Airport Advisory Board
The Airport Advisory Board of the City of DeKalb, Illinois, held a Regular meeting on November 24, 2020, at the
DeKalb Taylor Municipal Airport, 3232 Pleasant Street, DeKalb, Illinois, in the West Community Hangar.
Chair Robert Owens called the meeting to order at 7:00 p.m.

Robert Owens called the roll and the following members of the Airport Advisory Board were present: Scott
Carlson, Matt Duffy, Robert Owens, Bernard Pupino, James Rhoades, and Tony Faivre.
Also present was Airport Manager Renee Riani.
B. Approval of Agenda – Additions / Deletions
James Rhoades moved to approve the agenda; seconded by Bernard Pupino. Motion passed by a majority
voice vote of those present.

D. Approval of Minutes – October 27, 2020
Matt Duffy moved to approve the minutes of October 27, 2020 meeting; seconded by Scott Carlson. Motion

On Friday, Nov. 20, I received a call from Scott Carlson, tenant/AAB Member, at 7:30pm who had
greeted the pilots of a Piaggio P180 twin-engine turbo-pusher-prop who were attempting to self-fuel at
the JetA fuel farm. I called Burt who was willing to come for a call-out. They were en route from New
York to Salt Lake City and stopped for our low JetA price. They were getting close to timing out for their
duty day, so Burt offered a courtesy car and contacts for our local hotels. They decided to stay and
requested overnight hangar, also.
On Saturday, Nov. 21, Marcus Cox, Transit, finished editing the drone aerial video and emailed a draft
version which I forwarded to all Board members. Discussion included ideas for utilizing the video for
various marketing efforts.

1. DKB-4331 Rehabilitate Entrance Road and Parking Lot/Rehabilitate Bituminous T-hangar Pavements
Airport Manager’s Summary: This project was engineered by Hanson Professional Services Inc. and issued
under two separate IDOT Block Grants 105 and 111. I am working with their accounting department and
the City’s finance department to determine the final payment owed to Hanson for their services.
2. AWOS (Automated Weather Observation System)
Airport Manager’s Summary: The AWOS quarterly/yearly inspection with the FAA inspector present
occurred on Sep 29, which passed, and received the approval letter dated Oct. 15. On Thursday, Nov. 12, I
contacted Frontier Communications regarding the phone line to our AWOS station, as it is not registering
the phone prompts when I attempt to record a message at the end of the weather recording. A Frontier
tech is scheduled to arrive Friday morning to troubleshoot and hopefully repair. On Friday, Nov. 13, a
Frontier Communications technician arrived to troubleshoot the AWOS phone line. Burt assisted him in
getting into the AWOS installation. The technician did replace a transformer box but upon further testing
found that the line from the transformer to the AWOS control box has significant static when the switch is
connected. I have performed a few test recordings on the end of the weather recording, and they have
been successful.
3. DKB-4556 Repace the Existing Visual Approach Slope Indicator (VASI) Units on Runway Ends 2, 20 and 27
with Precision Approach Path Indicator (PAPI) Units
Airport Manager’s Summary: I had a conversation with Doug, CMT, regarding the PAPI project invoices for
Design and Special Services Engineering. Per Doug’s suggestion, I made a spreadsheet to track the
payments since they will be paid out of three different FAA grants.

4. DKB-4800 Rehabilitate Runway 2-20
Airport Manager’s Summary: City Council Resolution 2020-123 Authorizing an Intergovernmental
Agreement with the Illinois Department of Transportation – Aeronautics for Construction Services for
Project DKB-4800 to Rehabilitate Runway 2-20 at the DeKalb Taylor Municipal Airport at a Total Estimated
Cost of $2,741,893.90 with a City Contribution Towards Costs in an Amount Not to Exceed $7,000 is on the
City Council Regular Meeting Agenda on Monday, November 23, 2020.
F. New Business
1. TIF Funding for FBO Facility Updates
I have been working with Andy Raih, Public Works Streets and Facilities Director, to direct contractors in
their preparations for providing estimates for replacing the interior features of the FBO first and second
floors. These projects will be funded through TIF #1. Recent actions are noted in my Airport Manager’s
Report, below.

