MINUTES AIRPORT ADVISORY BOARD Date: July 28, 2015 Convened at 5:30 p.m. ROLL CALL: Members Present:, Mitch Hallgren, Bryant Irving, Chuck Lanning, Dick Anderson, Bob Owens, Larry Luxton, and Bernie Pupino. Absent: Jim Rhoades, Bryce Deter, Jack Bennett, Jeff Jacobson, and Kate Noreiko. Also present: Tom Cleveland, Airport Manager, John Laskowski, City Engineer/Interim Director of Public Works, Jeff Kohlert of Fly America, and Ron Frieders, hangar tenant. APPROVAL OF AGENDA: A motion was made by Mr. Irving to approve the July 28, 2015 meeting agenda, seconded by Mr. Anderson, and carried unanimously. APPROVAL OF MINUTES: A motion was made by Mr. Owens to approve the May 19, 2015 minutes. The motion was seconded by Mr. Pupino and carried unanimously. SCHEDULE OF PERSONS TO BE HEARD FORM THE FLOOR: Chuck Lanning announced the dedication of a Veteran’s Memorial in Cortland on Saturday, August 1, 2015 at 2:00 p.m. and invited attendees of the Advisory Board meeting to attend. CONSIDERATIONS: 1. Airport Budget Airport Manager Cleveland gave an overview of the FY2016 Airport Budget to the Airport Advisory Board. Advisory Board member Dick Anderson had questions and suggestions on how to save money on Airport maintenance and suggested using our current Airport farmer’s crew to mow and plow to save the City money. Airport Advisory Board Chairman Hallgren commented on the Airport deficit; it appears to be decreasing and the Airport is getting closer to becoming self-sufficient. He also asked about State reimbursement on projects already completed. Airport Manager Cleveland explained that the Illinois Division of Aeronautics stated these reimbursements to the City should be received late in FY2016. 2. Airport Projects Airport Manager Cleveland discussed the three projects currently in progress.  The large drainage project to stop the flooding in the frontal area is about three-quarters complete. Completion date should be around September 30, 2015.  The concrete threshold project for Win Win Aviation’s new high-tail corporate hangar should begin on August 3, 2015. This project will connect the hangar to our existing jet ramp and should be complete by September 3, 2015.  The T-hangar paving project will start on August 11. Relocation of the aircraft to the main hangar and the Airport maintenance hangar will start on August 10th. This is also a thirty day project to replace original pavement on the north and south side of hangar E1 and the south side of hangar E2. COMMITTEE REPORTS a. Airport Manager’s Report Q Many travelers flying to the Oshkosh Air Show stopped at DeKalb Taylor Municipal Airport on their way; these pilots appreciated the service they received while they were here. World Fuel, our aviation fuel distributor, sponsored the event with hot dogs and water for all the pilots on their way to the show and on the way back home from the show. It was a very successful event. Q The Airport Advisory Board was notified of a proposed concert at the Airport in September. The event is still in the planning stage and no commitments have been made. Airport Manager Cleveland said that the FAA would have to approve this event also. Q Airport Manager Cleveland advised the Board he was notified that the Aviation Museum in Rantoul, Illinois was closing. The DeKalb Taylor Municipal Airport is still looking for an aircraft to put on a pedestal at the entrance to the Airport. Airport Manager Cleveland will talk to the museum and see if they would want to give us an aircraft on permanent loan for our display. Q The Prairie State Aviation Museum in Bloomington, Illinois has donated a TDR Drone fuselage to DTMA. These drones were built in DeKalb during World War II. Roger Keys, our resident expert on the TDR Drone, will be picking up the fuselage to add to our collection of landing gear, wings, canopy, instruments and plans for the drone aircraft.
