ECONOMIC DEVELOPMENT COMMISSION MEETING
OCTOBER 4, 2019
The Economic Development Commission (EDC) of the City of DeKalb, Illinois held a
regular meeting on October 4, 2019 in the Executive Conference Room of the DeKalb
Municipal Building, 200 S. Fourth Street, DeKalb, Illinois.
The meeting was called to order at 8:32 a.m.
A. ROLL CALL
Executive Assistant Ruth Scott called the roll and the following EDC members were
present: Grant Goltz, Mohammed Labadi, Chair Trixy O’Flaherty, Jeff Richardson, Mark
Sawyer, and Sam Walt, as well as ex-officio members Paul Borek (DCEDC) and Matt
Duffy (DeKalb Chamber of Commerce). Member Vernese Edghill-Walden arrived at 8:32
a.m., just after roll call was called.
Others present included: City Manager Bill Nicklas, Mayor Jerry Smith, Alderman Carolyn
Morris, and Executive Assistant Ruth Scott (as recording secretary).
B. APPROVAL OF THE AGENDA

D. PUBLIC PARTICIPATION
There was no public participation during this portion of the meeting.
E. REPORTS
1. City Manager Report.
City Manager Nicklas reported on development on the southern most part of
DeKalb, providing status of the progress being made with two interested
parties. He noted that the DCEDC has been helpful and engaged during this
process. Mr. Borek stated that the enterprise zone was very important to both
manufacturers.
City Manager Nicklas also reported that the former O’Leary’s building no longer
had an interested buyer. He also reported that the Egyptian Theatre was still
under construction but moving along, noting that the rainy weather has caused
delays. City Manager Nicklas further stated that the Plaza DeKalb project is
moving along on schedule.
2. DeKalb Chamber of Commerce Report.
Mr. Duffy reported that the State of the City would be held on October 15, 2019.
He also reported that the “In the Loop” video series regarding the Elburn train
station stop would be released today. He noted that other videos were in the
works, including Route 12 just before the route starts in late October.
Brief discussion ensued. It was suggested that perhaps an “In the Loop” video
could be created regarding the construction and changes in the downtown
area, or perhaps a segment on Northern Illinois University once a month. It was
noted that the “In the Loop” videos regarding the new bus routes could be
shown at the next meeting.
3. DeKalb County Economic Development Corporation Report.
Mr. Borek reported that Solo Tech has begun construction of their office space
located in Park 88, which will enable the company to expand their employment
from 20 to 40 employees.
Brief discussion ensued.
Mr. Borek also reported on the 2600 Wirsing building (former 3M building),
stating that he was working with someone interested in purchasing the building.

Mr. Borek also reported on a metal supplier and fabricator that’s considering
sites to purchase that would focus on train rail, as well as a local manufacturer
looking for space to grow and expand.
Brief discussion ensued.
F. OLD BUSINESS
1. Elburn Train Station Transit Service (Route 12).
This service will begin operating at the end of October. It was noted that Council
approved amendments to the agreement the City has with Transdev on
September 23, 2019.
2. South Industrial Park Transit Service (Route 19).
This service will begin operating at the end of October. It was noted that Council
approved amendments to the agreement the City has with Transdev on
September 23, 2019.
3. Business Retention Survey.
Mr. Nicklas noted that while the survey is important, there are no staff to spare
to get it done at this point. Mr. Nicklas stated that he and Mr. Borek worked
together to give the EDC a couple models. Mr. Nicklas stated that at this time
he’s working on business attraction. This item will return to the EDC on the
November 1, 2019 agenda.
Brief discussion ensued regarding the direction of the survey, perhaps with
small retail and restaurants. Mr. Borek stated he would provide a list of the top
20 small businesses in DeKalb to reach out to.
Discussion ensued regarding the data collection process, information that’s
been compiled over the years, how it’s used, goals of the surveys, and
questions that can be moved along to the City Council so policy can be changed
if needed.
Mr. Nicklas noted his observations with building permit issues and the length
of time it was taking to get permits reviewed. He stated he was working on a
plan to speed the reviewing and permitting plan along quickly.
Ms. Edgehill-Walden noted the use of technology and its importance to this
generation of future entrepreneurs, adding that electronic applications should
be able to be submitted. Mr. Nicklas noted it’s a matter of personnel and old
habits, but he’s working on a solution.