10/28 Wed
• I communicated with Dan, FloorCare, requesting an estimate for epoxy coating the FBO floors, in addition
to the Community hangar floor estimate.
• The EAA held scholarship applicant interviews in the upstairs conference room, 5-7pm.
10/29 Thu
• Rich managed to remove the old pay telephone stand in the south vestibule but found that electrical wires
were inside along with the telephone wires. I asked the DFD if they could bring a hot stick to check for
power to the wires, which they did. Rich was able to safely cut the wires and complete the removal. Tom
Brian asked to have the stand, which I was glad to have him take.
• Dave and Dave, Sycamore-DeKalb Glass, returned for final measurements for window replacement quotes.
• I spoke with Dave, ComEd Helicopter Division Mgr, about their internal departments having site visits. They
have positive feedback with others, so far. They performed a line mileage evaluation and found that JOT
and DKB are equal distances for their service crews, which is a positive element to the equation. He hopes
that Safety/Environmental will be able to site inspect on Friday.

• I worked with Doug Eaton on the CAD drawing abbreviations for airfield utility installations for the GIS and
locating ComEd electric meters on the airfield for the GIS.
• I reached out to Marcus, Transit, about drone video footage for creating a video, and he is willing to
participate.
• I communicated with Dave, ComEd, about their internal requirement for monthly environmental
assessments by an outside vendor since ComEd will hold the lease at DKB instead of Rogers holding the
current lease at JOT. I talked with Matt Rose about our lease adjustments.

• I received a voice message from a local resident looking for information on a flight for her 13-year-old
daughter’s birthday. I gave the contact information to Scott, Fly America.
11/2 Mon
• The EAA cancelled their November meeting due to distancing restrictions.
• The Sycamore Kiwanis cancelled their November in-person meetings in the Community hangar and will
meet virtually instead.
11/3 Tue
• I spoke with Marcus, Transit, about performing a video drone flight on Friday, weather permitting and sent
him a link to the Greater Kankakee Airport promo video as a sample of what not to do, as well as the good

• I was given verbal notice that Mario Nonnenmann will be resigning his part-time Line Service Technician
position as he and his family will be moving to Texas. He will give formal written notice next week. I emailed
Michelle Brenin, HR, to give her advanced notice.
11/5 Thu
• I received the Egyptian Theater’s Hold Harmless Agreement signed by Alex Nerad for their two semi-trailers
parked at 3331 Pleasant St farm lot. I signed the agreement and emailed him the scanned copy for his
records.
• I talked with Dave, ComEd, who told me that two of the three required quotes by outside Environmental
inspectors have been submitted to him. The estimates for the yearly contract for their services is
approximately $20,000/year, which is a cost they currently do not incur since Rogers Helicopters holds the
lease at JOT. I have sent him our draft lease for their Facilities Department to start reviewing. I let him know
that I need to have frequent updates so that I can pass on information above my level and keep you and
Andy informed. Andy is anxious to know the anticipated move-in for final positioning of
maintenance/vehicles for the winter.
• I spoke with Matt Bulthuis, who performs real estate appraisals for Lewis University Airport (LOT) and a few
others in the area, regarding our current land lease rates. He shared that Aurora (ARR) is at $.44/sf, Lewis
(LOT) is at $55/sf, and DuPage (DPA) is at $.65/sf.

I closed R9-27 for an hour so that Marcus Cox, Transit, could fly his drone over R9-27, the FBO, hangars and
along Taxiway C for video footage to produce an airport promo video.
• I worked with Doug Eaton on the coding for the airport infrastructure CAD drawings.
11/9 Mon
• The local Experimental Aircraft Association Chapter 241 awarded a $2,000 Scholarship to one of the KEC
Aviation students, Eric Torres, who is currently taking flying lessons with Fly America instructors to obtain
his Private Pilot license.
• We hosted the Executive Team meeting in the Community hangar for social distancing.
• I met with Dawn Harper, Chief Building Official, and measured the first-floor bathroom and reviewed ADA
requirements for rehabbing them into a compliant bathroom.
• I worked with Susan Hauman, Finance, to determine the billing process for our SASO agreements with Win
Aviation, Fly America, Rev’d Up Motorsports.
• I continued cataloging past airport project files for cold storage.

