MINUTES CITY OF DEKALB CITIZEN POLICE REVIEW BOARD April 13, 2023 The Citizen Police Review Board (CPRB) of the City of DeKalb, Illinois, convened on April 13, 2023, at the DeKalb Police Department, 700 W. Lincoln Highway, DeKalb, Illinois. A. CALL TO ORDER AND ROLL CALL Chair Maurice McDavid called the meeting to order at 6:01 p.m. Board Secretary Melissa Neblock called the roll, and the following members of the CPRB were present: Justin Carlson, Maurice McDavid, Kate Noreiko, and John Walker. Others in attendance included Deputy Police Chief Jason Leverton. B. APPROVAL OF THE AGENDA MOTION: Ms. Noreiko moved to approve the agenda; seconded by Mr. Walker. VOTE: Motion carried by a 4-0 voice vote of the CPRB members present. C. APPROVAL OF THE MINUTES 1. February 13, 2023 MOTION: Mr. Carlson moved to approve the minutes; seconded by Mr. Walker. VOTE: Motion carried by a 4-0 voice vote of the CPRB members present. D. PUBLIC PARTICIPATION Mark Charvat brought up a concern regarding the draft of the minutes not being posted online before the meeting and a lack of transparency regarding information about the complaints not being published. He questioned if the public needed to go through FOIA to get the complaints. Mr.Charvat feels that the public should be made aware of what is in the complaints. He asked the board to address the concerns he brought to Mr. Walker that were in the previous meetings minutes. Mr. Charvat would like the complaints to be posted online for the public. He stressed that the public wants transparency and he is a firm advocate of transparency whenever possible. E. CHAIRMAN UPDATE Mr. McDavid congratulated Mr. Walker on his successful campaign for Alderman. He discussed that the Mayor will need to appoint another member to take Mr. Walkers place. Mr. Walker asked if the board could submit recommendations to the Mayor and his wish is to keep the board diverse. He stated he was proud to be part of the first board and wants to ensure that the board keeps going in the right direction. Mr. Walker stated he wants anyone who comes in to take it seriously because being part of this board is a privilege and not a right. Mr. McDavid said he found outside groups that would be able to do it but needed to investigate how the training would be paid for. Mr. McDavid brought up that two of the complaints were against officers from the county and that he reached out to the complainants to let them know that the board is not able to hear complaints against non-city officers. F. CASE REVIEW 1. 23CPRB03 Mr. McDavid asked the board to review complaint 23CPRB03. The board then took the time to read the complaint that was submitted and the videos that were submitted by the complainant. Brief discussion ensued regarding the contents of the complaint. The board unanimously decided to take the case at this time. 2. 23CPRB04 Mr. McDavid asked the board to review complaint 23CPRB04. The board then took the time to read the complaint that was submitted. Brief discussion ensued regarding the contents of the complaint and the fact that the complaint is against county officers. The board unanimously decided not to take the case. 3. 23CPRB05 Mr. McDavid asked the board to review complaint 23CPRB05. The board then took the time to read the complaint that was submitted. Brief discussion ensued regarding the contents of the complaint and the fact that the complaint is against county officers. The board unanimously decided not to take the case. G. EXECUTIVE SESSION Chair Maurice McDavid read the following Executive Session exemption title in its entirety: 1. The consideration of performance and/or discipline of employees pursuant to 5 ILCS 120/2(c)(1). 2. The consideration of security procedures, and the use of personnel and equipment to respond to an actual, threatened, or a reasonably potential danger to the safety of employees, staff, the public, or public property Pursuant to 5 ILCS 120/(2)(c)(8). MOTION: Ms. Noreiko moved to recess for Executive Session; seconded by Mr. Carlson. Citizen Police Review Board Minutes April 13, 2023 Page 3 of 4 VOTE: Motion carried by a 4-0-0 roll call vote. Aye: Justin Carlson, Maurice McDavid, Kate Noreiko, and John Walker. Nay: None. Absent: Veronica Origel. Chair Maurice McDavid declared the motion passed and recessed the meeting at 6:30 p.m. Following adjournment of the Executive Session, Chair Maurice McDavid opened the meeting to the public at 7:35 p.m. H. DECISION Mr. McDavid stated that the board reviewed the case and that the board reached a consensus on the complaint. The board took a vote on if the complaint was founded or unfounded. VOTE: McDavid: Unfounded, Mr. Walker: Unfounded, Mr. Carlson: Unfounded, Ms. Noreiko: Unfounded. The board’s decision was that the complaint was unfounded. I. APPROVAL RELEASE OF EXECUTIVE SESSION MINUTES 1. 01/19/2023 The board unanimously decided to not release the Executive Session Minutes. MOTION: Ms. Noreiko moved to not release the minutes; seconded by Mr. Carlson. VOTE: Motion carried by a 4-0 voice vote of the CPRB members present. 2. 02/13/2023 The board unanimously decided to not release the Executive Session Minutes. MOTION: Mr. Walker moved to not release the minutes; seconded by Mr. Carlson. VOTE: Motion carried by a 4-0 voice vote of the CPRB members present. J. DATE OF NEXT MEETING Mr. McDavid suggested that the board wait to meet until June to allow time for another member to be appointed. He also pointed out that the board could meet earlier if a complaint was received. It was noted that the next meeting of the CPRB is scheduled for June 22, 2023. K. Adjournment MOTION: Mr. Walker moved to adjourn the meeting; seconded by Mr. Carlson. VOTE: Motion carried by a 4-0 voice vote of the CPRB members present.