Brief discussion ensued regarding other boards, commissioners or committees
reaching out to businesses. Mr. Nicklas noted that he does, as does Mayor
Smith, but there’s not necessarily a list. He also noted that he speaks to
downtown businesses daily regarding the ongoing construction and assisting
with on the spot issues.
Chair O’Flaherty noted that this item should be made the first topic on the
November 1, 2019 agenda, with a two-step discussion: 1) the EDC could go
out and meet with businesses; and 2) a scientific survey and action on issues
that businesses may be having.
Council Member Morris stated that perhaps the EDC could use a Google doc
to record research and surveys. Discussion ensued.
It was noted that at the November 1, 2019 meeting, all EDC members would
provide five questions to be used on the survey.
Ms. Edghill-Walden stated she would not be present for the November 1, 2019
meeting.
4. Resource Guide.
Discussion regarding this item began with the issue of grant money and if it
exists; it was concluded that it does. It was noted that a follow-up from Transit
Manager Cox is needed. This item will be placed on the November agenda.
Mr. Goltz noted that the backup memo regarding this item Grant noted that
provides ample information.
G. NEW BUSINESS
Mr. Nicklas noted that the City Council would start their review of FY2020 budget
soon, noting he’s heard a lot about the condition of DeKalb’s streets, noting
unfortunately the City doesn’t have a recurring source of funding for repair and a
new revenue source is needed. Mr. Nicklas asked the EDC if they would be
interested in reviewing some capital options. There was consensus that they would.
Mr. Nicklas stated he will provide an update to the EDC at the November meeting.

The next meeting of the EDC will be on November 1, 2019.

SEPTEMBER 6, 2019
The Economic Development Commission (EDC) of the City of DeKalb, Illinois held a
regular meeting on September 6, 2019 in the Executive Conference Room of the DeKalb
Municipal Building, 200 S. Fourth Street, DeKalb, Illinois.
The meeting was called to order at 8:30 a.m.
A. ROLL CALL
Executive Assistant Ruth Scott called the roll and the following EDC members were
present: Grant Goltz, Trixy O’Flaherty, Jeff Richardson, Mark Sawyer, Sam Walt and City
Council Liaison Pat Fagan, as well as ex-officio members Paul Borek (DCEDC) and Matt
Duffy (DeKalb Chamber of Commerce). Member Vernese Edghill-Walden arrived at 8:33
a.m. Member Mohammed Labadi arrived at 8:37 a.m.
Others present included: City Manager Bill Nicklas, Mayor Jerry Smith, Transit Manager
Marcus Cox, and Executive Assistant Ruth Scott (as recording secretary).

D. PUBLIC PARTICIPATION
Bessie Chronopoulos spoke about good things happening on S. 4th Street, such as
the continued cleanup of the former Protano’s site, as well as the 40th anniversary
of G&L Auto Repair.
E. REPORTS
1. City Manager Report.
a. ChicagoWest Business Center.
City Manager Nicklas provided information regarding two business
prospects that have been looking at the site south of the tollway oasis. Brief
discussion ensued regarding the prospective companies and their interest
in DeKalb, which includes access to the tollway and rail system.
b. O’Leary’s Building.
City Manager Nicklas spoke of a promising prospect for the former
O’Leary’s building, noting he and Mayor Smith had already met with them
twice. City Manager Nicklas stated he would keep the EDC informed of the
progress.
c. Mooney/Agora Tower.
City Manager Nicklas stated that the second reading on the development
plan for the Mooney/Agora Tower project will be before Council on
September 9, 2019 and encouraged EDC members to attend the meeting
to show their support.
2. DeKalb Chamber of Commerce Report.
Mr. Duffy noted that Transit Manager Marcus Cox will be featured in an
upcoming “In the Loop” video. “In the Loop” videos focus on on-goings in
DeKalb. He also noted the upcoming State of the City event on October 15,
2019 and the Athena Award Reception on October 22, 2019. Mr. Duffy briefly
stated that the Chamber is closing in on new office space.
3. DeKalb County Economic Development Corporation Report.
Mr. Borek expanded on City Manager Nicklas’ communication regarding
prospective businesses coming to DeKalb. He noted that the DCEDC works on
these projects in the early stages, addressing the potential companies
concerns.