• We hosted the HR Department’s pre-employment interviews in the upstairs conference room.
• Andy let me know that the two window replacement bids came in between high-teens to high-twenties.
• I talked with Bob Owens about Frontier SRE building, and he will call them again today to follow up, as he
has not heard from them yet.
• I met with a tenant who and briefly discussed interest in developing a new private multi-bay condo hangar
on the field.
• I read through the majority of the City’s FY2021 Proposed Budget and learned lots!
• I received COI for Civil Air Patrol form their insurance company and contacted them to receive future
certificates by email.
• I talked with DPD regarding the abandoned semi-trailer at 3331 Pleasant and have confirmed who the
owner is. He will provide COI for the trailer, naming COD as additional insured, and will sign a Hold
Harmless Agreement for storing it until no later than May 31, 2021.
11/12 Thu
• We hosted a second round of the HR Department’s pre-employment interviews in the upstairs conference
room.
• Mario Nonnemann officially resigned his Line Service Technician position, effective Nov. 26, as he will be
moving with his family to Texas to pursue his aviation career. Michelle Brening prepared the job opening
immediately, and I sent pictures to Rachel to add to the posting. We will close the initial application review
on Nov. 30. I posted the open position on FB.
11/13 Fri
• At Bill’s request, I researched the previous Airport Manager’s electronic files and emails in hopes to locate
any documents regarding Win Aviation’s 2018 request for TIF funding for 2890 Pleasant St hangar
rehabilitation, for which I did not find any. Josh Boldt is setting up a meeting with Andrei on or after Nov.
30., to review it.
11/16 Mon
• As a follow-up to last week’s Illinois Environmental Protection Agency (ILEPA) stormwater on-site inspection
by our regional representative, Al Gonzalez requested a copy of our Storm Water Pollution Protection Plan
(SWPPP), which is to be updated annually and sent to the ILEPA along with our annual report. I was only
able to locate it in a hard copy format. I contacted Fehr-Graham who created our SWPPP and they emailed
me an electronic copy, which I forwarded to Al. I also requested assistance in updating our Storm Water
Pollution Prevention Plan as required by IEPA. I had to ask Jeremy about accessing Tom’s emails that are
older than 12 months; he will work on it for me.
• I worked with Jeremy to get a phone set up in upstairs conference room for Exec Team meeting for the City
attorney to call-in.
• I met with Andy Raih about the FBO replacement windows, ceiling, lighting, and demolition.
• I received a request from the DeKalb County Health Department regarding 2021 dates for E-Waste
collections.
• I received the US Department of the Interior Fish and Wildlife Service renewal form for our Federal
Migratory Bird Depredation Permit.
11/17 Tue
• I researched the US Department of the Interior Fish and Wildlife Service renewal form for our Federal
Migratory Bird Depredation Permit. I found the files that I had set aside when I cleaned out Tom’s office
and reviewed them.
• Al Gonzalez, ILEPA, emailed me and pointed out that the airport’s contact information needed to be
updated with my name. I called Fehr-Graham and asked how we might make changes to our SWPPP. The
receptionist said she would have an engineer contact me about it.

