SPECIAL MEETING OF CITY COUNCIL
CITY OF DEKALB
May 6, 2013
The City Council of DeKalb, Illinois, held a Special Meeting on Monday, May 6, 2013 at 6:00 p.m.
in the Council Chambers of the DeKalb Municipal Building, 200 South 4th Street, DeKalb, Illinois.
Notice was given and the meeting was called pursuant to the provisions of Chapter 2, Section 2.05 of
the Municipal Code of the City of DeKalb, Illinois.
Mayor Povlsen called the meeting to order at 6:00 p.m.
A. ROLL CALL:
City Clerk Wright called the roll and the following members of City Council were present: Mayor
Kris Povlsen, Alderman David Jacobson, Alderman Tom Teresinski, Alderman Kristen Lash,
Alderman Brendon Gallagher, Alderman Ronald Naylor, Alderman David Baker and Alderman
Monica O’Leary.
Also present were: Mark Biernacki, City Manager; Rudy Espiritu, Assistant City Manager; Wes
Hoadley, Deputy Police Chief; Eric Hicks, Fire Chief; T.J. Moore, Public Works Director; Jeff
Birtell, IT Technician; Diane Wright, City Clerk and numerous staff members.
Additionally present were John Rey, Mayor-Elect; Bill Finucane, Alderman Two-Elect; Bob Snow,
Alderman Ward Four-Elect; Liz Peerboom, and City Clerk-Elect; along with family members and
friends.
B. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was said by all.
C. OATHS OF OFFICE ADMINISTERED BY HONORABLE THOMAS DOHERTY:
Mayor Povlsen introduced Honorable Thomas Doherty, Judge of the 23rd Judicial Circuit who
administered the oaths of office to:
LIZ PEERBOOM, CITY CLERK
BILL FINUCANE, ALDERMAN OF WARD TWO
ROBERT SNOW, ALDERMAN OF WARD FOUR
DAVE BAKER, ALDERMAN OF WARD SIX
Prior to John Rey taken the oath of office, Mayor Povlsen asked to make some comments. He stated
that his tenure as an Alderman and Mayor has been a rewarding experience and leaving the office is
very difficult. He added, however, he is pleased to hand over the Mayoral office to John Rey and
could not think of anyone better suited to take this on.

Honorable Doherty administered the oath of office to John Rey as Mayor.
The newly elected officials took their seats on the dais and Ms. Peerboom took her seat as City Clerk.
Mayor Povlsen, Alderman Teresinski and Alderman Gallagher left the dais.
D. COUNCIL COMMENTS
Comments were made by City Clerk Peerboom, Alderman Finucane, Alderman Snow, Alderman
Dave Baker and Mayor Rey expressing appreciation to family, friends and supporters and stating
their hopes and plans for the future. Mayor Rey additionally thanked the Council, including outgoing
Mayor Povlsen, Ald. Teresinski and Ald. Gallagher along with Staff for the welcome, and added that
he looked forward to working with a great team of Council and Staff. He also thanked Judge Doherty
for taking part in the inauguration tonight.
Mayor Rey introduced Chris Pitts, outgoing President of the Black Students Union. Mr. Pitts stated
that the Black Students Union works with campus and off-campus issues and the community as a
whole. He said that he met Mayor Rey a short time ago and thanked him for demonstrating to him
how to be a leader. He noted that when he met the Mayor, he only knew him briefly, but Mayor Rey
assisted him with a housing issue and he is grateful to him. He urged Mayor Rey to continue to be the
person he is because this does affect other people.
Mayor Rey thanked Mr. Pitts and all present and invited all to stay for refreshments.
E. ADJOURNMENT
MOTION
Ald. Jacobson moved to adjourn the Special Meeting; seconded by Ald. Finucane. Motion carried on
voice vote. Mayor Rey declared the meeting adjourned at 6:15 p.m.