Mr. Borek also noted that the DCEDC has been working on Park 88 proposals
as well.
Chair O’Flaherty noted that the business retention survey discussed at a previous
meeting would be pushed to the October meeting.
F. OLD BUSINESS
1. Park 88 Bus Route Project.
Transit Manager Cox provided a comprehensive presentation of the new Park
88 bus route, now known as Route 19. The presentation also included
information regarding the proposed bus route to the Elburn Train Station and
the Annie Glidden North Resource Guide. (Click here for presentation)
Brief discussion ensued regarding the new route, the types of buses being
used, times the bus route would be running, the date the route would start,
which is October 28, 2019, and the importance of the resource guide. It was
also noted that the new route would be added to the bus tracker app.
2. Schedule of Meetings.
Mayor Smith stated that some City boards, commissions and committees have
discussed changing their monthly meeting to every other month. However, he
doesn’t feel that the EDC is relevant to this discussion as there are important
topics to discuss.
Chair O’Flaherty suggested that EDC members advise the commission when
they’re aware of an upcoming absence.
G. NEW BUSINESS
1. Elburn Bus Route.
Transit Manager Cox provided information regarding the proposed Elburn bus
route, a daily shuttle service to the Elburn train station that will run seven days
a week, 362 days a year (further information provided in the linked presentation
above). He also noted that a stop in Cortland on the way out and the way back
in may be added. The tentative timeline for this route is September 29, 2019.
Chair O’Flaherty noted items on the October agenda, which include more
information from Transit Manager Cox regarding the resource guide, an update from
City Manager Nicklas on potential businesses, and business retention.

Mike Embrey asked that it be noted that the Beef Shack is now under the
management of their corporate office, with an open house scheduled for September
19, 2019.

SUBJECT: Public Transportation Updates
Route 12 – Daily Service to the Elburn Train Station
On Monday, September 23rd, the DeKalb City Council approved increased, daily shuttle
service to the Elburn train station set to begin on Monday, October 7th. Going forward,
this route will be referred to as the Route 12 and will provide daily access to the train
station 362 days a year. Fares for the route will be $4 for Seniors/Disabled/Students (K
– College), and $8 for the General Public. Passengers will be able to purchase tickets
for the shuttle on the bus as well as online by visiting NIUtickets.com.
The Route 12 will begin at the DuSable Turnaround located on the campus of Northern
Illinois University before making its way east. Passengers will be able to board and exit
the vehicle at designated stops along Lincoln Hwy., Locust St., 7th St., and Pleasant St.
After departing DeKalb, the bus will make a stop in Cortland at the corner of Chestnut St.
and Somonauk Rd. All stops are accessible going to and from the Elburn train station.
Passengers attempting to “Park and Ride” the Route 12 to Elburn are encouraged to
utilize parking near downtown DeKalb.
A Riders Guide for the Route 12 has been included with this update for reference
purposes.
Route 19 – Transit Service to South DeKalb/Park 88
On Monday, September 23rd, the DeKalb City Council approved the expansion of public
transit service to southern DeKalb including access to Fairview Dr., Macom Dr., and
Harvestore Dr. with service set to begin on Monday, October 28 th. The Route 19E
(Express) will operate from 4:00a – 8:10a and while the Route 19 will operate from 12:05p
– 12:00a, Monday – Friday. There will be no service between 8:10a and 12:05p. Our
existing fare structure will be implemented on this route which provides fare free access
for NIU Students/Faculty/Staff, .25 cents for K – HS Students, Seniors/Disabled, and .50
cents for General Public.
On Tuesday, September 24th, staff received communication from the DeKalb County
Community Foundation (DCCF) informing us that our $11,000 Community Economic
Development Implementation Grant request had been approved by the Community
Engagement Committee. This application was submitted to the DCCF in an effort to gain
additional funding to help offset costs associated with the creation and production of an
Annie Glidden North (AGN) Resource Guide. Coupled with $4,000 of transit grant funds,
we have a total budget of $15,000 for the AGN Resource Guide. Staff has worked with
Melanie Margara from NIU, and Brian Oster from OC Creative to gather pertinent
information for the guide including Medical, Grocery, Childcare, Social Resources, etc.
Aside from print material, digital copies will also be available to distribute via websites,
social media and other electronic outlets. Staff anticipates that the Resource Guide may
not be ready for print by the October 28th start date; however, the intent is to move at a
manageable pace to deliver a quality product to the residents of DeKalb and the AGN
area.
The DeKalb County Community Foundation has inquired on our ability to include the
DCCF logo on the Resource Guide as they are “excited about this project and the good
it can do for the City of DeKalb and the ripple effect it will have throughout the county.”
They also see this project as “inspiring others to give other efforts that will improve our
county and the City of DeKalb.” We believe including the DCCF logo on the Resource
Guide is an excellent opportunity for us to show our appreciation for their support with our
project, as well as recognizing their efforts within the county and our communities.
Maps of the Route 19E and Route 19 are included for your review. A full Route 19E/19
Riders Guide will be ready for distribution prior to the start of service on Monday, October
28th, 2019. The EDC will receive a copy of this document at that time.