• I participated in an Illinois Public Airports Association (IPAA) Zoom Description: Mike Mooney, Managing
Partner with Volaire Aviation Consulting provided the IPAA members with his annual Illinois Air Service
Update via webinar. Following Mr. Mooney's presentation, Director of Aeronautics Clayton Stambaugh
spoke to the membership giving the Division update.
• I received a voicemail from a woman inquiring about conference room availability. I returned her call and
left a voice message but haven’t heard back from her.
11/18 Wed
• Kevin received confirmed dates of Dec. 9-11 from Bolin, Inc. for the 2200 Pleasant Street hangar Diesel fuel
farm 5-year in-tank inspection and tightness test. He let Andy Raih know as we will have to determine the
amount of fuel still in the ground and plan for its removal prior to the testing date.
• I spoke with Elisabeth Rutter, Fehr-Graham, regarding our Storm Water Pollution Prevention Plan. She
walked me through the necessary contact information updates so I could submit the updated SWPPP to the
Illinois Environmental Protection Agency with our annual report. She also informed me that an Exhibit 4
needs to be submitted quarterly, so I will complete going forward. I plan to complete a site inspection by
the end of this month and will email it once it is completed.
• I worked with representatives from the USDA for the annual renewal of our Wildlife Hazard USFWS
Migratory Bird Depredation Permit. We have a DKB Wildlife Hazard management Plan (WHMP) that was
drafted in Aug 2017 by USDA-WS. I found out that it is up to DKB to follow/implement the written plan. We
have to submit the report for renewal by the end of January 2021.
• I received a call from the DeKalb County Republican Party who is looking for a venue that could hold a
caucus for 30-40 people with physical distancing requirements in early December. Our Community hangar
might be a solution, so they will discuss and let me know once they have decided and set a date.
11/19 Thu
• I talked with the ComEd lighting contractor about getting sample units to compare and choose for a final
quote so we can purchase product before year-end.
• I talked with the FloorCare representative to clarify details on our facilities diagram so he could prepare a
final quote for epoxy floor covering for first and second floors.
11/20 Fri
• I talked with CSO Cooper regarding the third semi-trailer parked at 3331 Pleasant St. The PD is mailing a
certified letter.
• Recent report from the General Aviation Manufacturers Association (GAMA) on general aviation aircraft
shipments and billing through the third quarter of 2020: Piston aircraft deliveries saw an increase of 1.4%,
while turboprop, business jet, and helicopter deliveries declined through the first nine months of 2020.
When compared to the same period in 2019, just 254 turboprops have shipped this year, a 27% decline.
Business jet deliveries, while slightly better, saw the delivery of 378 units through Q3 of 2020. This is still a
26.7% decline comparatively. Helicopter shipments showed similar results, having dropped 23.8%
compared to 2019. The value of deliveries through the third quarter of 2020 was down 20.1%, at only $11.9
billion. “This latest shipment report gives us insight into how the industry is faring after the onset of the
COVID-19 pandemic. While we are still trailing in comparison to last year’s figures due to a virus impacted
second quarter, it is encouraging to see deliveries in certain segments have rebounded,” said Pete Bunce,
CEO of GAMA. “While the industry has shown its resilience, it will likely once again face stiff headwinds
from the resurgent pandemic… Despite these significant challenges, it continues to be our dedicated
workforce that enables our industry to persevere through the recovery process.” This is the first quarter in
history where GAMA is reporting certified electric aircraft deliveries.
• We hosted our Line Service Staff Farewell to Mario Nonnemann in the upstairs conference room.
• I had a conversation with Mike, Filtration Corp, regarding the schedule for our fuel farm piping repairs and
fuel hose replacements.

• I met with Peter, Quiet Light Solutions, who brought sample fixtures for us to compare. He will have a crew
temporarily install them next week so we can fully appreciate their functionality to make a decision on
which unit to purchase for the FBO.
• I received the FBO epoxy flooring estimate from FloorCare.
• I had a conversation with Craig, USDA-Wildlife Hazard department, regarding our WHMP, who informed me
that we can follow the draft that was established with their assistance in 2017 and can update on our own.
It’s only required for Part 139 airports. He also offered their office’s assistance if we have further Wildlife
control needs, but their services do come with a price.

On Thursday, Nov. 19, I received an update on national aviation fuel pricing:

o Our current prices are: JetA $2.90 100LL $4.10 (full-service), $3.70 (self-serve).

