CITY OF DEKALB
COMMITTEE OF THE WHOLE MEETING
AUGUST 28, 2017
The City Council of DeKalb, Illinois held a Committee of the Whole meeting on August
28, 2017, in the City Council Chambers of the DeKalb Municipal Building, 200 South
Fourth Street, DeKalb, Illinois.
Mayor Smith called the meeting to order at 5:00 p.m.
A. ROLL CALL
City Clerk Herrmann called the roll, and the following members of the City Council were
present: Alderman Dave Jacobson, Alderman Bill Finucane, Alderman Mike Marquardt,
Alderman Pat Fagan, Alderman Kate Noreiko, Alderman Mike Verbic, Alderman Tony
Faivre, and Mayor Jerry Smith.
Also present were: City Manager Anne Marie Gaura, Fire Chief Eric Hicks, Community
Development Director Jo Ellen Charlton, Public Works Director Tim Holdeman,
Information Technology Director Marc Thorson, Human Resources Director Cris Randall,
Management Analyst Aaron Stevens, and Management Intern Ray Munch.
B. ITEMS ALSO ON THE REGULAR AGENDA
There were none.
C. CONSIDERATIONS
1. FY2017 Strategic Plan Second Quarter Update.
Using a PowerPoint presentation, Management Intern Munch provided an update on
this item. He informed Council that the 82 Action Items are color coded in the
presentation to depict which goals have been achieved, which were on track, which
were off track, and which were at risk. He highlighted some of the key achievements of
the Strategic Plan and noted that the goals of the Strategic Plan, when completed, lead
the City to achieve a:
Vision of a Sense of Place
Vision of Community Vitality and a Vibrant Downtown
Vision of Inclusiveness
Vision of Accessibility
Vision of Efficient, Quality, and Responsive Services
Alderman Faivre thanked Management Intern Munch for his report and congratulated City
staff for their utilization of social media in engaging the community. He suggested that
Staff could take it to the next level by being more proactive at responding to community
members who express interest in obtaining more information on specific items.

Mayor Smith stated that he has been impressed with reports from staff in regard to the
goals of the 2025 Strategic Plan. He also mentioned the upcoming Special Committee
of the Whole meeting on August 31, 2017, with the purpose of discussing Streets and
Fleet.
D. PUBLIC PARTICIPATION
There was none.
E. RECESS FOR EXECUTIVE SESSION OF THE CITY COUNCIL
1. Approval to Hold an Executive Session to Discuss Pending or Imminent Litigation
as Provided for in 5 ILCS 120/2(c)(11).
MOTION
Alderman Noreiko moved to hold an Executive Session; seconded by Alderman Faivre.
VOTE
Motion carried on an 8-0 roll call vote. Aye: Jacobson, Finucane, Marquardt, Fagan,
Noreiko, Faivre, Smith. Nay: None.
Mayor Smith closed the meeting to the public at 5:20 p.m.
Mayor Smith opened the meeting to the public at 5:36 p.m.
F. ADJOURNMENT
MOTION
Alderman Finucane moved to adjourn the Committee of the Whole Meeting; seconded by
Alderman Fagan.
VOTE
Motion carried on an 8-0 voice vote. Aye: Jacobson, Finucane, Marquardt, Fagan,
Noreiko, Verbic, Faivre, Smith. Nay: None. Mayor Smith declared the motion passed
and adjourned the meeting at 5:38 p.m.
