MINUTES CITY OF DEKALB COMMITTEE OF THE WHOLE MEETING SEPTEMBER 11, 2017 The City Council of DeKalb, Illinois held a Committee of the Whole meeting on September 11, 2017, in the City Council Chambers of the DeKalb Municipal Building, 200 South Fourth Street, DeKalb, Illinois. Mayor Smith called the meeting to order at 5:00 p.m. A. ROLL CALL Deputy City Clerk Scott called the roll and the following members of the City Council were present: Alderman Dave Jacobson, Alderman Bill Finucane, Alderman Mike Marquardt, Alderman Pat Fagan, Alderman Kate Noreiko, Alderman Mike Verbic, Alderman Tony Faivre, and Mayor Jerry Smith. Also present were: City Manager Anne Marie Gaura, City Attorney Dean Frieders, Police Chief Gene Lowery, Deputy Police Chief John Petragallo, Fire Chief Eric Hicks, Community Development Director Jo Ellen Charlton, Public Works Director Tim Holdeman, Information Technology Director Marc Thorson, Assistant Human Resources Director Michelle Anderson, Management Analyst Aaron Stevens, Economic Development Planner Jason Michnick, Management Analyst Emily Tipps, and Communications Coordinator Latoya Marz. B. ITEMS ALSO ON THE REGULAR AGENDA There were none. C. CONSIDERATIONS 1. Police Department Annual Award Ceremony. Police Chief Lowery recognized the September 11, 2001, event and thanked the men and women of the Police Department for their hard work and courage. He stated that the Police Department Annual Award Ceremony was all about acknowledging what they do every day. Awards presented are as follows: Honorable Recognitions  Act of Kindness – Domestic Dispute: Police Officers Jordan Poulos, Keunte Mallett, John Loechel, Stephen Parsons, Jonathan Jursich, Sadie Pristave, Charles Verdone, Allison Remnes, Josef Gordon, Aaron Gates, and Police Sergeant Paul Mott. Committee of the Whole Meeting Minutes September 11, 2017 Page 2 of 3  Act of Kindness – Homeless Person Assistance: Police Officer Jeffrey Winters. Commendations  Suicidal Subject: Police Officers Allison Remnes, Charles Verdone, Josef Gordon, and Danielle Sorenson.  Neglected Child: Police Officer Phillip Brown.  Residential Burglary: Police Officers Josef Gordon, Habideen Olanarin, Kris Mecca, Allison Remnes, Raynaldo Hernandez, Steven Parsons, Jonathan Bell, and Police Detectives Sadie Pristave and Keith Ehrke.  Targeted Response Unit – Unit Commendation: Police Officers Kris Mecca, Jason Goodwin, Steven Parsons, Police Detective Sonny Streit, and Police Sergeant Jeffrey Weese.  Unlawful Possession of a Weapon by a Felon: Police Officer Steven Parsons.  Armed Robbery: Telecommunicators Adrienne Oziah, Chris McMeen, and Elizabeth Basham, Police Officers Brian Bollow, Bryan Soderstrom, Joshua Boldt, Jonathan Jursich, Keunte Mallett, Elizabeth Fabro, Allison Remnes, Aaron Klienmaier, Kris Mecca, Sonny Streit, Jason Goodwin, Jeff Ackland, Police Detective Michael Stewart, and Police Sergeants Mark Tehan, Jeffrey Weese, and Scott Farrell.  Domestic Battery/Armed Offender: Police Officers Michael Cicchetti, Ryan Wilkens, Johnathan Jursich, Habideen Olaniran, Joshua Boldt, Brian Bollow, Jason Goodwin, and Sonny Streit, and Police Sergeants Mark Tehan, Jeffrey Weese, and Scott Farrell.  Domestic Disturbance/Armed Offender: Police Officer Jeffrey Winters. Life Saving Awards  Police Officers Brian Bollow and Elizabeth Fabro, and Police Sergeant Thomas Petit. In closing, Police Chief Lowery thanked the entire Police Department for their unyielding courage. Mayor Smith stated that on behalf of the citizens of DeKalb, as well as the City Council and staff, he wanted to thank the Police Department for their heroic efforts. RECESS FOR EXECUTIVE SESSION OF THE CITY COUNCIL There was nothing scheduled. F. ADJOURNMENT MOTION Alderman Marquardt motioned to adjourn the Committee of the Whole meeting; seconded by Alderman Noreiko. VOTE Motion carried by an 8-0 voice vote. Aye: Jacobson, Finucane, Marquardt, Fagan, Noreiko, Verbic, Faivre, Smith. Nay: None.