• A Socata TBM 700 single-engine turboprop owned by Staff Electric of Menomonee Falls, WI, landed shortly
after 7:30am, the owner/pilot dropped off his daughter, purchased 44 gallons of JetA fuel, and returned to
Milwaukee.
• I received notice from an NIU drone pilot that he would be flying between 3pm and 6pm over the Lagoon,
Residence Halls and Stadium for promo photos.
• Burt mopped around the fire truck and replaced the cardboard to catch the engine rear seal leaks.
• I followed the deice truck deice fluid leak and found the fitting where a seal is shot. I sent pictures to Mike,
Filtration Corp, who explained that the line that is leaking is the Type 4 fluid, which we do not use, and we
could shut a valve to stop the fluid from flowing. Just then, Jeremy, IL Material Handling, arrived with
replacement fuel and air filters and a fuel fitting. I showed him the leak location and he found the shut-off
valve and shut it. Burt did his best to remove the deice fluid which had leaked all over the overhead
window, down the front of the cab and onto the hangar floor. Dave arrived for his shift and said that the
truck only has Type 1 fluid in it. Jeremy determined that the bucket’s fixed nozzle needs to have the
pressure released after the system has been operated, which will arrest the leak above the cab. I received
two work orders for Jeremy’s work, initial boom inspection and alternator bracket repair. Another work
order will follow for PMI on the rear engine. IMH sent their Service Agreement for the deice truck, forklift,
and our MinuteMan floor cleaner, which would provide us with a discounted labor rate for multiple
equipment service.
• Lindsey, FlightBridge, called to follow up on two local
hotels that have not responded to their requests for
setting them up in the FlightBridge accommodations
listing. She also offered a live online training, in which
Dave will participate. They will record the session for
the rest of our line service staff to watch on their own
time as able.
• A Lear 45 jet arrived to pick up an elderly couple, of
which the husband has a compromised immune
system, and flew them to their daughter’s home in
Oklahoma. The pilots purchased 329 gallons of JetA fuel and were happy with our low fuel price! They will
return on Sunday to bring the couple back. Page 6 of 14

• I met with a potential jet tenant and showed him the
West Community hangar and then 2200 Pleasant
hangar. He is working to purchase a Phenom 300 by
year’s end and said that even though his business
partner lives on the North Shore, they would keep it at
DKB, not Chicago Executive (Palwaukee-PWK), because
it’s more economical here. He expects to let me know
definitively by the end of this week their intention to
sign a lease.
• Dave increased our JetA fuel price to $2.70 from $2.65,
in coordination with our Contract Fuel start-up and
updated our increase on the various aviation websites.
10/29 Thu
• Tom Brian completed the Oshkosh engine hoses
replacements, test ran it, and then took me for a spin
to the West Ramp and back. It still needs a radiator
flush but should be snow-plowing-ready by Friday.
• DeKalb Flight Center is an official Toys for Tots drop-off
location.
10/30 Fri
• Dave Dahlberg scheduled us for a live, online training
with FlightBridge for Line Service to learn how we can
use their private aviation travel management resources
for our customers.
10/31 Sat
• Our Community hangar tenant P-51 departed for
Texas.
11/1 Sun
• A Lear 45 jet arrived from Oklahoma and dropped off
the elderly couple they picked up last week. The pilots
purchased 412 gallons of JetA fuel.
• The 100LL fuel farm cabinet door latching mechanism,
which has been partially broken, completely broke;
therefore, the hinged door cannot be closed and
latched.
11/2 Mon
• Mike, Filtration Corp, called to check on the 100LL fuel
farm pump keeping prime and I was happy to tell him
that so far, we have had no issues with the pump running as it should! Once the remainder of the deice
truck replacement parts arrive, he will return to work on it, then Jeremy, IL Material Handling, can return to
finalize our boom inspection.
• I contacted Tom Brian about the 100LL fuel farm cabinet latch. He began a welding repair. He also replaced
the battery in the maintenance pick-up truck.
• Dave and Burt cleared out junk from the Community hangar and took metal to the PW recycling pile and
other items to our dumpsters. They moved the TDR drone to the north wall, the tables and chairs carts to
the west wall, and the MiG tanks to the north wall. Dave also performed some mopping operations.

