MINUTES CITY OF DEKALB CITIZENS’ COMMUNITY ENHANCEMENT COMMISSION October 21, 2019 The Citizens’ Community Enhancement Commission (CCEC) held a regular meeting on October 21, 2019, in the Executive Conference Room of the DeKalb Municipal Building, 200 South Fourth Street, DeKalb, Illinois. Chair Brad Hoey called the meeting to order at 4:03 P.M. A. ROLL CALL Roll call was recorded by Management Analyst Jason Blumenthal and the following members of the CCEC were present: Chair Brad Hoey, Jeanine Holcomb, Ellingsworth Webb, Susan Johnson, Deborah Booth, and Melissa Beck. Member Brad Pietens was absent. Also present were Mayor Jerry Smith, Ward 1 Alderman Carolyn Morris, and Management Analyst Jason Blumenthal. B. APPROVAL OF THE AGENDA – ADDITIONS / DELETIONS MOTION Mr. Webb moved to approve the agenda; seconded by Ms. Holcomb. VOTE Motion carried by a majority voice vote of those present. C. APPROVAL OF MINUTES MOTION Ms. Beck moved to approve the CCEC minutes of September 16, 2019; seconded by Ms. Johnson. VOTE Motion carried by a majority voice vote of those present. D. PUBLIC PARTICIPATION Mayor Smith spoke about the length of Commission members terms and if any member near the expiration of their term was interested in staying. In addition, he would love to see how the commission could be a part of downtown’s growth. Mayor Smith wants the commission to get involved with projects like Stage Left and Home2 Suites, as well as giving their input into potential and future projects. IHSA State Football Playoff’s Chairman Hoey stated that the DeKalb County Visitors Bureau would be putting a 30 second ad into the IHSA kick off event featuring the City. This kickoff event will be broadcasted throughout the state and should be a nice piece of publicity. The City will host the State Championship in 2021 and it will go out to bid the following year. This event brings in thousands of visitors and will be beneficial to the city now and for years to come. F. OLD BUSINESS 1. Paint-A-Plug Year Wrap - Up Management Analyst Blumenthal stated that 16 plugs were completed this year. He stated this was a successful year for the program and is hoping the momentum of this year will carry into next year and the years to come. The Commission discussed hosting a kickoff event at the beginning of next season with individuals designing their Paint-A- Plug and displaying it at the Egyptian or Library. It was suggested that a Paint-A-Plug Passport be created similar to what the Public Library did this past summer. A packet will be put together of all this information to share with the Council and advise where the program is heading. Management Analyst Blumenthal indicated that this can be incorporated into the Public Arts Policy presentation and an update can be given to council. G. ADJOURNMENT MOTION Mr. Webb moved to adjourn the meeting; seconded by Ms. Holcomb. VOTE Motion carried by unanimous voice vote of those present. The meeting was adjourned at 4:57 P.M.
