REGULAR MEETING
JUNE 1, 2021
Pursuant to Chapter 2 “City Council”, Section 2.05 “Special Meetings”, of the Municipal Code of
the City of DeKalb, Illinois, the DeKalb City Council held a Special meeting on June 1, 2021, in
the Yusunas meeting room at the DeKalb Public Library, 309 Oak Street, DeKalb, Illinois.
A. CALL TO ORDER AND ROLL CALL
Mayor Barnes called the meeting to order at 5:00 p.m.
Executive Assistant Ruth Scott called the roll, and the following members of City Council were
present: Alderman Barb Larson, Alderman Tracy Smith, Alderman Scott McAdams, Alderman
Tony Faivre, and Mayor Cohen Barnes. Alderman Greg Perkins was not present during roll call
but arrived at 5:01 p.m. Alderman Carolyn Morris and Alderman Mike Verbic were absent.
Staff present included City Manager Bill Nicklas and City Engineer Zac Gill.
C. APPROVAL OF THE AGENDA
MOTION
Alderman Faivre moved to approve the agenda; seconded by Alderman McAdams.
VOTE
Motion carried by a 6-0-2 roll call vote. Aye: Larson, Smith, Perkins, McAdams, Faivre, Mayor
Barnes. Nay: None. Absent: Morris, Verbic. Mayor Barnes declared the agenda approved.
D. PUBLIC PARTICIPATION
There was no public participation.
E. RESOLUTIONS
1. Resolution 2021-044 Authorizing an Intergovernmental Agreement with the Illinois
Department of Transportation for $1,488,484.35 in Economic Development Program
Funding to Improve the Intersection of Illinois Route 23 and Gurler Road.
Mayor Barnes read the resolution by title only.
MOTION: Alderman Faivre moved to approve the resolution; seconded by Alderman
McAdams.
City Manager Nicklas provided an overview of this item, stating that the State of Illinois has
offered the City the opportunity to utilize the Illinois Department of Transportation’s (IDOT)
Economic Development Program (EDP) in order to support the new industrial development
and the anticipated additional stress/safety concerns at the intersection of Illinois Route 23
and Gurler Road by way of entering into an intergovernmental agreement (IGA) in the form

of a grant. This will allow the City to orchestrate a significant public improvement to the road
network while protecting local capital funds by pulling from State and private financial
contributions.
Alderman Smith asked about the timeline of the project. City Engineer Gill stated the hope
is to proceed by August to at least start the widening of the pavement and striping in. He
added that traffic signal posts may take longer due to shortages of certain metals.
There was no further discussion.

Motion carried by a 6-0-2 roll call vote. Aye: Larson, Smith, Perkins, McAdams, Faivre,
Mayor Barnes. Nay: None. Absent: Morris, Verbic. Mayor Barnes declared the resolution
passed.
F. ADJOURNMENT

Alderman Smith moved to adjourn the meeting; seconded by Alderman Perkins.
VOTE
Motion carried by a 6-0-2 roll call vote. Aye: Larson, Smith, Perkins, McAdams, Faivre, Mayor
Barnes. Nay: None. Absent: Morris, Verbic. Mayor Barnes declared the motion passed and
adjourned the meeting at 5:05 p.m.

intend to conduct this meeting pursuant to Illinois Governor JB Pritzker’s Executive Order 2021-4 dated February
5, 2021 (the “Executive Order”), which prohibits meetings of more than 50 people for Phase 4 mitigations, unless
the City of DeKalb determines that it is necessary to invoke the Governmental Functions exemption “to ensure
the operation of government agencies or to provide for or support the health, safety and welfare of the public.”
As a convenience to the public, the City of DeKalb may also provide video, audio, telephonic or internet access
for the public to monitor this meeting. The provision of any such remote means of access is not intended to
provide for attendance by a means other than physical presence due to the COVID-19 public health emergency,
nor is it intended to provide an opportunity for the public to address public officials, make public comment or
otherwise participate in the meeting.

1. Resolution 2021-044 Authorizing an Intergovernmental Agreement with the
Illinois Department of Transportation for $1,488,484.35 in Economic
Development Program Funding to Improve the Intersection of Illinois Route 23
and Gurler Road.
City Manager’s Summary: In 2020, in anticipation of some extraordinary industrial
development along the Gurler Road corridor between IL Rt. 23 and Peace Road, the
City staff worked with local and state governments as well as private engineering firms
employed by Krusinski Development Company to carefully study the potential traffic
impacts for vehicles on IL Rt 23 and on Gurler Road. As a result of this intense
collaboration, a Traffic Impact Study was completed and submitted to the Illinois
Department of Transportation (IDOT) for review and concurrence. While the traffic
study predicted that the majority of the new industrial traffic would move eastbound on
Gurler toward Peace Road and the Illinois Tollway interchange beyond, sufficient
traffic was projected to move in and through the intersection at IL-23 in a westbound
direction to justify substantial safety improvements. Such improvements include a
significant widening of the Gurler/IL Rt 23 intersection to accommodate new turn lanes
with wide radii for truck movements, and the full signalization of the intersection in all
four directions. These features were agreed by IDOT engineers, the City Engineer,
County Engineer and the private engineers working with Krusinski Construction,
Facebook, and Ferrara.
To help fund the anticipated intersection improvements, the City applied for assistance
from IDOT’s Economic Development Program (EDP). This program will fund 100% of
qualified work done within a State right-of-way and 50% of the work done on adjacent
local roadways. The local share is traditionally assumed by the Company generating
the traffic demand, and the justification of the amount expended by the State is based
upon job creation figures. Although the City received notification in September, 2020
of the state’s intention to award a grant of approximately $1.5 million toward the
signalization project, the City did not receive notification of the state’s release of
funding until Monday, May 24. Prompt action is now needed to expedite the next steps
which include the project bidding and the letting of the bid by IDOT. With each week
that passes, the prospect for the completion of the elaborate intersection
reconstruction during this construction season is challenged.
The attached intergovernmental agreement with the Illinois Department of
Transportation will expedite the final steps in the public approval process. The cost of
the improvements--both the construction and engineering--is over $1.6 million.