• A single-engine Cirrus SR20 owner/pilot stopped in for fuel on his way from Maryland to Minnesota. He
hadn’t flown into DKB for 36 years since he was obtaining his Private Pilot license and noticed that we have
a new N-S runway (R2-20) and our E-W runway (R9-27) was longer. He appreciated our low AvGas prices
and used the self-serve 100LL pump.
11/3 Tue
• Busy flying day due to good weather!
• Tom Brian completed the 100LL fuel farm cabinet latch repair and reinstalled it. It functions as intended.
11/4 Wed
• We welcomed the Experimental Aircraft Association
(EAA) Sweepstakes aircraft, a brand-new Piper Super
Cub single-engine taildragger, N50AV, flown by one
of the C&D Aviation owners who stopped for self-
serve fuel on his flight from Helena, Alabama, to
Oshkosh, WI. He overnighted Tuesday in Moline. The
Great 2021 Aircraft Raffle will be held during the EAA
AirVenture Fly-in and Airshow on August 1, 2021. The
owner asked those of us who were on the ramp to be
in their promo video for the raffle, Matt Kulma and
Pat Boyle, Fly America, and Mario Nonnenmann and
myself. He really appreciated our hospitality and said
he would definitely stop at DKB again when in the
area because of the warm welcome, which is highly
important to him!
• Dave Dahlberg and I participated in a webinar for FlightBridge Concierge Services software, which was
recorded for our other Line Service to view and be trained at no cost to DeKalb Flight Center.
• A NetJets Phenom 300 arrived late afternoon and dropped of a passenger who drove an Avis rental car that
had been dropped off earlier by an Avis driver who drove it here from O’Hare. The pilot purchased 165
gallons of JetA fuel before departing.
11/5 Thu
• More beautiful weather saw LOTS of air traffic and 100LL self-serve fuel sales.
• I talked with Neil, CMT, about the type of paint that is approved for use on the ramp, which he said is
roadway paint. Rich purchased the paint from Menards and will bring his own line-striping applicator
machine to repaint the South Ramp parking ‘T’s.
• Todd Stoffa, DFD, arrived and installed the air line from the Community hangar compressor to the fire
truck.
• I had a private T-hangar tenant approach me with the opportunity to sublease his hangar to a tie-down
tenants, if interested. I reached out to one of them and they are interested, so I forwarded the contact
information.

serve pump! We had two single-engine piston aircraft tie-down overnight on the South Ramp, also.

arrived from White Plaines, NY,
at 9am for a quick-turn refueling.
Two passengers deplaned with
their two dogs for a leg-stretch in
the grass. The pilots purchased

appreciated our low fuel price!

11/11 Wed Veteran’s Day
• An ACS Solutions, a software
company based in Duluth, GA,
Global Express Bombardier BD-
700 landed at 11:00am, and 1
passenger deplaned and was
picked up in a Bentley to visit
family locally. The pilots did not
purchase any fuel but did pay a
$100.00 Ramp Fee. They
departed at 4:45pm.
• A Lear 31 Medical Transport jet
arrived at 1:30pm. They had
requested that an EMT unit be
on standby, so Burt had
contacted DeKalb Fire
Department and an ambulance
unit was on site. This was our
second WorldFuel Contract fuel
sale; they purchased 455 gallons
of JetA fuel and used our Ground
Power Unit (GPU). They ordered
catering from Panera. In all we
provided a 25-minute quick-turn
refueling for their flight that
originated in Bedford, MA, to
Denver-Centennial Airport, CO.

