CITY OF DEKALB BUILDING BOARD OF APPEALS MINUTES March 4, 2016 Call to Order. The meeting was called to order at 9:01 AM by Chairman Don Whitmore. Roll Call BBA Members present were Chairman Don Whitmore, Charles Shepard, Christine Scholl, Lisa Sharp, and Jim Ward. Steve Irving was not present. Staff present were Community Development Director Ellen Divita, Fire Chief Eric Hicks, Dan Burrows of SAFEbuilt, and Community Development Administrative Assistant Natalie Nelson. Natalie Nelson acted as recording Secretary. Also present were Ken Andersen of DeKalb County Builders and Developers Association, Randy Nelson of Nelson Construction, Dan Hager of Swedberg Electric, and Jerry Evans of the Plumbing Board of Appeals. Approval of Agenda Chairman Whitmore requested for a motion to approve the agenda. L. Sharp motioned to approve the Agenda, and the motion was seconded by C. Shepard who requested that Dan Hagar be allowed speak before the approval of the minutes. All approved by voice vote. Public Participation Ken Andersen thanked the members of the Building Board of Appeals for their work on the Code review. D. Hagar reported that he does not see any changes necessary to the 2014 Electrical Code. E. Divita asked D. Hagar to review Chapter 25 of the City’s Municipal Code, which addresses electric requirements, and he agreed to do so and report back. Approval of Minutes A discussion was held regarding the draft minutes from the February 11, 2016 meeting of the full Board and the February 19, 2016 meeting of the subcommittee. C. Scholl stated that in the Minutes from February 19, 2016, require some revision. The entirety of Item B, 24.01 should be revised by City staff after Chapter 24 has been edited. She recommended a separate section be written that contains a summary of all the Codes the City is adopting. C. Scholl also reported that good progress is being made on the review of Chapter 24 and agreed that the order of items organized in this chapter needs to be addressed. She estimated that so far, the review of Chapter 24 has resulted in deleting about half of the amendments. Approved Minutes 030416 Building Board of Appeals 1 CITY OF DEKALB BUILDING BOARD OF APPEALS MINUTES March 4, 2016 Chief Hicks voiced concern about deleting certain sections in Chapter 24, like those addressing rooming houses and gas stations, which are still necessary. C. Scholl suggested that perhaps the sections Chief Hicks was concerned with be placed in a separate section or chapter. Chief Hicks stated that sections of Chapter 24 would likely need to be moved to Chapter 14. The members agreed to postpone approval of both meetings’ minutes to the next meeting. Old Business 1. Continued Workshop discussion on 2015 ICC Building Codes Not addressed at this meeting. New Business 1. Subcommittee report on Chapter 24, DeKalb Municipal Code Add amendment to R403.1.9 In lieu of a continuous solid concrete or masonry footing at intersections of garage and/or porches, there shall be installed within the wall, a minimum of two (2) solid steel rods, at a length of thirty (30) times the diameter of the rod with a minimum of eighteen (18) inches, passing beyond the overdig and continuing at the same length into the connecting wall (2x). Example: Assumed two foot overdig using a #4 rod. 30 x ½ = 15 inches. (18 inches minimum required.) 18(2) + 48 inches = 84 inches or 7 foot rod. Remove amendment to Table R403.3 R403.3, R403.3.1, R403.3.1.1, Figure R403.3(1), FigureR403.3(3), Figure R403.3(4), R403.3.1.2. Allow the tables in the 2015 Code to stand. Revise amendment to EXCEPTION: Insulated protected footings are allowed as footing alternatives when designed by an Illinois State Licensed Architect or Structural Engineer. Remove amendment to R404.1.1, all items, including table references. Allow the tables in the 2015 Code to stand. Remove amendment to R502.11.1.1. Revise amendment to Table R503.2.1.1(1) by rewriting to allow for 3/8” in certain situations and insert in an appropriate place. A discussion took place regarding how roofing permits and inspections are currently handled by the City. D. Burrows reported that at this time, a permit and inspection are required for roofing work if structural elements are being altered on an existing home and when roofing a newly constructed home. The City allows two layers of shingles on existing homes. Homeowners are allowed to perform their own roofing work without a permit as long as structural elements are not being altered. New construction requires a roofing permit and an inspection, which takes place after the roof sheeting has been placed. It was recommended that roofing permits be required because they act as confirmation that the person performing the work is aware of and adhering to the proper Code standards. A permit would help to protect a homeowner if shoddy or incomplete work was performed by a roofing contractor. The permits will be reviewed at the next meeting. 2 CITY OF DEKALB BUILDING BOARD OF APPEALS MINUTES March 4, 2016 Revise amendment to R503.3.2 and Table R503.2.1.1(1): Amend table to eliminate particle board sub- floor of less than 5/8" ¾” nominal thickness in new construction unless approved by Building Official. Remove amendment to R602.8.1, R602.8.1.1. Remove amendment to R602.10.3 #5 and EXCEPTION. Remove amendment to R801.1. Remove amendment to R802.4, R802.5, including reference to Table 1102.1. The Energy Code covers this item. Revise amendment to read Delete 25, 26, 27, 28, 29, 30, 31, 32 and 33. Add: All plumbing to comply with the current adopted Illinois Plumbing Code. NOTE: Mechanical items appear in the new code, so we are not deleting these. Revise the amendment to read Delete Chapters 34, 35, 36, 37, 38, 39, 40, 41, 42 and 43. All electrical shall comply with the currently adopted National Electrical Code. Remove the amendment to Add: Appendix G SWIMMING POOLS, SPAS AND HOT TUBS (08-11) to reflect current Code references. Announcements None. Adjournment Hearing and seeing no additional comment from attendees, Chairman Whitmore closed the meeting at 10:43AM. The next Building Board of Appeals meeting is set for Wednesday, March 23, 2016, 9:00AM at DeKalb City Hall. 3
