AIRPORT ADVISORY BOARD
December 15, 2015
The Airport Advisory Board held a meeting on December 15, 2015 at the Airport Maintenance
Shop.
Tom Cleveland called the meeting to order at 5:33 p.m.
A. ROLL CALL
Tom Cleveland called the roll and the following members of the Airport Advisory
Board were present: Dick Anderson, Bryce Deter, Robert Owens, Larry Luxton, Jack
Bennett, Bernard Pupino, Jeff Jacobson, Bryant Irving and Chuck Lanning were
present. Members absent at roll call were: Jim Rhoades, Mitch Hallgren and Kate
Noreiko.
Also present were: Tom Cleveland, Airport Manager, John Laskowski, City Engineer,
Tim Holdeman, Public Works Director, Ron Frieders and Jeff Kolert.
B. APPROVAL OF THE AGENDA – ADDITIONS / DELETIONS
A motion was made by D. Anderson to approve the December 15, 2015 agenda,
seconded by J. Bennett, and approved by voice vote.
C. PUBLIC PARTICIPATION
Citizens were asked if anyone would like to speak.
John Laskowski introduced the new Director of Public Works, Tim Holdeman.
D. APPROVAL OF MINUTES
A motion was made by D. Anderson to approve the October 20, 2015 minutes,
seconded by B. Pupino, and approved by voice vote.
E. OLD BUSINESS - NONE
F. NEW BUSINESS
1. Airport Layout Plan Update.
Airport Manager Tom Cleveland discussed the process being taken by the
Illinois Department of Transportation Division of Aeronautics to assure
Federal Aviation Administration (FAA) approves the updated DeKalb Taylor
Municipal Airport – Airport Layout Plan (ALP).
The updated ALP has been with the FAA since 2009. Since then,
construction projects have been completed that were holding up the process of
approving the ALP.

Airport Manager Cleveland stated the Illinois Division of Aeronautics is
communicating with the FAA to get the updated ALP approved as soon as
possible. This will allow our airport planning and development process to
continue.
2. Airport Marketing Plan.
Airport Manager Cleveland discussed our current Airport Marketing Plan.
Questions were asked “do we need to do anything differently?” What events
would bring the community out “to the airport”. How do we get more
businesses to utilize the airport and its service. “How do we market our long
runway and all the instrumental approaches to all of the flight departments
that need this?”
The Airport Advisory Board members discussed the airport strengths of
numerous industrial sites close to the airport, I-88 highway 1.5 miles away,
fiber optics on the airport, and runways long enough to handle any corporate
jet aircraft. After discussing these topics, AAB member Bernie Pupino asked
if Ellen Devita, the City of DeKalb Economic Development Director, could
come to the next Airport Board Meeting to discuss our Airport Marketing Plan
and help us to come up with new ideas to promote the Airport.
G. COMMITTEE REPORTS
Airport Manager’s Report:
Airport Manager Cleveland discussed renting an end loader for snow removal
operations because our current end loaders transmission went out.
Sixel Airport study – Sixel consultants will receive the final comments to
complete the airport study.
New FAA drone, unmanned Aerial Systems (UAS) regulations were
discussed.
Airport maintenance – Diesel fuel tank was cleaned, tested and approved by
the Illinois Fire Marshall.
Aircraft de-ice truck will be operational for the NIU men’s and women’s
basketball team when they fly out in January.
Airport farm bid should go out by January 4, 2016.
H. ADJOURNMENT
The meeting was adjourned at 6:35 p.m.