• Gordon, Filtration Corp, dropped off the necessary parts to repair the deice truck boom and replace the
JetA fuel farm filters when we have the filter housing lid re-epoxied during the sampling re-piping.
• Kevin ordered a JetA fuel load which is hopefully to be delivered Saturday before an anticipated price
increase next week.
11/12 Thu
• We received the deice fluid testing kits, which Dave or Kevin will perform and send to Cryotech for analysis.
• I contacted Frontier Communications regarding the phone line to our AWOS station, as it is not registering
the phone prompts when I attempt to record a message at the end of the weather recording. A Frontier
tech is scheduled to arrive Friday morning to troubleshoot and hopefully repair.
11/13 Fri
• A Cirrus Vision jet arrived from DuPage Airport (DPA) and performed several take-offs and landings as part
of training exercises.
• I received notice that an NIU drone pilot was planning flights over campus on Monday, Tuesday, for aerial
shots of drive-thru COVID testing.
• We had a minor incident when the 100LL fuel truck grounding cable was inadvertently left clamped to the
truck as the technician pulled away from the 100LL fuel farm, post-refueling, which caused the cable to
depart the 100LL fuel farm and be dragged behind the truck across the ramp. I noticed this and alerted the
technician, who replaced the damaged clamp with a temporary, serviceable clamp and reattached the cable
to the fuel farm within an hour. No self-serve fuel sales were affected. Kevin ordered two replacement
clamps, so we have a spare.
11/14-15 Sat-Sun
• A single-engine aircraft owner/DKB tenant, who is a corporate pilot, arrived afterhours Friday in a Cessna
525 CitationJet and parked it on our South Ramp for the weekend, anticipating a Monday departure.
• Kevin came in afterhours and found the Community hangar air compressor, which is hooked up to the
airport fire truck to hold pressure for the air brakes, was not running and the circuit breaker was tripped.
He reset the breaker and the system operated correctly.
11/16 Mon
• The CitationJet pilot stopped in and purchased 630 gallons of JetA fuel, which ended up departing
afterhours on Tuesday evening.
• When Burt arrived, he found the Community hangar air compressor running and could hear an air leak
under the airport fire truck. He disconnected the air line and emailed DFD alerting them of the leak. Jeff
McMasters troubleshot the leak following the Exec Team meeting and thinks it’s in a line in the rear of the
truck, which will make it difficult to chase. He will talk with the FD mechanics to see if they will be able to
further troubleshoot and locate the line leak. He also ran the truck and found that the air brakes will work,
but it takes a full minute to recharge the system.
11/17 Tue
• Very windy conditions resulted in next to no air traffic or fuel sales.
11/18 Wed
• Kevin received confirmed dates of Dec. 9-11 from
Bolin, Inc. for the 2200 Pleasant Street hangar Diesel
fuel farm 5-year in-tank inspection and tightness test.
He let Andy Raih know as we will have to determine
the amount of fuel still in the ground and plan for its
removal prior to the testing date.
• An AgustaWestland AW119 MK II Canadian-registered
helicopter, operated by Geotech Aviation Ltd.,
Ontario, arrived from Georgia for a fuel stop on its
way to Duluth, MN, purchased 133 gallons of JetA fuel
and was appreciative of our fuel price as well as Dave
Dahlberg’s quick-turn refueling. The pilot said he will
return on future trips.

• Dave Dalhberg, Kevin Howard, and John Holiday completed the required training modules to receive the
very first basic NATA Safety First certifications ever bestowed upon a City of DeKalb Line Staff
professional. We can now highlight our operation’s commitment to professionalism and training on aviation
websites and in applicable publications. The remaining staff members will be signed up for the training in
2021 as has been budgeted.
• Larry Luxton graciously donated a floor scrubber/buffer. Rich tried a small section on the rust stains inside
the overhead garage door and it worked well, so we anticipate being able to easily spot clean the hangar
floor.

• Recent report from the General Aviation Manufacturers Association (GAMA) on general aviation aircraft
shipments and billing through the third quarter of 2020: Piston aircraft deliveries saw an increase of 1.4%,
while turboprop, business jet, and helicopter deliveries declined through the first nine months of 2020.
When compared to the same period in 2019, just 254 turboprops have shipped this year, a 27% decline.
Business jet deliveries, while slightly better, saw the delivery of 378 units through Q3 of 2020. This is still a
26.7% decline comparatively. Helicopter shipments showed similar results, having dropped 23.8%
compared to 2019. The value of deliveries through the third quarter of 2020 was down 20.1%, at only $11.9
billion. “This latest shipment report gives us insight into how the industry is faring after the onset of the
COVID-19 pandemic. While we are still trailing in comparison to last year’s figures due to a virus impacted
second quarter, it is encouraging to see deliveries in certain segments have rebounded,” said Pete Bunce,
CEO of GAMA. “While the industry has shown its resilience, it will likely once again face stiff headwinds
from the resurgent pandemic… Despite these significant challenges, it continues to be our dedicated
workforce that enables our industry to persevere through the recovery process.” This is the first quarter in
history where GAMA is reporting certified electric aircraft deliveries.

