MINUTES CITY OF DEKALB AIRPORT ADVISORY BOARD October 20, 2015 The Airport Advisory Board held a meeting on October 20, 2015 at the Airport Maintenance Shop. Chairman Hallgren called the meeting to order at 5:33 p.m. A. ROLL CALL Chairman Hallgren called the roll and the following members of the Airport Advisory Board were present: Mitch Hallgren, Dick Anderson, Bryce Deter, Robert Owens, Larry Luxton, Jack Bennett, and Bernard Pupino were present. Members absent at roll call were: Jim Rhoades, Bryant Irving, Chuck Lanning, Jeff Jacobson, and City Council representative Kate Noreiko. Also present were: Tom Cleveland, Airport Manager, John Laskowski, Interim Director of Public Works, Tim Hunter, EAA, and Ron Naylor, DeKalb resident. B. APPROVAL OF THE AGENDA – ADDITIONS / DELETIONS T. Cleveland added the following item to the October 20, 2015 agenda. 3. Discussion of Airport Advisory Board member information on the Airport website. A motion was made by D. Anderson to approve the amended October 20, 2015 agenda, seconded by B. Deter, and approved by voice vote. C. PUBLIC PARTICIPATION Tim Hunter with DeKalb Chapter #241 EAA advised the USO Hangar Swing Dance Fundraiser held on October 10, 2015 was a resounding success. Attendance was up from 167 in 2014 with a total of 203 dancers paying $12.00 per ticket. The dance went off very well and the community hangar was decorated very nicely. He recommended that security be implemented for the 2016 event. D. APPROVAL OF MINUTES A motion was made by B. Owens to approve the September 15, 2015 minutes, seconded by B. Pupino, and approved by voice vote. E. OLD BUSINESS 1. Discussion of Transportation Improvement Program (TIPS): presented to the Illinois Department of Transportation – Division of Aeronautics on October 8, 2015. Airport Advisory Board October 20, 2015 Page 2 of 4 Airport Manager Tom Cleveland distributed the revised TIPS sheet to the Board members and discussed upcoming projects. The first three projects were revised while the other projects remain the same. The state wants to see funding requests for construction projects; land acquisition projects are a low priority as they do not provide employment. 1. NAVAIDS: The Precision Approach Path Indicators (PAPI’s) are 20+ years old with a life span of that length. We are pushing for new NAVAIDS (Navigational Aids) and PAPI’s. We will also need transformers and cable as all equipment is dated. This is on runways 27, 2, and 20. The FAA maintains runway 9. 2. PARKING APRON: This project would involve changing the blacktop on the main ramp to concrete. 3. SNOW REMOVAL BUILDING: Erection of a snow removal building is a placeholder. We are currently looking at the acquisition of the Frontier building adjacent to the existing Airport maintenance building. Reimbursement on the purchase of this building used to house snow removal equipment appears be approximately 60% by the federal government. An appraisal was done and is due back October 21, 2015. Discussion will continue with Frontier. The parcel north of the maintenance building is privately owned if there is interest in that. 5. PERIMETER FENCING: This is a large project. The FAA wants higher fencing at DTMA. Although the Airport is completely fenced, Part 139 requires the higher fencing around the Airport perimeter. 6. OVERLAY RUNWAY 2-20: Current pavement strength is sufficient but additional weight bearing capacity would help for the larger jet aircraft. The Airport Manager advised this will be a hard project to get a lot of federal funding for (an increase in weight bearing capacity). An overlay of the runway is what we may end up with. Tom Cleveland advised projects # 1 and 2 are feasible and do not involve a lot of money. We may have to purchase the Frontier building (item #3) and request reimbursement. The entire corner of Peace Road and Pleasant Street is open for development and can become a revenue generator if we can get the Frontier building. The existing maintenance building (shop) and small corner building could be rented out for additional revenue. A motion was made by B. Pupino to approve the 2017-21 TIPS Airport projects and send to Council, seconded by J. Bennett and approved by voice vote. F. NEW BUSINESS 1. Discussion of the Phillips 66 Annual Fuel Quality Inspection of DeKalb Taylor Municipal Airport. Airport Advisory Board October 20, 2015 Page 3 of 4 Phillips 66 inspects the Airport aviation fuel system each year for fuel quality, fuel farm compliance, leak detections, hoses/nozzles, receipt of fuel records, equipment, storage tanks, filtration and all aspects of fueling. This inspection was completed on October 2, 2015 and ZERO deficiencies were noted and quality control is good. DTMA has two 12,000 gallons tanks with leak detection, one 100LL fuel tank and one jet fuel tank. When ordering fuel, a full load is the most cost efficient method of purchasing. Full freight is paid when a half load is ordered. Our fuel is delivered out of Chicago. The Airport Manager noted that Ascent Aviation, our fuel provider, reimbursed the Airport in full, $469.14, for Oshkosh expenses this year. 2. Discussion of Airport Advisory Board member information on the Airport website. An overview of the new Airport website was provided for Board members. Discussion was held on what, if any, information would be posted on the Airport website for the Airport Advisory Board members. The consensus was that Airport Manager Tom Cleveland would be the contact person for the Airport. The Board will not be mentioned on the website. A motion was made by D. Anderson to have Tom Cleveland be the contact person on the Airport website for information regarding the DeKalb Taylor Municipal Airport. The Board will not to be mentioned on the website. The motion was seconded by L. Luxton and approved by voice vote. 3. COMMITTEE REPORTS Airport Manager’s Report:  The drainage project is complete and has been inspected by the state.  Work is in progress on the E-2 concrete heated threshold project. The concrete is down and the heaters will go in next for use this winter. The north sides of E-1 and E-2 should be better for tenants to get in and out of their hangars this winter without problems of ice causing the doors to be stuck to the ground.  The WIN Aviation concrete threshold project is complete and WIN Aviation is in the process of moving into the building. There is currently furniture in the building and planes should be moved over in a month or so. The hangar door is very impressive.  The City Attorney is reviewing the Airport Farm bid should which should be out by the end of October or early November.  The T-Hangar pavement project is finished but asphalt needs to be milled on a few hangars. Airport Advisory Board October 20, 2015 Page 4 of 4  DIMCO provided an aircraft fuselage that was turned in for scrap from WIN Aviation for a recent DeKalb Fire Department training. The fuselage is located off of Pleasant Street.  Tom Cleveland acquired a drone fuselage from a Bloomington area aviation museum, Prairie Aviation Museum, for DTMA and advised the only other full drone is located in Pensacola, Florida. Roger Keys, local drone expert, is accumulating parts and wants to have a museum. The Airport Manager may speak with the EAA Chapter #241 about a TDR reunion similar to one that was held a few years back with Mr. Keys speaking after a pancake breakfast.  De-ice truck maintenance is ongoing and truck will be ready to go by winter. Plows are up, running and ready. The loader, which may have transmission problems, is being worked on.  Part 139 certification manuals are being reviewed by the FAA. The City and NIU have agreed to go with Part 139. It’s possible this will occur next fall and will be good for our marketing. 4.
