MINUTES CITY OF DEKALB CITIZEN POLICE REVIEW BOARD MARCH 31, 2022 The Citizen Police Review Board (CPRB) of the City of DeKalb, Illinois, convened on March 31, 2022, at the DeKalb Police Department, 700 W. Lincoln Highway, DeKalb, Illinois. A. CALL TO ORDER AND ROLL CALL Chair Maurice McDavid called the meeting to order at 6:04 p.m. Board Secretary Melissa Neblock called the roll, and the following members of the CPRB were present: Justin Carlson, Maurice McDavid, Kate Noreiko, Veronica Origel, and John Walker. Others in attendance included Chief of Police David Byrd, Deputy Police Chief Jason Leverton, Police Commander Steve Lekkas, Police Commander Craig Woodruff, Police Commander Chad McNett, Police Sergeant Keith Ehrke, Police Sergeant Tony Kwasniewski and Police Sergeant Kris Mecca. B. APPROVAL OF THE AGENDA MOTION: Ms. Noreiko moved to approve the agenda; seconded by Mr. Walker. VOTE: Motion carried by a 5-0 voice vote of the CPRB members present. C. APPROVAL OF THE MINUTES 1. March 10, 2022 MOTION: Mr. Walker moved to approve the minutes; seconded by Ms. Origel. VOTE: Motion carried by a 5-0 voice vote of the CPRB members present. D. PUBLIC PARTICIPATION There were no speaker request forms submitted. E. ORIENTATION OF THE CITIZEN POLICE REVIEW BOARD MEMBERS Police Chief David Byrd provided a brief introduction to what would be covered in the orientation for tonight’s meeting. He then provided an overview of the Police Department’s Biased Enforcement Policy (Policy 103.4). Copies of the policy were provided to the members. Deputy Policy Chief Leverton then provided an additional overview of Police Department’s Biased Enforcement Policy (Policy 103.4). Brief discussion ensued regarding the Biased Enforcement Policy (Policy 103.4). Police Commander Woodruff then provided an overview of the Police Department’s Body Worn Camera system. He then provided a demonstration of the Body Worn Camera system. Brief discussion ensued regarding the Police Department’s Body Worn Camera System’s capabilities. Police Sergeant Kwasniewski then provided an overview of the Police Department’s Traffic Enforcement Policy (Policy 403.2). Copies were provided to members. Brief discussion ensued regarding the Traffic Enforcement Policy (Policy 403.2). Police Commander Lekkas then provided an overview of the Police Department’s Pursuit Procedures and Stop Sticks Policy (Policy 304.2). Copies were provided to members. Brief discussion ensued regarding the Pursuit Procedures and Stop Sticks Policy (Policy 304.2). Police Sergeant Mecca then provided an overview of the Police Department’s Citizen Contacts & Terry Stops Policy (Policy 401.1). Copies were provided to members. Brief discussion ensued regarding the Police Department’s Citizen Contacts & Terry Stops Policy (Policy 401.1). Police Commander Lekkas then provided an overview of the Police Department’s Arrest Procedures Policy (Policy 404.2). Copies were provided to members. Brief discussion ensued regarding the Arrest Procedures Policy (Policy 404.2). Police Sergeant Ehrke then provided an overview of the Police Department’s Search & Seizure Policy (Policy 402.14). Copies were provided to members. Brief discussion ensued regarding the Search & Seizure Policy (Policy 402.14). Police Chief David Byrd thanked members of the board for the time they have invested in orientation. He discussed the board members will be scheduling ride a longs with officers. Police Commander McNett was introduced as the Patrol Commander and he will be assisting with the scheduling process. Deputy Policy Chief Leverton addressed where the policies were located for review. Brief discussion ensued. G. Adjournment MOTION: Ms. Norieko moved to adjourn the meeting; seconded by Mr. Walker. VOTE: Motion carried by a 5-0 voice vote of the CPRB members present. February 10, 2022 MOTION: Mr. Carlson moved to approve the minutes; seconded by Ms. Origel. VOTE: Motion carried by a 5-0 voice vote of the CPRB members present. D. PUBLIC PARTICIPATION There were no speaker request forms submitted. E. ORIENTATION OF THE CITIZEN POLICE REVIEW BOARD MEMBERS Deputy Police Chief Leverton provided a brief recap of the February 10, 2022, CPRB meeting. He also showed the CPRB page on the City’s website. Deputy Policy Chief Leverton then provided an overview of the Police Department’s Administration of Discipline Policy (Policy 202.3), providing copies of the policy to the members. He also noted that all of the Police Department’s policies are posted on the City’s website. This overview included Disciplinary Actions, Punitive Actions and Alternatives to Discipline such as Counseling, Training and Performance Improvement Plans. Brief discussion ensued. He then provided and overview of the Police Department’s Citizen Complaint Procedure (Policy 202.5), providing copies of the policy to the members. Police Commander then provided an overview of the Police Department’s Internal Affair’s Procedure (Policy 202.5), providing copies of the policy, Miranda rights, Internal Investigation Forms to include Notice of Interrogation, Notification of Charges/Allegations, Waiver/Request Counsel, and Administrative Rights to members. Brief discussion ensued. Police Sergeant Wilkins then provided an overview of the Police Department’s Firearm’s Policy (Policy 304.7) and Police Rifle Policy (Policy 304.8), providing copies to members. He also showed the various lethal and less lethal options available to officers. He passed around a foam baton for member’s to handle. Brief discussion ensued. Police Sergeant Espy then provided an overview of the Police Department’s Taser Policy (Policy 304.9), providing copies to members. Brief discussion ensued. F. DATE OF NEXT MEETING It was noted that the next meeting of the CPRB is scheduled for March 31, 2022. Brief discussion ensued, regarding the next steps in training. G. Adjournment MOTION: Mr. Walker moved to adjourn the meeting; seconded by Ms. Noreiko. VOTE: Motion carried by a 5-0 voice vote of the CPRB members present.
