MINUTES CITY OF DEKALB COMMITTEE OF THE WHOLE MEETING NOVEMBER 14, 2016 The City Council of DeKalb, Illinois, held a Committee of the Whole meeting on November 14, 2016, in the City Council Chambers of the DeKalb Municipal Building, located at 200 S. Fourth Street, DeKalb, Illinois. Mayor Rey called the meeting to order at 5:00 p.m. ROLL CALL Deputy City Clerk Ruth Scott called the roll and the following members of the City Council were present: Alderman David Jacobson, Alderman Bill Finucane, Alderman Michael Marquardt, Alderman Bob Snow, Alderman Kate Noreiko, Alderman Tony Faivre, and Mayor John Rey. Alderman Dave Baker arrived at 5:06 p.m. Also present were: City Manager Anne Marie Gaura, City Attorney Dean Frieders, Finance Director Cathy Haley, Assistant Finance Director Robert Miller, Police Chief Gene Lowery, Fire Chief Eric Hicks, Community Development Director Jo Ellen Charlton, Public Works Director Tim Holdeman, Human Resources Director Cris Randall, City Engineer John Laskowski, Management Analyst Lauren Stott, Public Works Management Analyst Patrick DiDiana, Information & Technology Technician Jeff Birtell, and Deputy City Clerk Ruth Scott. ITEMS ON THE REGULAR AGENDA There were none. CONSIDERATIONS 1. Strategic Plan Update. City Manager Gaura stated that a Strategic Plan update would be provided to Council on a quarterly basis. Management Analyst Stott reported that the Strategic Plan process started in 2015 and included community conversations that helped shape it. A final draft of the Strategic Plan was approved in February 2016. She explained that the AchieveIt program approved with the FY2016.5 budget has helped streamline the reporting process and stated that Council’s feedback moving forward will be very important. Management Analyst Stott provided an overview of the action items reported by contributors from each City department. Committee of the Whole Meeting Minutes November 14, 2016 Page 2 of 4 Mayor Rey thanked Management Analyst Stott for the report and overview. He noted for the Council and community that this update touches on numerous projects that staff and other resources have underway for the benefit of the community. Mayor Rey encouraged everyone to review the report in detail and forward comments to staff. Alderman Noreiko stated it was an excellent first report. She also said it would be helpful if information was provided on the number of discussions taken place on an item in order to provide an indication on the level of activities for a project, as well as provide a timeframe. Mayor Rey asked if the status reports will include information on projects that slip off track. Management Analyst Stott confirmed they would. Mayor Rey asked if subsequent updates would be incremental and year to date type summaries. Management Analyst Stott replied that each update will be added to the City’s website. However, if Council would like to see more of a long range view back through the entire year, it could be provided. Mayor Rey indicated that a year-to-date review would be helpful but wanted to make sure the document didn't get lengthy. Mayor Rey encouraged Council to forward questions or comments to department heads or Management Analyst Stott regarding this project moving forward. 2. Intergovernmental Agreements with DeKalb County. Assistant Finance Direct Robert Miller provided an overview of the intergovernmental agreements the City currently has with DeKalb County. They include:  An intergovernmental agreement between the City and the County for 138 acres of property located at Barber Greene Road and Route 23. This is a 40 year agreement. (Resolution 1993-115, passed October 11, 1993)  An addendum to the original 1993 intergovernmental agreement. (Resolution 1996- 001, passed January 8, 1996)  A second amendment to the original 1993 intergovernmental agreement. (Resolution 2002-095, passed October 14, 2002)  An intergovernmental agreement with DeKalb County for specific sharing of Home Rule Sales Tax generated at the DeKalb Market Square property and debt payment to the Illinois Toll Highway Authority for Peace Road Interchange improvements. (Resolution 2004-031, passed May 24, 2004)  A development agreement with First Rockford Group for the Ulta retail store. (Ordinance 2012-019, passed March 26, 2012) Committee of the Whole Meeting Minutes November 14, 2016 Page 3 of 4  An intergovernmental agreement with DeKalb County regarding the construction of a new County Nursing Home and Health Center. (Resolution 1999-038, passed June 28, 1999) Alderman Baker provided history on some of the agreements and there was a brief discussion regarding their terms. City Manager Gaura stated that the purpose of this report was to give Council an overview and better understanding of the City’s agreements with the County. Alderman Jacobson asked if renegotiations were possible. City Manager Gaura stated that a point in time will come when the County will need assistance from the City, adding that’s when possible renegotiations can take place. Alderman Baker stated that it seems logical that the County should recognize and acknowledge the issues with the agreements and added that Peace Road needs work by the toll way. PUBLIC PARTICIPATION There was none. RECESS FOR EXECUTIVE SESSION OF THE CITY COUNCIL MOTION Alderman Jacobson moved to hold an Executive Session in order to discuss Personnel as provided for in 5 ILCS 120/2(c)(1); seconded by Alderman Faivre. VOTE Motion passed by a roll call vote of 8-0. Aye: Jacobson, Finucane, Marquardt, Snow, Noreiko, Baker, Faivre, Rey. Mayor Rey declared the motion passed. Mayor Rey closed the meeting to the public at 5:41 p.m. Mayor Rey opened the meeting to the public at 5:50 p.m. ADJOURNMENT MOTION Alderman Jacobson Snow motioned to adjourn the Committee of the Whole meeting; seconded by Alderman Noreiko.