Nov. 23, for approval.
d. Hangar Rentals
Airport Manager’s Summary: I received a call from a couple who is looking at purchasing an aircraft for their
personal flight training through Fly America and wanted information about hangar/tie-down availability and
costs. I put them on the hangar waitlist, which currently has 13 interested owners/pilots, 10 of which have
specifically requested concrete floors and/or heat.
As reported in the Airport Manager’s Report, above, discussion with ComEd’s helicopter division has
continued regarding the potential of them moving their operations from Joliet Airport (JOT) to DKB,
occupying 2200 Pleasant Street hangar. The majority of our Airport Maintenance operations have moved to
2100 Pleasant Street hangar, following the repositioning of Fire Department equipment that was being
stored in it.

The Airport Advisory Board of the City of DeKalb, Illinois, held a Regular meeting on October 27, 2020, at the DeKalb
Taylor Municipal Airport, 3232 Pleasant Street, DeKalb, Illinois, in the West Community Hangar.
Chair Robert Owens called the meeting to order at 7:01 p.m.

1. Airport Manager’s Report
Renee added the following to her report:
Discussions have been ongoing with the ComEd Helicopter Operations division regarding their possible
move from the Joliet Regional Airport (JOT) to DKB.

Oct. 23 - I received a maintenance request from T-hangar tenant in E6-7 for a recurring roof vent leak,
which I forwarded to Mark Pumphrey who said he would try to look at it today. The tenant would also
like to move to a hangar with a concrete floor. Mark was able to troubleshoot and believes the issue is
condensation and not a roof vent leak, which is a common occurrence during the shoulder seasons.
Oct. 24 - The 100LL fuel farm pump lost prime and Ronda struggled with getting it running. She had
telephone support from Kevin and then Mike, Filtration Corp, who said he would come on Monday
morning to troubleshoot.
Bell Bank’s Pilatus PC-12 single-engine turboprop returned to drop off passengers, and the pilot
purchased 288 gallons of JetA fuel.
A single-engine Piper training aircraft from Lake in the Hills experienced a stuck brake and was disabled
for a short time on Runway 2-20. Jeff Kohlert, Fly America, was able to assist the pilot, unstick the
brake, and successfully move the aircraft to his maintenance shop for the minor repair. Renee thanked
Jeff publicly for his willingness to assist in situations such as this.
Oct. 25 - An Eclipse Aerospace EA500 jet, flying from Wyoming to Rhode Island, landed for a quick turn
refueling by Ronda for which the pilot was greatly appreciative. He purchased 175 gallons of JetA fuel.
Oct. 26 - Jeremy, IL Material Handling, arrived and performed Periodic Maintenance on the deice truck rear
diesel engine, including fuel hoses, oil and oil filters, and hydraulic filter replacements. He will return at
a later date with a replacement air filter which was not available locally and will complete the boom
inspection. We are expecting the replacement boom operator joysticks to arrive on Wednesday; once
they have arrived, Mike, Filtration Corp, will return to replace them.
Oct. 27 - Ted Buresh, Buresh Buildings of Hampton, IA, arrived in his Cessna 182 single-engine piston at
8am, purchased 24 gallons of 100LL AvGas, borrowed our courtesy car and drove to Maple Park to bid
in the CHS grain elevator auction. He departed late morning after telling Rich we would be seeing more
of him.
A brand new Cirrus SR20 single-engine propeller aircraft landed en route to Knoxville where Cirrus has a
Delivery Center. The pilot purchased 42 gallons of 100LL AvGas and borrowed a courtesy car. He has
landed here a few times previously for similar deliveries of Cirrus aircraft.
Kevin Howard and I conference-called on calculating and establishing precedent for our WorldFuel
Contract Fuel pricing which kicked-off today; see attachment. James Rhoades requested clarification on
the pricing for the Contract Fuel through WorldFuel, which Renee provided.
I discussed the possibility of hangar space for a Phenom 300 corporate jet, which a local businessman
has committed to locating for purchase by the end of the year and scheduled a site visit for Wednesday
afternoon.
Bill Nicklas added that we have reached out to Frontier Communications regarding their
maintenance/operations building at 2120 Pleasant Street. Robert Owens shared his outreach efforts
and will follow-up within the next week.

Bill Nicklas shared that the FY2021 Budget is close to completion and will be presented to the City Council in
