MINUTES CITY OF DEKALB SPECIAL MEETING OF CITY COUNCIL APRIL 3, 2019 The City Council of DeKalb, Illinois held a Special meeting on April 3, 2019 in the Executive Conference Room of the DeKalb Municipal Building, 200 S. Fourth Street, DeKalb, Illinois. Mayor Smith called the meeting to order at 8:30 a.m. A. ROLL CALL Deputy City Clerk Ruth Scott called the roll and the following members of City Council were present: Alderman Bill Finucane, Alderman Joyce Stupegia, Alderman Patrick Fagan, Alderman Kate Noreiko, Alderman Mike Verbic, and Mayor Jerry Smith. Alderman David Jacobson arrived at 8:36 a.m. Alderman Tony Faivre was absent. Also present were: City Manager Bill Nicklas, Assistant City Manager Raymond Munch, and Deputy City Clerk Ruth Scott. B. PUBLIC PARTICIPATION There was none. C. EXECUTIVE SESSION Mayor Smith read the following exemption: 1. Approval to Hold an Executive Session to Discuss Personnel as Provided for in 5 ILCS (120/2)(c)(1). MOTION Alderman Noreiko moved to hold an Executive Session; seconded by Alderman Fagan. VOTE Motion carried by a 6-0-2 roll call vote. Aye: Finucane, Stupegia, Fagan, Noreiko, Verbic, Smith. Nay: None. Absent: Jacobson, Faivre. Mayor Smith closed the meeting to the public at 8:33 a.m. Mayor Smith opened the meeting to the public at 4:30 p.m. D. ADJOURNMENT MOTION Alderman Verbic moved to adjourn the meeting; seconded by Alderman Stupegia. VOTE Motion carried by a 7-0-1 majority voice vote.
