MINUTES SPECIAL JOINT MEETING OF CITY COUNCIL AND FINANCE ADVISORY COMMITTEE CITY OF DEKALB May 7, 2012 The City Council of DeKalb, Illinois, held a Special Joint Meeting with the Finance Advisory Committee on Monday, May 7, 2012 at 6:00 p.m. in the Council Chambers of the DeKalb Municipal Building, 200 South 4th Street, DeKalb, Illinois. Notice was given and the meeting was called pursuant to the provisions of Chapter 2, Section 2.05 of the Municipal Code of the City of DeKalb, Illinois. Mayor Povlsen called the meeting to order at 6:00 p.m. A. ROLL CALL: City Clerk Wright called the roll and the following members of City Council were present: Mayor Kris Povlsen, Alderman Tom Teresinski, Alderman Brendon Gallagher, Alderman Ronald Naylor and Alderman Monica O’Leary. Absent were: Alderman David Jacobson, Alderman Kristen Lash and Alderman David Baker. Also present were members of the Finance Advisory Committee: David Conlin, Connie Golden, Mike Peddle and Gary Peele. Absent were: Lon Clark and Ryan Gifford. Also present were: Mark Biernacki, City Manager; Rudy Espiritu, Assistant City Manager; Laura Pisarcik, Finance/Purchasing Director; Eric Hicks, Interim Fire Chief; T.J. Moore, Public Works Director; Jeff Birtell, I&T Technician; Tammey Higgins, Deputy City Clerk; and Diane Wright, City Clerk. Mayor Povlsen introduced Ms. Connie Golden who was recently appointed to the Finance Advisory Committee. Also, Mayor Povlsen announced that Lon Clark would be unable to attend the meeting. B. CONSIDERATION ITEM: 1. REVIEW OF PROPOSED FY-2013 BUDGET Ms. Pisarcik distributed an updated schedule and provided an overview of the 3rd quarter report which ended with expected numbers. There is a $200,000 deficit at this time due to payments made to pension funds; however current surplus will be at $40,000, she said. Ms. Pisarcik answered questions regarding the 3rd quarter. Ms. Pisarcik next provided an overview of the budget and pointed out that there are no tax City Council Special Meeting May 7, 2012 Page 2 of 2 increases this year. She noted some deficits which include general liability, capital projects, fleet replacement and airport funds. She pointed out that the City’s portion of the property taxes is 7%; the County receives 10% and the School District 50%. Total revenue projected in the General Fund is $29,665,691, she added. Ms. Pisarcik noted that the total transfers from the General Fund are $1.6 million. Also, she said, there are no bond payments due on the Public Safety Building until June 2014. She pointed out that the General Fund will end with an 11% balance. Ms. Pisarcik discussed the Public Safety Building. Ald. Teresinski asked for a recap regarding the City’s contractual obligations of the project; Mr. Espiritu responded staff would provide it at the next meeting. Mayor Povlsen noted that he was glad to see a conservative budget and pointed out it is paramount that expenses not be greater than revenues. Mr. Espiritu added that there are no tax increases and there is a slight increase in public safety personnel. Mr. Biernacki pointed out that $150,000 is set aside for some decisions Council may wish to consider including: 1) addition of a Communications Director, 2) implementation of some recommendations from the Safe/Quality Housing Tax Force and 3) possible EPI Phase II. Additionally, Mr. Espiritu asked that $5,000 be set aside to reinstate the holiday gift card given to employees and the Employee breakfast served by management staff. He noted that staff has gone through wage concessions and layoffs and this small amount would help morale. C. ADJOURNMENT: MOTION Ald. Gallagher moved to adjourn the meeting; seconded by Ald.
