FAA
safety standards.
Limited Part 139 allows for 12 -15 unscheduled charter flights per year. The main focus is NIU
but we could do a chartered flight if we are under that number.
The Hazardous Wildlife Plan was approved by the FAA. An 8 – 10’ fence around the area was
recommended with barbed wire and burying the fence 3’ underground. This will provide both
security and animal control at the Airport. Tom noted fencing is one of the projects on the TIPS
list.
2. Discussion of Airport Projects
o Enhanced center line project is scheduled for this fall along with taxiway painting.
o Drainage project was awarded to Elliott and Wood and will start in November after
farming is completed.
o The runway overlay project is pending results of pavement strength test. The work will
strengthen the concrete.
o T-hangar bituminous overlay project at buildings 1 and 2 will be scheduled for spring
2015.
o The concrete threshold project is funded and scheduled for next summer. The parking lot
will be redesigned up to the hangar.

o Retention ponds to be dug this year and pipe run to the north end of the field for the large
drainage project on Pleasant Street weather permitting. Two pipes running under
Pleasant Street to drain ditch water.
o Winter’s house demo is planned to take place in the near future. DeKalb Fire will no
longer be burning.
o Heated threshold has been installed at Building E-1 by Chuck Lanning.
COMMITTEE REPORTS
a. Airport Manager’s Report
• De-Icer truck is here and DTMA logo has been applied. 20 flights were lost last year
because there was no truck. Phillips will provide de-icer product in totes which truck will
carry. Line staff will be trained on use. All winter equipment is ready per Chuck
Lanning.
• We now have a GPU. It is needed for 30 passenger aircraft and cargo planes.
• Milwaukee plane was here several weeks ago with approximately 30 NIU staff at DTMA
to view.
• USAF band was fantastic and hope to do again in 2015. Flags were retired and Police
showed their dogs at the event. The community hangar provided excellent sound.
• DeKalb Fire will have a HazMat drill on the jet ramp this week simulating a fuel spill.
• Four fueling companies manufacture a non-octane 100LL product. This is a slow process
but DTMA is looking at.
• TIPS will be presented to the Airport Board in October and then to Council after the State
approves at the October 28 meeting in Springfield. Projects and funding have been
discussed with Hanson and IDOT; there have not been many changes.
• T-hangars and community hangar are completely full. We may get some Aurora tenants
requesting temporary storage during work at Aurora.
• Frank Beierlotzer working with Michigan rep on acquisition of plane and Tom Cleveland
has spoken with Congressman Kinzinger regarding a plane for display at the Airport.
• Airport Authority Transition / Regionalization: An RFP will be presented to Council for
a feasibility study to determine if this is something to do with DTMA and open up to the
County to support rather than only the City. This can occur by referendum or legislative
action. The City would have board members if this transpires.
