AIRPORT ADVISORY BOARD
March 15, 2016
The Airport Advisory Board held a meeting on March 15, 2016 at the Airport Maintenance
Shop.
Chairman Hallgren opened the meeting at 5:35p.m.
A. ROLL CALL
Chairman Hallgren called the roll and the following members of the Airport Advisory
Board were present: Jim Rhoades, Mitch Hallgren, Bryant Irving, Chuck Lanning, Dick
Anderson, Bryce Deter, Robert Owens, Larry Luxton, Jack Bennett, Jeff Jacobson and
Bernard Pupino. Members absent at roll call were: Kate Noreiko.
Also present were: Tom Cleveland, Airport Manager; Paul Borek, DeKalb County
Economic Development Director.
B. APPROVAL OF THE AGENDA – ADDITIONS/DELETIONS
A motion was made by Bryant Irving to approve the March 15, 2016 agenda, seconded
by Jeff Jacobson, and approved by voice vote.
C. PUBLIC PARTICIPATION
Citizens were asked if anyone would like to speak. There was no public participation.
D. APPROVAL OF MINUTES
A motion was made by Jim Rhoades to approve the February 16, 2016 minutes, seconded
by Bernie Pupino, and approved by voice vote.
E. OLD BUSINESS - NONE
F. NEW BUSINESS
Discussion of Airport Marketing and DeKalb County Economic Development by DeKalb
County Economic Development Director, Paul Borek.
Mr. Borek discussed what the DeKalb County Economic Development Corporation,
DCEDC, is and how it incorporates the airport in its marketing of the County.
Mr. Borek explained that the DCEDC promotes and facilitates economic growth by:
Attracting New Business and Industry and Capitalize on Distinct Advantages and
Strengths of DeKalb County.
Retain and Expand Existing Industry.
Provide Leadership and Support for Workforce Development.
Enhance and Promote DeKalb County Business Climate to Support Expansion and
Encourage New Business Formation.
Strengthen the DCEDC Public/Private Partnership to Enhance Economic Growth and
Diversification.
Mr. Borek stated that the airport does play a critical role in the marketing of DeKalb
County. He went over our Airport Marketing Plan and spoke on how we could enhance it
by having more Chamber of Commerce events and have all the airport capabilities
summarized for each potential audience in the community including; Industry,
Warehousing, Entertainment Companies, Transportation and Trucking, Retail Business,
Business Services, Agriculture, Healthcare and Education.
Other Marketing opportunities mentioned were rail spurs, identifying suitable land
parcels on and around airport for development, Aerospace and Aviation related industry
recruiting and Air shipping fulfillment and Delivery operations.
Mr. Borek stated we need to review the recommendations of the Sixel Consultant Study,
Strategies discussed and look at the recommendations.
The entire DeKalb Taylor Municipal Airport Advisory Board thanked Mr. Borek for his
presentation and would like to hear from him again on the status of development in
DeKalb County.
G. COMMITTEE REPORTS
Airport Managers Report:
1) All the small airport farm leases were approved at City Council on March 8, 2016.
2) The revenue off of the basketball charter aircraft was approximately $7500 for fuel and
services.
3) All of our City owned hangars are full.
4) Frontier Building – Staff found out, if purchased for the airport that approximately 65%
of the building would be reimbursable from the FAA and State.
5) The Chicago Area Business Aviation Association, CABAA, is hosting a High School
Aviation Mentoring event at Chicago Executive Airport. The Kishwaukee Education
Consortium High School Aviation program based at DeKalb Airport will be one of the
participants. The Kishwaukee Education Consortium High School Aviation Program will
also be awarded a $10,000 scholarship/donation from CABAA for their award winning
high school aviation program. Many of these aviation students go to aviation colleges or
into military aviation.
6) There will be a presentation by Roger Keys on March 20, 2016 on the World War 2,
TDR-1 Drones that were built by Wurlitzer and General Electric at DeKalb Airport. The
presentation will be at the main FBO Hangar.
7) The Loader option memo will be taken to the City Council in April to decide what option
to do to make sure that the airport has an end loader for snow removal and maintenance
operations.
8) The Hazardous Wildlife Assessment revised payment option will be taken to City
Council on March 28th.
H. ADJOURNMENT
